About this file

This Addendum No. 1 document is issued by the Office of State Procurement for the State of Louisiana, Division of Administration, and provides specification revisions and vendor responses for RFx Number 3000025490, an Invitation to Bid for limestone delivery and spreading services at the Limestone - DMA-MPMG Area project at Camp Beauregard Range Operations. The project requires vendors to provide labor, equipment, and materials to haul and spread 5,160 tons of #57 Limestone and 2,200 tons of Gabion rock across multiple training area roads. The Addendum clarifies that site visits are non-mandatory, with interested vendors able to contact Mr. Clyde Batts at 140 Brushy Road, Pollock, LA 71467, via phone at (O) 318-641-3355 or (C) 318-794-4111 to schedule a visit. The bid opening is scheduled for November 13, 2025, at 10:00 AM Central Time. The Addendum also revises Attachment A - Special Terms and Conditions in its entirety and updates the RFx header text to reflect the non-mandatory site visit information.

Key clarifications provided in vendor responses address operational scope, bonding requirements, and project funding. The contractor will perform tailgate spreading of limestone (dispersing product while driving along roads) and deliver a Gabion stockpile drop, with range control staff responsible for subsequent motor grader spreading. No bid bonds or performance bonds are required for submission. The estimated project budget is $399,256.00, with no incumbent contractor currently in place. Vendors may mark the Louisiana Preference section as N/A if not applicable. Bidders who have already submitted bids and do not require revisions should acknowledge receipt of the Addendum; those requiring revisions must submit changes prior to bid opening on November 13, 2025.

Questions from the Vendor and the State’s Responses:

Vendor Question 1. I don’t see a mandatory job site visit or a job site visit verification form. Is this required and who would I contact?

State’s Response: There is no site visit required, but vendors can contact Mr. Clyde Batts to schedule a visit if they would like. The RFx header text and Attachment A have been revised to include the non-mandatory site visit information.

Mr. Clyde Batts contact info is:

140 Brushy Road Pollock, LA. 71467

(O) 318-641-3355

(C) 318-794-4111

Vendor Question 2. It is unclear if the contractor will be responsible for spreading the stone with a motor grader or if that will be the Range Control Staff?

State’s Response: The Contractor is not responsible for spreading with a motor grader. The range staff will take care of that. The Contractor will be doing a tailgate spread (drives along the road as the product is dispersed). The Gabion is a stockpile drop in one place.

Vendor Question 3. Is a bid bond or performance bond required?

State’s Response: No, these are not required.

Vendor Question 4. If the Louisiana Preference section in the terms and conditions are not applicable, may we mark it N/A?

State’s Response: Yes, ff it is not applicable, the section may be marked N/A.

Vendor Question 5. Is there an estimated budget or an encumbered amount for this project?

State’s Response: The estimated budget for this project $399,256.00.

Vendor Question 6. Is there a previous contractor in place for this service?

State’s Response: No, there is no incumbent contractor.
