About this file

This is Addendum NO. 1 to an Invitation to Bid issued by the Louisiana Office of State Procurement on behalf of the Louisiana Department of Corrections for waste disposal services at Elayn Hunt Correctional Center. The primary change outlined in this addendum extends the bid opening date from July 30, 2026, to August 11, 2026, at 10:00 a.m. Central Time. The scope of work involves hauling and disposal services for one 30 cubic yard compactor serviced three times weekly (Mondays, Wednesdays, Fridays) and two 25 cubic yard metal lid roll-off containers serviced twice weekly (Mondays, Thursdays). Service windows are 7:00 a.m. to 5:30 p.m. Central Time, excluding weekends and holidays, with makeup service provided the following workday if a scheduled pickup falls on a holiday. The contract term runs from award through June 30, 2027, with two optional 12-month renewal periods available, for a maximum total term of 36 months.

The addendum addresses four vendor inquiries received by the July 17, 2026, inquiry deadline, with State responses clarifying operational procedures: truck clearance and check-in time is typically less than 15 minutes; waste service drivers are escorted in and out of the facility; there is no typical wait time before trucks enter the service area; and the spare compactor on-site is out of service, requiring the awarded contractor to perform equipment swaps by bringing an empty compactor to leave on-site when removing the full unit. Pricing must be firm for the initial contract period and includes four line items: hauling fees (260 service events annually), landfill disposal fees (approximately 1,750 tons annually), a 12-month monthly rental for the metal lid roll-off food waste container, and a one-time delivery fee. Contractors must maintain comprehensive insurance coverage and comply with security clearance and criminal background check requirements for all facility personnel. All vendors must register in the LaGov system and comply with E-Verify and Secretary of State registration requirements.

State’s Response #2: Yes.

Vendor’s Inquiry #3: Is there any typical wait time before trucks are allowed to enter the service area?

State’s Response #3: No.
