About this file

This Addendum No. 1 document addresses questions and answers for the Town of Enfield, Connecticut's Economic Development Branding and Marketing Services RFP, issued on September 16, 2026, with proposals originally due October 6, 2026. The RFP solicits comprehensive economic development branding and marketing services encompassing seven primary tasks: brand development and guidelines, photography and video production, market analysis and positioning, digital advertising strategy, social media setup and content strategy, customer relationship management and lead generation systems, and an economic development website with business showcase functionality. The project focuses on marketing and branding the Midtown Enfield Tax Increment Financing District while creating an identity useful for the broader Enfield community. The Town anticipates awarding all seven tasks to a single firm, though reserves the right to remove, defer, or cancel individual tasks. Proposals must include one hard copy and one digital copy on USB flash drive submitted in a sealed envelope. The Town expects contract execution approximately two weeks following the October 23, 2026 award date, with project work anticipated to begin in early November 2026. No specific project completion deadline has been established, though the Town prefers completion within fiscal year 2027.

The Town of Enfield has allocated $50,000 in consulting funds through its Tax Increment Financing District Advisory Committee, with the committee retaining discretion to adjust this amount upward or downward. The contract will be structured as a not-to-exceed fixed amount covering all seven tasks with detailed cost breakdowns by task; proposers may present alternative pricing scenarios if demonstrating different implementation options. No incumbent exists for this engagement. The Town possesses limited existing research, GIS data, and outdated photography and video assets; the selected firm will be responsible for conducting discovery, stakeholder interviews, and full professional production of visual media including drone footage. All intellectual property, including raw footage, photography files, design files, and source materials, will be owned by the Town upon completion. The Town's Office of Economic & Community Development, consisting of two staff members, will be responsible for ongoing management and maintenance of deliverables post-implementation. Professional liability insurance must continue for two years following project completion, with all insurance requirements reviewed upon contract award rather than with proposal submission.

Addendum #1

ECONOMIC DEVELOPMENT BRANDING & MARKETING SERVICES

SEPTEMBER 16, 2026

This Addendum forms part of the proposal documents for ECONOMIC DEVELOPMENT BRANDING & MARKETING SERVICES updates and modifies the original proposal documents that are dated 8/25/2026.

Item No. 5 - Question and Answers:

The following questions were received from prospective bidders:

1. Has the Town established a total budget or anticipated budget range for this project? If so, is that budget intended to cover all seven tasks outlined in the RFP?

The Town of Enfield’s Tax Increment Financing District Advisory Committee has appropriated $50,000 in consulting funds. The committee may decide to use less than that amount or appropriate more.

2. Section 1 requires one hard copy and one digital copy submitted together in a sealed envelope.

Does the Town have a preferred format for the digital copy, such as a USB flash drive, or is any standard media acceptable?

The Town of Enfield prefers a USB flash drive.

3. Of the seven tasks identified in the scope, are there particular components the Town considers the highest priority for the first phase of implementation?

The Town of Enfield has no opinion on the ordering of the project.

4. For the Midtown Enfield TIF District, has the Town already completed any market research, target industry analysis, redevelopment planning, stakeholder engagement or positioning work that will be available to the selected firm? The project description references the Midtown Enfield Tax Increment Financing District, and the Town has published work including the TIF Master Plan, Thompsonville revitalization studies, and streetscape documentation. Would those materials be made available to the selected firm at project start?

The Town of Enfield has done limited, non-professional research. There has been some stakeholder engagement. Redevelopment planning for the Thompsonville area has been underway for an extended period of time. Please see the Economic Development and Thompsonville section of the Town website.

https://www.enfield-ct.gov/246/Economic-Community-Development.

5. Is the Town looking for the selected firm to develop a distinct identity specifically for Midtown Enfield/Thompsonville, or should the work primarily establish a broader economic development identity for Enfield that can also be applied to the TIF district?

https://www.enfield-ct.gov/246/Economic-Community-Development

The Town of Enfield funding is for marketing and branding the Midtown Enfield TIF District. However, because this area is the core historic downtown and primary retail district, there is inherently a connection between that area and the wider Enfield community. Thus, the identity should be one that is useful for the whole of Enfield, while centering on the Midtown Enfield TIF District.

6. For business attraction and site selection, does the Town currently have defined target industries, business types or investor audiences that should drive the messaging and recruitment strategy?

The Town of Enfield has not defined target industries. We rely on targets that the state or region has made and ensure we retain businesses and types already in town.

7. For the standalone economic development website, does the Town have a preferred CMS or hosting environment, or is the selected firm expected to recommend the platform and hosting solution?

The Town of Enfield would expect to have a recommended pathway for hosting – if not able to be hosted as part of the existing town system.

8. Does the Town currently use a property database, GIS platform or third-party commercial real estate system that the new economic development website will need to integrate with?

The Town of Enfield has a GIS platform which may include some integration but is open to concepts brought forward.

9. For the lead generation/CRM component, does the Town currently use email marketing, CRM or prospect-management platform, or is the selected firm expected to recommend and implement a new solution?

The Town of Enfield does not have an email/CRM/prospect platform.

10. For photography, drone and video production, does the Town anticipate that all new visual assets should be captured specifically for this project, and are there particular properties, districts, employers or community assets that should be prioritized? For the photography and video component, does the Town have an anticipated number of locations, shoot days, and finished short-form video assets that proposers should use as a basis for pricing?

The Town of Enfield anticipates all visual assets would be captured for this project and will work with the successful bidder to establish a shot list. Internal review suggests at least five locations, plus drone footage leading to at least ten to fifteen short form video assets. However, the Town is open to suggestions and alternatives.

11. Is the Town seeking primarily the creation and setup of the advertising and social media systems outlined in Tasks 4 and 5, or should respondents also propose ongoing campaign management, media placement and content management following launch?

The Town of Enfield seeks responses that address the tasks but is open to suggestions regarding ongoing work. No funding has been identified for ongoing work and would likely default to the Office of Economic & Community Development for implementation.

12. Beyond the deliverables listed in the RFP, what would the Town consider the most important measure of success for this engagement 12 to 18 months after implementation?

The Town of Enfield is open to discussing measures of success, but the Town is seeking largely to raise its profile as a place to work, live, and play for investors.

13. Is the Town open to respondents presenting a phased implementation strategy that prioritizes foundational brand, digital and lead-generation work first, with other components activated as subsequent phases?

The Town of Enfield is open to any proposals that address the task items.

14. What does the internal approval process look like? (EX: steering committee/board, one point of contact, etc.)

The Town of Enfield anticipates that this work would involve discussions with the Economic Development Commission and the Tax Increment Financing District Advisory Committee. The Town Council would have final authority, but primary day-to-day work would be with the Office of Economic & Community Development.

15. Does the town have current access to any third-party data and/or platforms?

The Town of Enfield has some access to data, but that is limited.

16. Is there a desired timeline for completion of this project? What is the Town’s desired completion date or contract term, and are there any fixed milestones, launch dates, public meetings, or funding deadlines?

The Town of Enfield does not have a designated timeline but is open to suggestions from the bidders.

17. Does the Town anticipate awarding all seven tasks to one firm, or may individual tasks be removed, deferred, or awarded separately? If tasks can be removed, please identify the elements considered essential and any minimum contract value.

The Town of Enfield reserves the right to remove, defer, or cancel any task. Ideally all seven would be awarded at the same time to the same firm. The Town will not award different firms different tasks. The Town will discuss with potential bidders those elements that the firm considers essential.

18. Is the primary brand intended specifically for the Midtown Enfield TIF District in relationship to a broader townwide economic development brand? If so, please clarify the relationship.

19. What existing research, plans, brand assets, economic data, stakeholder findings, photography, GIS information, and property inventories will the Town provide? Please also identify any existing Enfield/Thompsonville identities that must be retained or accommodated. Is there stakeholder and consumer research that was completed during the early analysis of the development opportunity that would be useful in guiding discovery of the branding phases?

The Town of Enfield will work with the successful bidder to provide any and all materials that are appropriate. The successful bidder will need to lay out the elements that are needed as the Town has not previously organized or collected data in this way. Existing research and plans can be found on the Town’s website, as well as GIS. The Town of Enfield has an existing Town Seal which will be retained but need not be related to the economic development-related work. There is a logo that was designed as part of the town’s website update but is not formalized.

20. Please identify the expected role of Town staff, elected officials, business organizations, residents, and other community stakeholders in reviewing and/or approving the work. Do you have a sense for how many businesses, elected officials, etc. you would ideally want to include in the stakeholder interviews? Or are you looking for a preliminary recommendation? The total number has an impact cost.

The Town of Enfield anticipates that this work would involve discussions with the Economic Development Commission and the Tax Increment Financing District Advisory Committee. The Town Council would have final authority, but primary day-to-day work would be with the Office of Economic & Community Development. The Town would look for a preliminary recommendation, but we would not anticipate more than two or three meetings with specific stakeholders/committees.

21. For advertising, does the scope cover creative development only, or should proposals include media planning, placement, management, and paid-media costs? If placement is anticipated, what campaign duration, geographic markets, and media budget should bidders assume? Under Task 4, are you looking for recommendations for where (recommended websites/publishers/social channels) to place the digital advertising or the type of digital advertising we should deploy.

The Town of Enfield anticipates this project to only cover the creative development and action plan only.

The Town would support recommendations for placement.

22. What are the detailed functional expectations for the website and CRM components? Please clarify anticipated page count, content-development responsibility, property listing integrations, hosting, maintenance, lead volume, migration requirements, preferred platforms, and accessibility standard. Under Task 5, do you have a sense for the number of platforms will be manageable to run by your team? Which platforms are you looking to join? Are you looking to invest in scheduling tools or leverage a free option? How big would you like the starter content library to be? Under Task 6, are you currently leveraging an email marketing platform today? If applicable, how are you leveraging outbound email marketing today? If applicable, how are you managing opt-ins today? Do you have a CRM today?

The Town of Enfield would expect to have a recommended pathway for hosting – if not able to be hosted as part of the existing town system. The office of Economic & Community Development will write much of the copy and anticipates maintenance of the website. The Town is open to suggestions on page count.

The Town of Enfield has limited capacity for how many platforms to operate and limited budgets. Free or low-cost options are preferrable, but open to discussion if a particular platform is specifically useful.

We are unsure how large a content library is needed but are open to discussions. The Town does not currently use an email marketing platform. We do not have a CRM system.

23. Will the Town clarify the commercial and contractual requirements before proposals are due?

Specifically: ownership of intellectual property and source files; payment schedule; termination compensation for completed or committed work; whether the contractor must be a Connecticut entity; and whether the professional-liability coverage must continue for two or three years, as both periods appear in the RFP.

The Town of Enfield notes that additional commercial and contractual requirements are subject to negotiation after proposal opening. Professional liability coverage must continue for two years.

24. What types of leads or inquiries do you expect staff to manage? What level of workflow or automation do you anticipate needing? Should the proposed CRM/email solution integrate with any existing town systems, forms, databases, or other platforms? Are there existing contact lists or CRM records that would need to be migrated into a new system?

The Town of Enfield does not utilize any current existing systems beyond forms for registration for special events. We would likely want to reach out to partners and ensure we can enroll them into a new system.

While the Town would most like to see inquires for new businesses, we also have a number of community partners and supporters that we should track. The Town is unsure what level of workflow is needed.

25. The Town’s current website is built on CivicPlus. Will the new website need to exchange content or data with the existing CivicPlus site, such as news, events, staff information, forms, documents, or property listings? Is there existing economic development content within the current CivicPlus site that should be migrated into the new website? If so, approximately how much content should be assumed? Or will it all be new?

For the new economic development website, is the Town specifically looking to remain within the CivicPlus ecosystem, or is it open to a separate CMS/platform? If the Town is open to a separate CMS, are there any preferred or prohibited CMS platforms, hosting providers, or technology requirements? If CivicPlus remains the preferred platform, should the economic development site be built as part of the existing Town website or as a separate CivicPlus property with its own navigation, branding, and domain/subdomain?

Will your department establish and maintain hosting of the new website? What analytics platform are you leveraging today? Do the two analytics platforms need to connect to understand how users migrate between? What level of accessibility within WCAG requirements is needed?

For the standalone economic development website, does the Town have an anticipated size or approximate number of pages? Should proposers include development and writing of new website content in their scope, or will the Town provide existing content to adapt?

The Town of Enfield would prefer to remain on CivicPlus if possible; however, we are more than willing to establish a new domain and space for a standalone economic development site. We do not anticipate the need to pull information from the existing CivicPlus. Existing content on the economic development page may be recycled over to the new site as needed, but staff will manage all written content development. The office currently has some experience with WordPress but is open to other platforms. If the site stands alone, there should be some interplay between the larger Town site and this one, in terms of branding. The department will support hosting, but the IT department will handle the technical details.

A discussion with IT may be necessary to understand existing analytics and how to relate these two if necessary. We are open to suggestions on the level of accessibility. The Town does not have a specific number of pages but will likely be in the eight to twelve range, with ability to add more after the end of the contract. The Town will develop all written content.

26. For the property and business showcase templates referenced in Task 7, will these be manually maintained by Town staff, or is integration with an existing GIS, property, business, or economic-development data source anticipated?

The Town of Enfield is open to discussion on how to achieve this goal. A new GIS system was established recently, and the staff has interest in using the GIS in this page, but will require more discussion between this office, planning, and IT to best understand how to accomplish this goal.

27. Which business sectors should receive sector-specific profiles?

The Town of Enfield anticipates working with the successful bidder to establish those profiles, but currently the Town has defense sector manufacturing, logistics, and retail as its primary business clusters.

28. Does the Town currently have photography/video assets that can be reused?

The Town of Enfield’s current photography assets are significantly limited or out of date. We do have a video team who has created some video content, but not to the quality necessary for economic development.

29. Are hosting, software subscriptions and third-party platform fees expected within the proposed project cost?

The Town of Enfield will review these types of fees and a discussion with IT will be held to cover these costs. Some fees/subscriptions/hosting will be considered an essential cost for the TIF district.

30. May a proposer use disclosed subcontractors, and may their qualifications or work examples contribute to the team evaluation? Should subcontracted costs appear as separate line items within the task-based cost breakdown?

The Town of Enfield will accept all qualified submissions including those using subcontractors. We are specifically looking for a breakdown on the various tasks. If you choose to indicate which are subcontracted, that will be acceptable.

31. Does the Town expect one prime to own every selected task, or may tasks be awarded separately or to more than one firm?

The Town of Enfield will not award separate tasks. We may decide not to move ahead on certain items, but one team will handle the whole project.

32. May an out-of-state remote subcontractor work under the prime's insurance, or must every subcontractor independently carry each policy listed in the RFP?

The Town of Enfield would work through this in the contracting phase, but we anticipate that the prime’s insurance would extend to the subcontractors.

33. Is contract execution expected concurrently with the anticipated October 23 award, and does the Town require prior approval of subcontracts?

The Town of Enfield will work through contracts after the October 23 award. We will not require prior approval, since the prime will be responsible for all aspects of this work.

34. For photography and video assets, should vendors budget for full professional production (including drone footage), or will the Town provide existing media for reuse.

The Town of Enfield would prefer full professional production as our existing media is dated and needs a refresh.

35. Clarify whether social media setup is limited to Facebook/LinkedIn/Twitter, or if emerging platforms (TikTok, YouTube Shorts) should be included.

The Town of Enfield is open to all platforms but is seeking a balance based on staff time and complexity of use.

36. Confirm whether insurance certificates must be submitted with the proposal or only upon award.

The Town of Enfield will seek this information upon award.

37. Please confirm the anticipated start date following award (October 23, 2026) and whether immediate kickoff is expected.

The Town of Enfield typically has about two weeks for contracting before the work begins. We anticipate an early November start date.

38. Is there a budget range or not-to-exceed amount for the two-year term? If the term is structured as a base year plus option, what annual level of effort does the Town anticipate?

The Town of Enfield does not anticipate a base year, plus. This will be a not-to-exceed final amount.

39. Will proposals be scored against a published rubric? If so, can you share the criteria and their weighting?

The Town of Enfield does not have a published rubric. However, the RFP indicates several areas that are critical for review. We will judge against those areas of need.

40. Has the Town engaged a firm on economic development branding previously, and is this engagement expected to build on that work or start fresh?

The Town of Enfield has not engaged a firm for branding within the last 5 years, and we are unclear if there was previous branding work.

41. Section 4(a) requires one hard copy and one digital copy submitted in a sealed envelope. Should the digital copy be provided on physical media enclosed in that envelope, or submitted separately by email?

The Town of Enfield requires the digital copy on physical media enclosed with the hard copy.

42. How many rounds of revisions should firms anticipate for major creative deliverables such as branding, video, photography selections, web pages, and campaign assets?

The Town of Enfield anticipates at least two rounds of revisions based on staff discussions followed by committee input. However, the revisions would be largely centered on the general brand program rather than specific underlying deliverables.

43. What ownership rights does the Town expect for raw footage, original photography files, project/source files, design files, and other working assets upon completion?

The Town of Enfield anticipates full ownership of all developed media.

44. If a respondent is a New York corporation currently completing authorization to transact business in Connecticut, must that Connecticut authorization be finalized at the time of proposal submission, or only prior to contract execution/award?

The Town of Enfield will review all submissions during the review period. We would expect all insurance, agreements, authorizations, and ability to perform the work in place at the time of contract execution.

45. To what extent does the Town see this work as a placemaking initiative, in addition to an economic development marketing effort? Should the resulting brand and messaging help create greater consistency across channels, strengthen community identity and pride, and establish a broader sense of place for Enfield beyond business recruitment alone?

The Town of Enfield sees this work largely as a marketing project but will anticipate using the underlying branding as part of the placemaking work within Thompsonville. The resulting brand should lead to consistency, community identity, and place. However, the primary goal is recruitment of businesses and investment within the Midtown Enfield Tax Increment Financing District.

46. Are certificates of insurance from bidders required in the initial RFP response or just if awarded the contract?

The Town of Enfield would need the insurance information if proposer is awarded.

47. Does the Town have a target date for completion or public launch of the brand, website and related marketing assets?

The Town of Enfield has not set a target date.

48. If a budget or budget range is not available, are we allowed to provide two-three budget options?

The Town of Enfield would prefer to see a specific budget which lays out each of the individual tasks and their costs. If the Town decides to cancel certain tasks, the rest of the budget would hold. However, if an applicant were seeking to demonstrate package prices depending on the implementation of various tasks, you may show alternative pricing as part of the overall submission.

49. Is the Town primarily seeking development of the brand, marketing assets and infrastructure described in Tasks 1–7 for subsequent management by Town staff, or should proposals also include ongoing implementation following launch? For example, ongoing social media management, email marketing, CRM management, campaign optimization, content creation and reporting.

The Town of Enfield anticipates ongoing management by Town staff at this time.

50. For Task 5, is the Town seeking development of a broader social media content strategy – or primarily the technical setup of platforms, templates, scheduling tools and staff training?

The Town of Enfield is seeking a strategy for the most part, however, some technical setup may be necessary. Staff carries the appropriate skills to implement much of the proposed strategy.

51. For Task 7, approximately how many pages of content does the Town anticipate for the initial standalone economic development website, and how much existing content will need to be migrated, rewritten or newly developed? Is the scope similar to these sites in Stanford and Fairfield?

The Town of Enfield does not anticipate the scope to be the size of Stamford. The scope may be more in line with Fairfield or possibly somewhat smaller. Staff will need to have the ability to add more content over time. Staff will handle written content development.

52. For the property and business showcase functionality in Task 7, does the Town envision manually maintained listings, integration with third-party systems, or more advanced functionality such as search, mapping, GIS or external data feeds?

At this time, the Town of Enfield anticipates manually maintained listings, but would be open to discussion about other options.

53. For Task 7, should proposals also include ongoing hosting, maintenance, software licensing, security monitoring, technical support and accessibility monitoring following launch, and if so, for what period?

The Town of Enfield will work with the existing IT department to develop a scope for ongoing hosting, maintenance, licensing, monitoring, and support. We anticipate this work to be hosted internally.

https://www.choosestamford.com/ https://choosefairfieldct.org/

54. Is a California corporation eligible to contract with the Town? If selected, would the firm need to register as a foreign corporation in Connecticut or obtain an Enfield business license or tax registration? Does any Connecticut-resident, local-vendor, reciprocal, or geographic preference apply to the evaluation?

The Town of Enfield is open to all applicants, including those outside of the state. There is no preference in place.

55. Is there an incumbent?

The Town of Enfield has no incumbent in this role.

56. 12 months after launch, which outcome would you consider this engagement an unequivocal success — qualified business leads, actual relocations/expansions, investor engagement, resident perception, or another metric?

The Town of Enfield feels that all elements are critical. However, resident perception and interest by businesses would be the primary goals.

57. For the 25% municipal/public-sector experience criterion, may relevant experience of named subcontractors or teaming partners be considered as part of the proposer’s team experience, or must that experience be held by the prime proposer itself?

The Town of Enfield will consider all fully formatted requests, including those that involve subcontractors for the project.

58. Are proposers permitted to use specialized subcontractors for photography/drone/video, website development, or other defined tasks while remaining the prime contractor?

The Town of Enfield will consider all subcontractors and systems set up by the applicant.

59. Is on-site attendance expected for stakeholder interviews and project meetings, or may some discovery and coordination activities be conducted remotely?

The Town of Enfield prefers in-person meetings but is open to proposals that include only or some remote activities.

60. What are the town's highest-priority economic development goals over the next one to three years, and which audiences are most critical to achieving those goals? For example, are there specific business sectors, developers, investors, visitors or other audiences the town would like the strategy to prioritize?

The Town of Enfield is seeking to improve and grow its tax base while retaining the quality of life and infrastructure. This would point toward retail and industrial growth. However, we do want to grow the use of our community’s central business district.

61. Are there specific economic or market shifts, such as changes in downtown business occupancy, commercial vacancies, development activity, visitor volume or other factors, that are driving the timing and focus of this RFP?

The Town of Enfield is seeking to deal with the closure of a 1970s era mall and the loss of tax base that this has caused, as well as the incoming train station into our historic downtown (which is currently facing major revitalization efforts). Vacancy is low, but we have seen growth in development activities around residential. We are hoping to balance that growth with industrial and business growth.

62. Is there an approved budget or target range for the seven tasks? Should that cover advertising placement, travel, hosting, and software subscriptions, or should those costs be listed separately?

The Town of Enfield prefers that individual costs be called out by task.

63. Can comparable projects and municipal experience come from named subcontractors or senior members of the proposed team? Can the three references include clients they’ve worked with directly?

The Town of Enfield will review all properly formatted submissions including those with subcontractors.

Experience will be considered amongst all submitting. Client experience will be considered amongst all submitting.

64. The Scope of Services centers primarily on business attraction, investor engagement, and developer relations (Tasks 1, 3, 4, 6, and 7). Should proposers treat residents, visitors, and workforce/talent as a secondary audience relative to businesses and investors, or does the Town consider all of these audiences equally primary for this initiative?

The Town of Enfield is focused on the economic development side of the process. However, residents, visitors, and workforce all play a role within the overall project. We want Enfield to be a place to work, live, and play. We wouldn’t classify these groups as secondary specifically, but the primary goal is to attract and retain businesses.

65. For Task 1, can you elaborate on the types of editable templates that will be needed as part of the brand guidelines? We can propose our recommendations for what these could include in the proposal but wanted to confirm if there are specific templates required.

The Town of Enfield does not have any preset knowledge of the types of templates. We would look for direction on this topic.

66. For Task 2, will the Town of Enfield facilitate introductions and access permissions for photography/video on private commercial and industrial properties? Separately, will the Town assist with any required municipal drone/film permits?

The Town of Enfield will work with the successful bidder on any introductions, access, and permitting.

67. Is the program expected to be completed within FY2027 (by June 30, 2027), or do you anticipate it spanning fiscal years?

The Town of Enfield would like to see the project completed within the fiscal year but are open to timelines that may exceed that period.

68. How many OECD staff will be responsible for maintaining these tools after handoff?

The Town of Enfield’s OECD is currently made up of two members.

69. WRT Task 1, do you have a number of interviewees already established? WRT Task 2, have you already identified the number of locations, as this will influence price or do you prefer to have pricing based on a daily rate? WRT Task 3, Is more information available on formats, page lengths and destination for each deliverable? WRT Task 3, is the Workforce and Demographic overview already prepared, is it expected to be coming from a consultant or is there an expectation that the Awardee will conduct the research and synthesize findings? WRT Task 7, Do you have a range for the number of pages you expect will be needed for the Economic Development website?

The Town of Enfield has not set amounts, locations, formats, page counts, etc. This will all flow from a discussion with the awardee. We are a community of 44,000 people with about 100 or so businesses, most of which are less than 100 employees. We have very low vacancies in our retail sector and limited availability in our industrial land. We have quite a bit of demographic information and can access more from our partners. We do not anticipate having to work in a detailed way with all the businesses, as this goal is about recruitment and retention and positioning the Town as a great place to place their business.

70. WRT Task 5, Does the program have a library / storage software or systems in place already for content or is there the expectation that the offeror will recommend the tools and best practices?

The Town of Enfield will seek recommendations based on a conversation with the IT department.

71. Will there be a quality assurance process in place for each Task or milestone and is there a project success owner for this project?

The Town of Enfield Office of Economic and Community Development will be responsible for all products produced as part of this project.

72. Is the townwide application of this branding work anticipated as a future phase of this same contract, a separate future engagement, or simply an informal goal with no defined scope or funding at this time?

The Town of Enfield does not anticipate a townwide application of the branding work but may be discussed as the project advances.

73. Are there any state of Connecticut requirements the website needs to meet (accessibility, data, procurement, or otherwise)?

The Town of Enfield is not aware of any requirements for the website at this time.

74. Is there a target quantity or run time for the "limited short-form video" deliverables? And is there a target quantity of professional photography?

The Town of Enfield anticipates short form to mean less than 3 minutes but may average closer to 45 seconds. We anticipate between 50 and 100 images to be used.

75. Does the drone footage require the vendor to hold FAA Part 107 certification and specific insurance, or can that be subcontracted?

The Town of Enfield will accept any submission that includes subcontractors working under a primary vendor.

76. Will shortlisted firms be invited to an interview or presentation before the award?

The Town of Enfield during its review process typically will hold an interview with the short-listed applicants.

77. Other than photography and videography, does the Town require any other portion of the work (such as discovery, stakeholder sessions, presentations, or training) to be performed in person?

The Town of Enfield would look to have at least one of the meetings with stakeholders in person in addition to the photography and videography.

78. Will the Town coordinate stakeholder recruitment and scheduling?

The Town of Enfield will help coordinate meetings.

79. Will the selected agency be expected to conduct additional research beyond stakeholder interviews?

The Town of Enfield has not defined what level of research may be necessary. However, our relationships with organizations that hold this information may streamline the process.
