About this file
This is Addendum No. 02 to an Invitation to Bid issued by the Louisiana Office of State Procurement on behalf of the Department of Corrections - Prison Enterprises for grocery items designated for canteen resale at Louisiana State Penitentiary in Angola. The solicitation (RFx 3000026675) covers three product categories: Non-Dairy Creamer (Community Coffee brand, 11 oz. cans in 24-can cases, 2,800 cases), Artificial Sweetener (Sweet Mate, Sweet-n-Low, or acceptable equivalent in 1-gram pink packets, 100 packets per box, revised to 51,528 boxes or 4,294 cases), and Cube Sugar (C&H brand or equal, 1 lb. boxes in 24-box cases, 6,000 cases). The addendum revises Line 2 specifications to clarify that the bid unit is one case containing 100 packets of artificial sweetener, with pricing based on case quantities rather than pallets. All items require delivery within 5-7 days on an as-needed basis to the canteen receiving area. The bid opening is scheduled for October 6, 2026, at 10:00 a.m. Central Time. The contract is structured as a blanket order for an initial 12-month period beginning January 1, 2027, with options to renew for two additional 12-month periods at identical prices and terms, for a maximum of 36 months. Award will be made on an individual line-item basis to the lowest responsive, responsible bidder.
Unit prices must be quoted in the specified units and include all freight charges on an F.O.B. destination basis, with prices remaining firm for the entire contract period. Bidders may state their company's minimum order quantity, and freight must be included in bid pricing for each item regardless of order size. The minimum shelf-life requirement at receipt is 2-3 months. Louisiana product preferences under La. R.S. 39:1604 apply to agricultural and forestry products where quality standards are met and cost does not exceed competing products by more than 10% (or 7% for further processed Louisiana products); United States manufactured product preferences also apply with a 5% cost threshold. Payment will be processed within 30 days after receipt of a properly executed invoice or delivery. Vendors requesting information regarding predecessor contract pricing and actual order quantities should email LaKeisha.Bryant2@la.gov. Bidders who have already submitted bids and do not require revisions should acknowledge receipt of this addendum by the bid opening date.

Addendum NO. 02
Your reference is directed to RFx Number 3000026675 for the Invitation to Bid (ITB) for the State of Louisiana - Grocery Items for Canteen Resale - DOC-PE, which is currently scheduled to open at 10:00 AM CT on 10/06/2026.
The following change is to be made to the referenced solicitation:
RFx Line 2 - Case Size Reads: 85-120 boxes/pallet; 51,250 boxes RFx Line 2 - Case Size Changed to Read: 12 boxes/case; 51,528 boxes = 4,294 cases (Agency will order by case quantity).
The following are the Vendor’s Inquiries and the State’s Responses:
Vendor’s Inquiry #1: All three special conditions, Delivery: What minimum remaining shelf-life is required at receipt? Does inside delivery mean placement at the canteen receiving area, or does it include unpacking each case and stocking shelves?
State’s Response #1: The minimum shelf-life requirement is 2-3 months upon receipt. Yes, delivery means placement at the canteen receiving area. Unpacking and stocking shelves are not required for correctional facilities.
Vendor’s Inquiry #2: RFx 3000026675, Line 2, current revised bid: Please confirm the bid unit is one box of 100 packets, and the estimate is 51,520 such boxes. How should the instruction stating 85 to 120 boxes per pallet be reconciled with the field asking for boxes per case?
State’s Response #2: Line 2 has been revised to reflect the Agency’s estimated quantity needed.
Vendor’s Inquiry #3: Blanket Order Contract and line-item minimum order fields: May a bidder state a commercially reasonable minimum order per delivery without becoming nonresponsive? Are deliveries combined across awarded lines, or must freight be priced for a single case ordered alone?
State’s Response #3: Bidders may state their company's minimum order quantity. The freight must be included in the bid pricing for each item bidding. These items will be ordered on an as-needed basis. Quantities may vary.
Vendor’s Inquiry #4: Please also identify any publicly available predecessor contract or award pricing and actual order quantities for these lines, including typical order size and frequency. We request only records available without a fee; please advise before any charge.
State’s Response #4: For information regarding predecessor contract or award pricing and actual order quantities, please send an email request to LaKeisha.Bryant2@la.gov.
All else remains as on original Invitation to Bid.
