About this file

This Addendum No. 3 is a clarification document issued by the City of DeBary, Florida for Bid No. 07-20 regarding the renovation of City Hall's second floor. The addendum addresses questions raised by potential bidders during pre-bid inspections and provides critical plan clarifications. The project involves buildout of designated spaces with modifications to doors, windows, mechanical systems, electrical panels, fire suppression components, data systems, and finishes. The bid opening was scheduled for May 26, 2020 at 2:00 PM, with formal award and City Council approval anticipated for June 3, 2020, and construction commencement following issuance of a Notice of Commencement. The addendum includes responses to 41 numbered questions from five general contractors (Excelsior General Contractors, S.A. Casey Construction, BACE Construction Inc., and Mark Construction Inc.) and provides 6 clarification items addressing specifications for doors, ceilings, electronic locks, door stops, and casings.

Key specifications established in the addendum include: D1 office doors must be solid core nonrated doors matching existing doors with ball bearing hinges; electronic lock systems for first floor doors D2 and D3 must be compatible with the existing Paxton keycard system; mechanical equipment including VAV boxes, thermostats, and duct heaters must be compatible with the existing Trane VariTrac central control system; data cabling should meet CAT 6 or better standards with HDMI 2.0 or better and standard RG-6 or better coaxial cable; fire sprinkler servicing is provided by DynaFire; and all door locks must be Schlage full-size interchangeable cores keyed to operate with the same master key. The contractor is responsible for paying permit fees, providing Installation Floater insurance with the City as loss payee, and coordinating with the City's Public Works department for final lock keying. All construction activities must occur during regular business hours with provisions for dust control and pollution management, though exterior work such as pipe threading is preferred to minimize interior noise.

City of DeBary City Hall 2nd Floor Buildout

Bid no. 07-20

ADDENDUM NO. 3

BID DATE – MAY 26 at 2:00 PM

The following items are a collection of questions that resulted from the pre-bid inspections and responses to each. Also included are additional plan clarifications for consideration. These items hereby amend and supplement the Contract Bid Documents for the above mentioned project. In case of conflict, this Addendum No. 3 shall govern.

Documents included in Addendum No. 3 are as follow:

A. Request For Information No. 1 – Excelsior General Contractors B. Request For Information No. 2 – Excelsior General Contractors C. Request For Information No. 1 – S.A. Casey Construction D. Request For Information No. 1 – BACE Construction, Inc.

E. Request For Information No. 1 – Mark Construction, Inc.

F. Bidder List – General Contractors

QUESTIONS:

1. Will building inspections still need to be scheduled?

Response: Yes, all inspections are to be made with sufficient time to allow scheduling.

Typical inspection timing and processing should be anticipated.

2. At the front reception, the window fill is to be 1-Hr. rated but the existing doors are not?

Response: At this time, this project seeks to convert only the indicated items to the 1-Hr.

rating since they are directly affected by the proposed intent of public access to the building department space. Should other improvements be required at a later time, these will be handled through a separate project or possibly through change order to this project.

3. All circuits to the proposed electrical sub-panel 3 are shown to be for the first floor, is that correct?

Response: This sub-panel 3 is a new panel to be located on the second floor next to panel

2. There is an existing panel 3 downstairs that will not be used. In this case sub-panel 3 is off panel 3 and not the MDP. Perhaps this new panel should be identified as Panel 2B as not to be confused with the existing panel 3 down stairs.

Addendum No. 3 – Bid No. 7-20

4. Are door frames included for removal where doors are to be removed?

Response: First Floor – the existing door at the reception will require some modification to its frame if not all to comply with the 1-Hr. rating requirements while allowing for the proper removal and filling of the side window.

Second Floor –

a. The existing hallway door between rooms 225 & 226 is to be removed, including the removal of the door casing and jambs. The opening is to be a continuous wall, both sides. The remaining header wall above the door is to remain and properly finished with wallboard, corner bead, and painted.

b. The existing hallway door between rooms 230 and 236 is to be removed with hinges. The door casing and jambs are to remain and paint any unpainted surfaces exposed upon removing the door.

Filling of the screw holes, hinge, or strike plate cut outs will not be necessary.

5. Are sprinkler heads required to be at “center tile”?

Response: Yes, if already modifying in some way (relocating, adding, or extending) and can be accommodated. No, where minor ceiling tile shifts are proposed and no sprinkler adjustments are necessary nor make sense to force the change.

6. What is the material delivery route through the building?

Response: Access routes through the building shall be as described in Item 5 of the Special

Provisions section of the Bid Documents.

7. Is demolition to also take place during business hours?

Response: All construction activities are expected to take place during regular business hours. Please also refer to Item 4 of the Special Provisions section of the Bid Documents.

8. What is the scope for dust screening during demolition or other construction related activities?

Response: Due to possibly having a full staff working during the construction activities, all necessary measures are to be taken to avoid impacting other areas of the building. Sufficient pollution control measures to control dust, tracking, trash, and other such things, including a clean construction area should be provided.

9. Will pipe threading be allowed inside the building?

Response: For such activities which can be performed outside, it is preferred to minimize excessive noise inside the building. Staff will be alerted to the possible noise environment, but best to minimize where possible.

10. Are specifications available for duct motors or equipment, none are mentioned on the plans?

Response: Where indicated, standard brands for such equipment will suffice, as long as it is compatible with the existing system, and more importantly with the main controller, VariTrac CCP by Trane. In the absence of specifications, direct coordination with Trane may be necessary to ensure the system functions properly.

11. Is door trim that will remain to be filled to provide a smooth surface where doors are being removed?

Response: See 4.b. above.

12. The proposed sub-panel most likely cannot be installed to the right of the existing panel as shown on the plans. Are other options available?

Response: There exists an A/C surge protection box to the right of the existing panel, and an exhaust fan time clock box on the left, both of which pose location conflicts where indicated on the plans for the new sub-panel. Relocation of either of these two existing boxes should only be considered if absolutely necessary. The proposed sub-panel should be installed per plan or on whichever side is most advantageous for its installation and function. The sub-panel should be low enough to avoid conflict with either box yet comply with any building code height requirements. It should be installed flush mount per plan, surface mounted is not desirable. Should relocation of either conflict box be necessary, it is preferable to relocate the time clock box further to the left as little as possible to allow installation of the new sub-panel.

13. Is “turn-key” expected with data systems?

Response: No. The data, HDMI, and coaxial installations are expected to be up to “trim-out” including proper connectors and installation of the tray or patch board for the data. Formal connection to the existing systems will be completed in-house.

The coaxial cable should have sufficient slack once dropped in the connecting closet. All cabling should then be properly labeled, tested and verified.

14. Can the sub-panel be surface-mounted?

Response: No, see response to 12. above.

15. Is sub-panel to be panelboard or load center?

Response: Please match the existing panel in kind, panelboard or load center.

16. Can work be performed outside of normal business hours?

Response: Yes, with sufficient notice and coordination. Any work outside normal hours should be limited to work that cannot be done outside, requires use of other interior areas for extended period of time, requires long interruptions of noise, utilities, or other such activities outside of the normal anticipated activities.

17. Is wall board ceiling rated?

Response: The existing wallboard ceiling is not rated and therefore openings or cuts for new installations do not need to be sealed. Precautions should be taken to ensure that any affected wall board sections do not become loose and potentially fall. All affected sections should be sufficiently attached with additional framing and/or appropriate size and type screws to ensure proper attachment or completely remove if the affected board does not make sense to save.

18. Match lights to which fixtures?

Response: Lighting fixtures should match those in the 2nd floor spaces immediately adjacent to the buildout area.

19. Are permit fees to be paid by contractor?

Response: Yes. Please reference the bid documents; Construction Contract – General

Conditions, Article 4, Pg. 59, Item #5.

20. No Payment and Performance Bonds, correct?

Response: Correct. Please reference the bid documents; Instructions to Bidders, Article 18, Pg. 13, Item #1.

21. Are there any Impact Fees?

Response: No impact fees apply.

22. City opening dates?

Response: Full City staff will begin regular hours starting May 18, 2020. Specific hours will be regular business hours. Reference the bid documents: Special Provisions, Pg.

101-102, Item #4.

23. What is the anticipated construction start date?

Response: Bid opening will be May 26, 2020. Formal award and City Council approval is anticipated for June 3, 2020. A Notice of Commencement can then be issued shortly thereafter to begin construction.

24. Can the elevator be used for construction debris removal?

Response: Regular use of the elevator for construction purposes is not preferred. Certain construction activities will warrant the use of the elevator, which will be allowed with prior coordination and agreement, considering it is not a service elevator.

Measures will be necessary to control tracking, dust, and damage.

25. Are energy calculations required for the mechanical system?

Response: It is anticipated that none will be required, but any calculations required should be confirmed during the Building Permit process. A determination of which calculation(s) requirements or exemptions can be made at that time.

26. Who is the servicer for the fire sprinkler system?

Response: DynaFire

109-B Concord Dr, Casselberry, FL 32707 Tel: (407) 853-8690

27. Who is the servicer for the data system?

Response: The system is serviced in-house.

28. Do the drywall penetrations need to be resealed for fireproofing since the trusses are wood?

Response: See response to item 17 above.

29. Will list of bidders be published?

Response: Yes, see attached list.

30. Is the chair rail to be removed?

Response: No, please keep where no work is proposed and simply add additional pieces on the new partitions for those two offices, 231A & 231B. Please match the existing.

31. Will an x-ray of the floor be necessary?

Response: The existing 2nd floor is a composite steel deck system. X-ray or similar methods may be necessary to avoid possible complications with girders or steel webbing, which must not be cut. The core should be kept as small as necessary or should be thought out to provide additional welded and braced reinforcement if necessary. To avoid conflicts, the core location can be moved nearby in the general area. If conflicts cannot be avoided, an alternate method may need to be established. Fire sealing will have to be provided to finish the installation.

32. Is there a preferred brand for the data patch board?

Response: No. As long as it is compatible with the wiring and existing system.

33. Are the lock cores to be Primus?

Response: The cores should match the existing, Schlage full size interchangeable cores. All door locks are to be keyed to work with the same key. Prior to construction completion, the contractor is to coordinate with our Public Works department to have all locks keyed properly as needed.

34. Where is the fire department connection located?

Response: The connection is located on the backflow assembly at the northeast corner of the building.

35. Will there be a drop box for the bids?

Response: No. Bids should only be provided as indicated in the bid documents or walked in and hand delivered to either Roger or Richard. The bid opening begins at the due date and time, but will not be accepted after the opening meeting begins.

36. Can you confirm if a bid meeting will be held?

Response: Yes, a bid opening meeting will be held at City Hall in the Council Chambers and will begin at 2:00 p.m. We must continue to take social distancing precautions so please observe as best as possible.

37. Are the duct heater controls to be independent?

Response: Some control if allowed by the central control system. All mechanical equipment should be compatible with and ultimately controlled by the central control system, VariTrac by Trane.

38. Are lock sets to be provided that are changed by the contractor?

Response: See response to item 33 above.

39. Are common key locks to be provided?

Response: See response to item 33 above.

40. Are the cracks on floor to be epoxied?

Response: No epoxy necessary, but the surface should be sufficiently smooth to not be noticeable through the carpet. If the cracks exceed an industry minimum, then these should be prepared and epoxied to ensure a smooth floor.

41. Does the existing HVAC System have any type of BMS Control System?

Response: Yes. We have an Operator’s Guide for VariTrac (2002 date, VAV-SVU01A-EN) and VariTrac II (1995 date, VADA-OG-2 22-7304-02) Central Control Panel.

Ensure all mechanical equipment is properly connected to and operated by this central control.

CLARIFICATIONS:

1. Data cables preferred are no specific brand as follow:

a. Data – CAT 6 or better,

b. HDMI – 2.0 or better,

c. Coaxial – Standard RG-6 or better.

2. Given that the buildout space has a wallboard ceiling, any new construction, such as drop ceiling or partition bracing, should connect directly to the roof trusses. The existing wall board ceiling is not to be used for permanent attachments.

3. Regarding the electronic locks for the 1st floor doors:

a. (D3) Door at reception – Locked handle with key fob access and remote control unlock for visitors, access only.

b. (D2) New door at rooms 111/112 – Locked, key fob access only.

4. Wall mounted Door Stops are to be provided at all door locations. Match from existing adjacent offices.

5. Door Closer & Holder are to be provided only for new door D3 on 1st floor. Match from existing adjacent rooms.

6. Door casings appear to be 3-1/4” wide; Jambs appear to be 4-7/8” wide.

Regarding Door D1, the office doors, they appear to be nonrated because they didn’t have a closer. The hinges were also plain bearing instead of ball bearing. The doors D2 and D3 on the first floor, these don’t necessarily need rim exit devices. Do you still want me to quote with exit devices? What is the duation of the job so we know if materials need to be quick shipped.

Question or Request:

1. There needs to be a grill schedule that shows the manufacture so the grills will match the rest of the building.

a. Response: Unfortunately we do not have specifications for the grills. We do not expect an exact match and have no preference on brand as long as they meet the demands and are compatible with the installation.

2. There needs to be specifications and manufacture on the duct heaters they call for.

a. Response: The existing system is a VariTrac CCP that is to control. Overall the system is a Trane. The correct parts may be necessary to coordinate with Trane directly such as for the VAV boxes and thermostats.

3. There needs to be specifications on the thermostats so they match the rest of the building.

a. Response: The existing thermostats are Trane brand with a wheel dial at the top.

There are two buttons at the center of the box for occupied or unoccupied.

Unfortunately, we do not have specifications other than its a Trane VariTrac system.

4. There is a return 10” duct calling for 532 cfm and another calling for 480 cfm. That duct is too small for that many cfm.

a. Response: The system is apparently a high volume, high static system where these demands are handled by the duct sizes shown.

5. There is a supply 8” duct calling for 246 cfm and that duct is to small for that many cfm.

a. Response: See 4.a. above.

6. The 7” flex ducts will not deliver the cfm called for. Too small.

Response: See 4.a. above.

7. All the ductwork is under sized and the zone dampers are the wrong size for the cfm’s that are called for on the print, if the damper is the size of the duct on the print

a. Response: See 4.a. above.
