About this file

This document contains a specification response matrix and federal contract opportunity solicitation for seven coastal fast response boats. The specification response matrix requires bidders to provide technical details for their proposed vessel designs, including dimensions, performance specifications, equipment, and compliance with structural and systems requirements. Bidders must indicate compliance or note any exceptions with rationale. The federal contract opportunity solicitation provides additional context, describing the requirement as an approximate 42-45 foot aluminum coastal fast response boat, and notes this will be a total small business set-aside. Interested small businesses must submit a proposal in response to the formal request for proposal. The Naval Sea Systems Command is the contracting agency.

Att 2 Spec Response Matrix

ADDENDUM L-1
MONTENEGRO AND GUATEMALA COASTAL FAST RESPONSE BOAT (CFRB)
SPECIFICATION RESPONSE MATRIX

NOTES & INSTRUCTIONS:

Offerors to submit Addendum L-1 with response for each requested information item.

1. Offerors shall fill in the specific parameters/information for their proposed design in accordance with the Specification in this attachment and include supporting data in Vol I as directed. The Specification contains a Montenegro and Guatemala Variant for certain Specification Items. Both variants shall be addressed in the offerers response where applicable. At bottom Offerors shall respond with 'Comply' to indicate their design meets all Specification requirements; or 'Comply w/Exceptions' to indicate disagreement with any specific section of the Specification.

2. A response of 'Comply w/Exceptions' shall be accompanied by amplifying notes in the 'Offeror's Notes' section at bottom, providing rationale for any exceptions. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.

3. A response is required for each required information item identified herein. The Government reserves the right to evaluate incomplete responses as non-compliant with the Specification and unacceptable for Factor 1 (Technical Approach).
