About this file

This is Addendum No. 1 to an Invitation to Bid issued by St. Mary's County Public Schools (SMCPS) in Maryland for Aruba Central Wireless AP Management under an E-rate funded solicitation. The solicitation seeks sealed bids from qualified vendors to provide licensing for HPE Aruba Central Network Management Solution or equivalent network management software compatible with HPE Aruba network hardware. The original ITB number is ITB-SMCPS-2026-IT-ACWAM, with the eMMA Solicitation No. BPM054959. The bid due date and time is February 13, 2026 by 11:00 am Eastern Local Time. Any proposals utilizing multi-year commitments must be invoiced annually. The addendum was issued on January 27, 2026 by Procurement Coordinator Patrick McCall and requires written acknowledgment of receipt by bidders before proposal submission.

The addendum clarifies critical payment and invoicing terms for this E-rate funded project. The vendor or contractor will invoice SMCPS for 100 percent of all work performed under the contract and will receive full payment from the school system. SMCPS will subsequently submit the documentation to USAC (Universal Service Administrative Company) for E-rate reimbursement. This structure ensures vendors are paid in full upfront while the school district manages the federal reimbursement process separately. SMCPS reserves the right to reject any or all offers and to accept the bid that serves the best interest of the school system. All other terms and conditions of the original ITB remain in full force and effect except as modified by this addendum.
