About this file
This Addendum No. 1, issued by the City of Asheville on 05/12/2025, provides clarifying details for the HOME-ARP Consulting Services Request for Proposals (Project Number 298-HOMEConsulting-FY25). The addendum addresses nine specific questions from potential bidders, including project duration, contract type, and key requirements. The project's period of performance runs through 9/30/2030, with the commitment extending until all project funds are drawn down. The contract will be a Firm Fixed Price (FFP) type, requiring hourly rates for personnel, and is expected to include on-site inspections of development projects. Virtual presentations are acceptable, and no substantial amendments to HOME-ARP activities are anticipated at this time.
The City of Asheville has an existing system of record and reporting, and bidders are expected to have personnel with direct experience serving individuals who are homeless or at risk of homelessness. Any proposed edits to the City's standard terms and conditions must be approved by the Legal department and Risk Manager. The Service Level Agreement (SLA) is to be defined by the provider in their proposal, outlining service quality, availability, responsibilities, and metrics. All interested firms are welcome to submit a proposal, and failure to acknowledge the addendum may result in the bid being deemed non-responsive. The project is funded through the HOME Investments Partnerships Program American Rescue Plan (HOME-ARP) allocation.

Addendum No. 1 Issue Date: 05/12/2025
Project Name: HOME-ARP Consulting Services Project Number: 298-HOMEConsulting-FY25
TO: Prospective Applicants
This addendum forms a part of the Request for Proposals and modifies the original Project Number 298-HOMEConsulting-FY25 only to the extent specifically noted below. Failure to acknowledge this addendum in the submittal may subject the submitter to being deemed non-responsive.
This Addendum is posted on the City procurement website at www.ashevillenc.gov/bids. This is the official source of this addendum. All addenda and attachments shall be published to the same location.
This Addendum consists of 3 pages in total.
This Addendum is to address Responses to Questions.
Answers to Questions
1. Question: Could you kindly share how long the project is anticipated to run? And the commitment?
Response: The period of performance for the HOME-ARP grant ends on 9/30/2030, which is when all funds awarded to housing projects should be drawn down. The commitment would run through the time in which all project funds have been drawn down.
2. Question: For the requirement: The firm must demonstrate specific experience in developing policies and/or programs to serve individuals or households who are homeless, at risk of homelessness, and other vulnerable populations. This experience must include providing housing, rental assistance, supportive services, and non-congregate shelter with the explicit goal of reducing homelessness and increasing housing stability.
Does the phrase, “This experience must include providing….” mean that respondents must have experience doing direct service provision of housing, rental assistance, supportive services, and non-congregate shelter programs and/or services or does it mean providing the programmatic and financial oversight of said services?
Response: While it is not necessarily expected that the respondent organization have http://www.ashevillenc.gov/bids experience doing direct service provision, it is expected that the personnel who would be assigned to the project have that direct experience.
3. Question: Can the City of Asheville please confirm if the contract type is Firm Fixed Price (FFP) or Time and Materials (T&M)? If FFP, please confirm hourly rates are not required? If T&M, please confirm this will be T&M with a cap and hourly rates?
Response: The contract type is going to be Firm Fixed Price (FFP), and hourly rates for personnel are required. As stated on page 7, “The proposal shall include pricing for all services. Pricing shall be inclusive unless otherwise indicated. The proposal shall itemize all services, including any hourly rates for all professional, technical and support personnel as well as all other charges related to completion for a fully functioning system. The proposal shall include a total cost not to be exceeded.”
4. Question: Can bidders propose edits to the City’s standard terms and conditions in the
RFP?
Response: Any requested edits must be approved by the City of Asheville’s Legal department and Risk Manager.
5. Question: For development projects, does the City have staff to complete required on-site inspections or is this something you are looking for under this contract?
Response: It is expected that on-site inspections of development projects would be a part of this contract.
6. Question: Does the City require in-person presentations, requiring travel specifically for the Consortium and City Council, or are virtual presentations acceptable?
Response: Virtual is acceptable.
7. Question: Does the Consortium anticipate needing a substantial amendment to add or change HOME-ARP activities or add qualifying populations preferences or limitations to better fill community needs in the aftermath of Helene?
Response: No substantial amendments are anticipated at this time.
8. Question: On page 5 of the RFP, under 2e. it says, “Provide a copy of your service level agreement (SLA).” Can the City please clarify what SLA is being referenced? Are only vendors currently under an SLA with the City of Asheville eligible to bid?
Response: The Service Level Agreement (SLA) is to be defined by the provider in their proposal to describe the quality, availability, and responsibilities for the service to be provided. It should lay out metrics by which service is measured, as well as remedies should service levels not be achieved. Any interested firms are welcome to submit a proposal.
9. Question: Does the organization have an existing system of record and reporting platform, or is the contractor expected to provide a business and reporting system?
Response: The organization has an existing system of record and reporting.
I understand that failure to acknowledge any addenda may cause this bid/proposal to be deemed non-responsive.
