About this file
This addendum modifies the FAMPO RFP No. 001/2026 for on-call professional transportation planning services issued by the Fredericksburgh Area Metropolitan Planning Organization (FAMPO) and the George Washington Regional Commission (GWRC) in Virginia. FAMPO seeks to procure professional planning services on a task-order basis from one or more qualified firms to ensure comprehensive service delivery across the required scope. A virtual pre-proposal conference was scheduled for June 24, 2026 at 2:00 p.m. ET via GoToMeeting, with interested firms required to submit an Expression of Interest to receive an invitation. All questions and clarifications must be submitted via email to ian.ollis@gwregion.org and copied to Becky.Golden@gwregion.org by specified deadlines, with responses posted to the FAMPO website. Proposals must be submitted directly through specified channels, and submissions via EVA will not be considered.
Evaluation of proposals will be conducted on a total of 70 points based on four criteria: understanding of scope and company experience (25 points), demonstrated knowledge, experience, and availability of personnel (30 points), small business subcontracting proposals (10 points), and task order cost control plans (5 points). As a professional services procurement under the Virginia Public Procurement Act, pricing and cost information will not be submitted with proposals but will be reviewed during contract negotiation based on staff hourly rates. All task orders under resulting contracts must be structured on a fixed-cost per deliverable basis rather than time and materials. The Commonwealth of Virginia encourages participation of small, women-owned, and minority-owned businesses (SWAM) through partnerships or subcontracts, with offerors scored on past use and commitment to SWAM participation. Currently, no DBE goals have been set for this procurement. All materials provided to FAMPO or GWRC intended for public use must comply with WCAG 2.1 Level AA accessibility standards, and any use of AI-assisted tools in document production must be disclosed in writing.

Small Business Subcontracting Proposals: The Commonwealth of Virginia has a policy to contribute to the establishment, preservation and strengthening of small businesses, and businesses owned by women and minorities (SWAM) and to encourage their participation in State procurement activities. For this RFP we encourage contractors/offerors to include a provision for the participation of small businesses and businesses owned by women and minorities through partnerships, joint ventures, subcontracts or other contractual opportunities. Projects will be scored based on an indication of past use of SWAM businesses (as defined by the Commonwealth of Virginia) by the offeror as well as a commitment to the participation of SWAM businesses in contracts arising from this RFP. If the offeror is a SWAM company, the subcontractor must submit proof of a certification as such by the Department of Small Business and Supplier Diversity (DSBSD).
Task Order Cost Control Plan Please provide a short summary of measures the offeror will take, both internally and externally, to ensure that Task orders completed under this RFP will be completed on budget without cost overruns.
