About this file

Addendum No. 6 to SEPTA RFP No. 25-00329-ACAC for Outsourced Medical Services, issued April 7, 2026, extends the proposal submission deadline from Friday, April 10, 2026, at 2:00 PM to Tuesday, April 14, 2026, at 2:00 PM. This addendum must be acknowledged by signing and submitting the Addendum Acknowledgement Form with the technical proposal. The document provides answers to two remaining questions received from potential proposers, with inquiries directed to Carolyn Cotton, Senior Contract Administrator in the Procurement and Supply Chain Management Department.

The addendum clarifies that for laboratory-based drug testing, specimen collection and analysis can be performed by the same company provided collectors are DOT certified and the laboratory is HHS-certified, allowing for integrated chain of custody with laboratory partners. Regarding Transit Officer Physicals (MPO-210/211), SEPTA estimates approximately 50 police physicals per year, which are included in the previously provided pre-employment exam numbers. This information enables proposers to appropriately scale staffing and equipment for these specific examination requirements.

The due date for the submission of Proposals is hereby changed from Friday, April 10, 2026, at 2:00PM to Tuesday, April 14, 2026 at 2:00 PM.

This Addendum provides answers to the remaining 2 questions received.

B. Remaining Questions and Answers (13)

Q1: Regarding Addendum No. 5, Question 7, we are seeking technical clarification on the interpretation of the "same company" requirement for laboratory-based drug testing. Our facility performs on-site specimen collection. Could you confirm if utilizing a long-standing, HHS-certified laboratory partner for the analysis—provided there is a seamless, integrated chain of custody—satisfies the requirement that the collection site and laboratory analysis be conducted "by the same company"?

A1: The specimens collection and analysis can be performed by the same company as long as the collectors are DOT certified and the lab is HHS-certified.

Q2: Additionally, to ensure our staffing and equipment for Transit Officer Physicals (MPO-

210/211) are perfectly scaled, is there any available data on the historical annual volume for these specific exams?

A2: We estimate 50 Police Physicals per year, which are included in the pre-employment exam numbers previously provided.

End of Addendum.
