About this file

This document is Addendum No. 1 for an Employee Assistance Program (EAP) Request for Proposals (RFP) issued by the City of Asheville, North Carolina, with the project number 298-FY26-HR-RFP-EAP2026. The addendum provides responses to prospective applicants' questions regarding the EAP services procurement. The contract is set to be effective no later than 01/01/2026, with the current contract expiring. The City seeks an EAP provider for its 1,290 full-time and part-time employees and their dependents, with the current incumbent being MYgroup (McLaughlin Young), who have served the city for approximately 6 years.

The current EAP service rate is $1.20 per full-time or part-time employee per month, with a 5-session-per-issue model. The city has 124 CDL drivers potentially subject to DOT regulations. Key service expectations include up to 3 consecutive hours of onsite critical incident response per calendar year, unlimited online training, and potential health fair participation. The RFP does not specify a cap on services, and all EAP components are considered important. Vendors are directed to the Asheville Business Inclusion Office for questions about business inclusion requirements, and the city emphasizes that the selected vendor will be directly contracted with the City of Asheville.
