About this file

This is Addendum #2 to Request for Proposal 492-27 issued by the State of New Hampshire, Division of Procurement and Support Services, for group life insurance coverage. The addendum addresses 50 bidder questions submitted prior to the May 13, 2026 inquiry deadline and clarifies procurement requirements for fully insured group term life and accidental death and dismemberment (AD&D) insurance for approximately 10,050 eligible full-time state employees. The State confirmed that annual open enrollment occurs in November with no special open enrollment requested, that the State currently utilizes Infor ERP software for benefits administration with plans to implement online enrollment capabilities in the future, that the guaranteed issue amount for supplemental employee life is 1x salary rather than the plan maximum, and that portability of AD&D coverage is required to match existing plans. The bid closing date remains May 29, 2026 at 2:00 PM Eastern Time. The contract term runs five years from January 1, 2027 through December 31, 2031, with options to extend for up to two additional years upon mutual agreement and Governor and Executive Council approval.

Key operational clarifications include confirmation that the carrier must provide Evidence of Insurability and port/conversion services with costs included in quoted rates, that the State will self-bill and maintain beneficiary designation records via paper forms at agency HR offices, that the carrier must distribute port/conversion notices to employees, and that the State will provide weekly files for EOI processing. The State confirmed no current partnership with third-party benefit administration entities, no special underwriting liberalizations in the past five years, that retirees do not receive life insurance benefits, that premium waiver is included with no currently approved claims, and that employee ages are frozen as of January 1 for calculating payroll contributions. The addendum also confirms the incumbent vendor is Voya Financial (ReliaStar Life Insurance Company), establishes that rated census data as of April 3, 2026 is available via secure FTP along with life claim detail files from 2021-2025, and notes that the State must approve all employee communications during enrollment and throughout the contract year.
