Request for ProposalSection A.1.2The document notes that the MLTSS population is planned to be added to this contract in 2027. Please clarify the following:

- Please confirm that MLTSS members will be removed from the HealthChoice contract and transitioned to the FIDE-SNP contract in alignment with the current MCO.

- If an MCO has a HealthChoice contract but not the FIDE-SNP contract, will they lose all MLTSS members?

-Our understanding is that members will be able to choose either MLTSS or the FIDE-SNP going forward, similar to MLTSS and MMAI today, correct? Will new members be auto-enrolled into the FIDE-SNP and then need to opt out to join MLTSS?Yes, it is the Department's intent to remove MLTSS from HCI and transition the program to the D-SNP contract in 2027. New members will not be auto-enrolled into the D-SNP. Enrollment in D-SNP is voluntary. Dual eligible Enrollees receiving long term services must be in either D-SNP or MLTSS. MLTSS membership is compulsory if a person does not voluntarily enroll in D-SNP.
Request for ProposalSection A.1.2Will dual-eligible MLTSS members, in year two of the program and thereafter, be permitted to opt out of aligned D-SNP coverage for the Medicare benefit, or will it be compulsory?D-SNP enrollment will not be compulsory for MLTSS members, but if they choose not to enroll in or opt out of a D-SNP, they would be required to enroll in an MLTSS program if the Enrollee is receiving long term services. Enrollees that have opted out of a D-SNP and are then enrolled into an MLTSS program would be able to again enroll into a D-SNP in accordance with Medicare open or special enrollment periods by contacting the MCO or Medicare.

Request for ProposalSection F.4.2.1.Is a page size of 11" x 17" permitted for attachments?See F.4.2.1. The Offeror may choose to adjust the sizing, but HFS prefers 8.5 X 11.
Request for ProposalSection F.4.2.1 and F.4.2.2The RFP states that our response should use font 12-point Times New Roman or Calibri. May we use a smaller readable font size other than 12 point for headers and footers? Please see Section F.4.2.1 and F.4.2.2 in the RFP. The Offeror has the ability to revise the font size, however the Department strongly prefers the font 12-point for the technical response. Yes, the Offeror may adjust headers and footers.
Request for ProposalSection F.4.2.7. and F.4.2.8.RFP Format Requirements state: F.4.2.8. "Page limits include headers, footers, and titles. Page limits also apply to exhibits and attachments, unless otherwise specified."

It is up to the Offeror if the question is restated. The addition of the questions will be considered part of the page limit total.
Request for ProposalSection F.4.2.9Regarding F.4.2.9, in addition to the Desirable element title and question number, does the question need to be restated? For example, "Question 1 - Enrollment: Describe how the Offeror processes and monitors both enrollments and disenrollments daily and how this will trigger activity to both engage new enrollees and ensure continuity of care to members that have been disenrolled.".Only the Desirable element title and question number need to be listed. It is up to the Offeror if the question is restated.
Request for ProposalSection F.4.2.9.Section F.4.2.9 of the RFP states " All responses to each desirable element should be included in the identified desirable category and section number response without reference to another response or area in the Offeror's proposal." Section F.4.2.7 also indicates that the responses are limited to a total of 300 pages.

Question: Given the page limitations, the overlap across the Technical Solution Desirable Elements, and the detail asked for in each question, is HFS willing to offer flexibility with regard to this requirement:

1. Will HFS consider removing this requirement?

2. If not, can the Offeror assume evaluators are reviewing each of the technical solutions or questions for each desirable element? And if so, can the Offeror refence another technical solution or question within a desirable element? (Example: Offeror to assume the reviewer for Question 2 has also read Question 1. Is it permissable for the Offerror to include references to Question 2 in Question 1?)

No, the 300 page limit for the technical response will not be removed. The Offeror must follow the directions in F.4.2.9 and ensure that each question is fully answered on its own without reference to other area's or responses in the Offeror's proposal.
Request for ProposalF.4.2Is it required to begin each desirable category response at the top of a new page? No, it is not required to have each desirable category response start on a new page.

Dual eligible Enrollees must be in either D-SNP or MLTSS if the Enrollee receives long term services. MLTSS membership is compulsory if a person does not voluntarily enroll in D-SNP. MLTSS services are part of the D-SNP contract.
Request for ProposalPlease confirm if the BEP performance goal of 1% applies to the total contract value or the administrative expenses only.1% applies to the total contract value.
Request for ProposalWould the HFS please provide further detail behind the CY 2024 MMAI Capitation Rates inclusive of the capitation rate development memo, rate book and supplemental appendices for both the MMAI and community resident populations?Further detail will not be provided. Request for ProposalWould HFS please provide CY 2024 Capitation rates for the Managed Long-Term Services and Support (MLTSS) population inclusive of the capitation rate development memo, rate book and supplemental appendices? The supplemental documentation requested is part of the actuarial agreement the Department contracts out to ensure actuarially sound rates. The capitation rates for the D-SNP will be available no later than January 1, 2026.
Vendor Disclosure formRegarding the Vendor Disclosure form for non-registered vendors, it was stated on the bidder’s conference that only the Vendor needed to sign the Financial Disclosure and Conflict of Interest Section. Since the signature page says “Disclosing Entity” is the bidder considered the Disclosing Entity throughout? We want to be sure we obtain all required information for each parent level for the vendor and subcontractors, and that we obtain all necessary signatures from all of vendor’s parent entity(ies) and subcontractors and all subcontractor’s parent entity(ies). Each Offeror, Offeror parent, and subcontractor and subcontractor parent will need to complete and sign Vendor disclosures. An authorized respresentitve for the disclosing entity should sign for their set of the dislcosures.
Vendor Disclosure formThe RFP requires the Vendor Disclosure (formerly named FORMS A) to be completed by our identified subcontractors. We have a question regarding the following item:

If Offeror employed fifteen or more full-time employees at the time of submission of their response to this solicitation or any time during the previous 365-day period leading up to submission, it must have a current IDHR Public Contract Number or have proof of having submitted a completed application for one prior to contract award or prior to bid opening for construction or construction-related services. 775 ILCS 5/2-101. If the Agency cannot confirm compliance, it will not be able to consider a Vendor’s bid or offer. Please complete the appropriate sections below:

Specifically, our question is regarding the timing for our subcontractors to apply for an IDHR Public Contract Number. The requirement is clear in that it needs to be obtained prior to award/bid opening for construction/construction related services, but for all other types of services, is it acceptable for them to apply after award? Our subcontractors do not have this number so we’re trying to assess whether we need to make them apply now or if we will still have an opportunity after award.IDHR is not required for subcontractors.
Attachment 13 NIGP CodesAre the NIGP codes applicable to BEP only or is this the exhaustive list of NIGP codes for all subcontractors used for this contract? The NIGP codes listed in the BEP UPLAN which references attachment 13 NIGP Code must be used to meet the 1% BEP goal. The offeror may also engage subcontractors, as outlined in the model contract, who are not BEP-certified; however, these subcontractors will not count toward fulfilling the BEP goal.
Bidders Conference/Attachment 14Please confirm, as stated at the MCO DSNP Pre-bid conference, that bidders can contact Karen Mankowski via phone call to confirm the receipt of Attachment 14 DSNP references.Per the instructions the instructions in the RFP D. 3.1.3.3 state: The Offeror is solely responsible for obtaining three (3) fully completed reference questionnaires, Attachment 14 in BidBuy, from participants for whom the Offeror has provided services substantially similar to the types of proposed in this RFP, and for ensuring their delivery to the appropriate contact. Completed reference questionnaires are to be submitted by the Reference. Offeror shall not attach completed reference questionnaires with their proposal.

HFS can acknowledge receipt of the communication; however, the Vendor will need to verify with their reference to ensure the correct document was submitted.
