About this file

This is an Addendum #2 Q&A document for a Transportation Services Request for Proposals issued by Ivy Preparatory Academy for Girls, a public charter school in DeKalb County, Georgia. The RFP solicits proposals for student transportation services for approximately 150 scholars during the 2026-2027 school year, which operates on a 180-day annual calendar from August 3, 2026 through May 27, 2027. Services encompass three plans: Plan A provides daily home-to-school and school-to-home transportation via three designated hubs (Panola Road in Stonecrest/Lithonia for approximately 90 scholars, Candler Road in Decatur for approximately 55 scholars, and Camp Creek in Atlanta for approximately 45 scholars); Plan B covers approximately 35 field trips annually throughout the Metropolitan Atlanta area; and Plan C addresses approximately 20 one-way athletic trips. The vendor must provide three buses expandable to four, with each bus accommodating 50-55 scholars, and maintain at least one fully operational backup vehicle deployable within 30 minutes of service interruption. Written vendor questions were due June 10, 2026 at 6:00 p.m. EST, with proposals due June 15, 2026 at 12:00 p.m. EST. Shortlisted vendors participate in virtual presentations on June 19, 2026, board recommendations occur June 23, 2026, and vendor notification occurs June 25, 2026.

The projected budget for this service is $275,000 excluding field trips and athletic transportation. Vendors must be certified in CPR and de-escalation training and comply with all federal, state, and local transportation regulations, including those established by the Georgia Department of Education, Georgia Department of Driver Services, Federal Motor Carrier Safety Administration, and Department of Transportation. Insurance requirements include Commercial General Liability of $1 million per occurrence, Automobile Liability of $1 million combined single limit, and Umbrella/Excess Liability of $2 million per occurrence and aggregate. Monthly invoicing occurs with net 30 payment terms, and the vendor bears all vehicle maintenance, fuel, uniforms, equipment, and training costs. All personnel must complete criminal background checks, sex offender registry screenings, and E-Verify compliance documentation. The vendor must submit monthly vehicle maintenance logs by the tenth business day of each month and quarterly compliance attestations. No incumbent provider exists for this solicitation. Yellow school buses are preferred but other compliant student transportation vehicles are acceptable. GPS tracking and transportation technology are strongly preferred but not required; seat belts, transportation attendants, wheelchair lifts, stretcher equipment, and after-school or summer program transportation are not required.
