About this file

This is Addendum 2 to a Request for Proposals issued by Forsyth Technical Community College in North Carolina for Non-Main Campus Landscaping Services under Solicitation Number 2026298. The addendum modifies Section 5.2, Item 4 of the original RFP regarding seeding, watering, and bedding specifications by replacing it entirely with revised pine straw and hardwood mulch service requirements. The contractor must provide mulch application services two times per calendar year at all designated landscape beds, with frequency and timing subject to modification by the College based on operational needs, weather, or site conditions. The initial annual application requires complete removal and lawful disposal of existing mulch, debris, weeds, and foreign materials followed by installation of new pine straw or hardwood mulch as specified by the College. Subsequent applications during the same contract year consist of top-dressing reapplications over existing mulch, with removal only when specifically directed due to deterioration, contamination, buildup, pest infestation, or disease. The contractor must remove litter, weeds, leaves, and branches prior to reapplication, re-establish bed edges, redistribute existing mulch, and apply sufficient new material to maintain a uniform finished depth of not less than four inches. All mulch materials must be commercially acceptable, first-quality pine straw or hardwood mulch free of weeds, pests, mold, excessive dust, and contaminants, with hardwood mulch available in red, black, or brown colors as designated by the College.

The addendum also addresses a vendor question regarding proposal submission procedures, clarifying that bids may be delivered in person to the Forsyth Technical Community College Purchasing Office on the second floor of the Allman Center or mailed to the address specified in the solicitation. All mailed bids must be received by the Purchasing Office by the proposal due date and time specified in the North Carolina eVP Portal, with the College bearing no responsibility for mail delivery delays. Any bid received after the stated deadline, regardless of delivery method, shall be considered late and may be rejected in accordance with applicable procurement laws and regulations.

1. Modifications to RFP Main Document Sections

1.1. Section 5.2, Seeding, Watering, and Bedding Specifications, Item# 4, shall be deleted in its entirety and replaced with the following:

The Contractor shall furnish all labor, supervision, equipment, materials, transportation, and incidentals necessary to provide pine straw and/or hardwood mulch services for all designated landscape beds two (2) times per calendar year, unless otherwise directed in writing by the College. The frequency, timing, and extent of mulch services may be modified by the College, at its sole discretion, based upon operational needs, weather conditions, site conditions, or other factors as determined by the College Project Manager or their designee. The College Project Manager or their designee shall provide the Contractor with the required application schedule, locations, and material specifications prior to each application.

The initial annual application shall consist of a complete removal and lawful disposal of existing pine straw, hardwood mulch, debris, weeds, and other foreign materials necessary to properly prepare each landscape bed. The Contractor shall then install new pine straw and/or hardwood mulch as specified by the College.

The second and any subsequent applications during the same contract year shall consist of a reapplication (top dressing) of pine straw and/or hardwood mulch over the existing mulch material. Except where specifically directed in writing by the College Project Manager or their designee due to deterioration, contamination, excessive buildup, pest infestation, disease, or other site conditions, the Contractor shall not remove or dispose of previously applied pine straw or hardwood mulch during these subsequent applications. Prior to reapplication, the Contractor shall remove all litter, weeds, leaves, branches, and other debris, re-establish bed edges as necessary, redistribute existing mulch to provide a uniform base, and then apply sufficient new mulch to restore the required finished depth and appearance.

The Contractor shall furnish only commercially acceptable, first-quality pine straw or hardwood mulch, as specified by the College. Hardwood mulch shall be available in red, black, or brown color options, with the color designated by the College for each landscape location. All mulch shall be free of weeds, pests, mold, excessive dust, foreign materials, and other contaminants and shall be installed in accordance with generally accepted horticultural and landscaping industry standards.

Following each application, the Contractor shall ensure all mulched areas maintain a uniform finished depth of not less than four (4) inches.

2. Vendor Questions and Forsyth Technical Community College Answers Can a vendor’s proposal be dropped off to Matt Shiver in the Purchasing Office, or does it have to be mailed? Bids submitted by mail must be received by the Purchasing Office on or before the proposal due date and time specified in the North Carolina eVP Portal. The College is not responsible for delays in mail delivery. Any bid received after the stated deadline, regardless of the method of delivery, shall be considered late and may be rejected in accordance with applicable procurement laws, regulations, and the terms of this Solicitation.
