About this file
This document is an addendum to an Invitation for Bids (IFB) issued by the Maryland Transit Administration (MTA) for the Light Rail Central Business District 3 Interlockings & 10 Curves Rehabilitation project. The work involves the reconstruction of three interlockings and the replacement of restraining rail and concrete ties along segments of curved track on the Central Light Rail Line and Penn Station Extension. Key items include demolition of existing track, installation of new special trackwork, restraining rail, and concrete ties. The bid due date has been extended to June 2, 2020, and a site visit is scheduled for May 19, 2020. The contract duration is 260 calendar days, with liquidated damages of $1,755 per calendar day for late completion.
The MTA will provide certain materials, including special trackwork, switch heater materials, switch machines, and traction power/train control cables. The contract contains a 27% Disadvantaged Business Enterprise (DBE) goal. The MTA is providing workers' compensation, general liability, and other insurance coverage for this project through an owner-controlled insurance program, so contractors should bid the work net of insurance costs.

Addendum #2
Please replace the following information in the Notice to Contractors:
4. BID DUE DATE & TIME
Sealed Bids addressed to the Maryland Transit Administration, Procurement Division, 6 St. Paul Street, Baltimore, Maryland 21202-1614, and marked “Bid for Contract No. T-1451-2240 R Light Rail Central Business District 3 Interlockings & 10 Curves Rehabilitation”, will be received at the above address until but not after 2:00 P.M. local time, June 2, 2020. Hand-delivered bids will be stamped in by Procurement staff, who will also give a bid receipt to the courier. Do not leave the office without a bid receipt. Any bids received after the date and time specified shall not be considered. No bids submitted through EMMA, fax, or email will be accepted.
Please add the following information in the Notice to Contractors:
2. A. SITE VISIT
The Administration will conduct a site visit on May 19, 2020 at 10:00am at the North Avenue Light Rail Station located at 320 North Avenue, Baltimore, MD 21217.
Please find the following responses to vendor questions as follows:
1. Please confirm that MTA will furnish the switch heater junction boxes.
All Switch Heater Junction Boxes will be provided by MTA under a separate Procurement Contract. See reference drawing R-304 for a summary of Junction Boxes to be provided.
2. Since this is a re-bid of a previous project, please provide a details sheet that describes the difference between this re-bid and the previous bid.
The procurement type was changed in addition to adjustments made to specifications.
The rebid documents will be only documents to be utilized for the contractor to determine their bid.
3. Please set up a site visit so that each site can be walked through thoroughly to help understand the complexity of this project and aid in technically responsible bidding.
A Pre-Bid site-visit will be held as indicated in this addendum. Keeping in mind the current requirements for social distancing the pre-bid meeting may need to be adjusted so monitor for any addendum posted.
4. The previous bid included a technical proposal. Please clarify why the technical proposal is not needed for this bid.
The technical proposal is not required as we have changed this to an Invitation for Bids and there isn’t an evaluation process.
5. The DBE goal for this project is 27%. This track project is a type of project that most all track contractors will want to and can perform 100% of the work. With some material being purchased by MTA, this reduces the amount of available DBE value through a DBE regular dealer. The 27% will increase the cost of this project to the MTA, please consider reducing the DBE value required.
The 27% goal is keeping in mind all non- trackwork related items (systems, civil) which have been historically outsourced to sub consultants. The prime contractor will still have the ability to perform all track related work by himself.
6. Has MTA procured or started the design drawings for the restraining rail for this project?
The Contractor will be procuring all rail.
If not, this project will NOT occur within the 260 CD requested time frame. Current lead times from restraining rail suppliers is 240 CD for completion of all components, with some suppliers stating over 365 CD for completion. Will MTA start procuring, or complete the design of this material itself and/or adjust the outage start time frame until no earlier than spring 2021 to ensure all materials will be available. The 260 CD noted in the contract is not enough time to procure the materials.
The contract duration will be evaluated, and an addendum will be provided.
7. Drawing CV-013 Note 3 references track stationing 79+69 to 79+81 which is shown as concrete, however, the note mentions plugging holes as if a timber tie. Is this area concrete ties or timber? If concrete, will a restraining rail sized plate with only running rail shoulders be required to replace the existing restraining rail plate? Who is responsible for providing this plate?
The ties for 79+69 to 79+81 are concrete. The existing concrete-tie CEN33C1 restraining rail and bracket/support system uses standard running rail fastenings and a separate bolted-on restraining rails bracket. The bracket shall be removed, and the bolt holes shall be plugged with an approved tie plugging compound or similar polyurethane or epoxy compound. The existing running rail fastening system shall remain.
8. Drawing CV-012 Note 1 and Note 11 have two locations on the right side of the page showing where existing DF track shimming occurs. It starts at 77+00 and 76+60 on each track and continues to the right side of the page where a double arrow makes it appear the work continues on. Please define where the shimming of the existing structure is to start and stop? Please also provide survey data or shimming chart that shows where and how much shimming is actually required?
The Contract should assume the DF fasteners on each rail will need to be shimmed. The Contractor shall provide the following shims. Extra shims shall be turned over to the
MTA.
