About this file
This is Addendum 2 to an Invitation for Bid issued by the Town of Smithfield, Virginia, for Phase 1 Archaeological Survey services. The Town seeks qualified Cultural Resource Management consultants to conduct a Phase 1 Archaeological Survey across approximately 60 acres of property formerly known as "Pierceville" and "The Grange at 10Main." Electronic proposals are due by September 11, 2026, at 3:00 PM local time. All inquiries regarding the IFB must be directed to Lesley King, the sole Town contact official, at lking@Smithfieldva.gov. Bidders are prohibited from contacting any other Town employees or agents regarding this procurement, as unauthorized contact may result in disqualification.
The addendum clarifies several submission requirements and project conditions in response to bidder questions. Firms located outside Smithfield may submit a statement in their proposal regarding the business license requirement rather than providing documentation at the time of submission, with the understanding that licensure would be pursued if the project is awarded. The Town does not currently require ground-penetrating radar surveys for suspected cemetery locations, though further investigation may become necessary depending on survey findings. The Town lacks an estimated artifact count for the project and notes that the field is currently in cultivation, which will continue during the survey unless work is performed after harvest. State Corporation Commission identification numbers are acceptable in place of separate business license copies for submission purposes.

Phase 1 – Archaeological Survey
Addendum # 2 Question:
The Cover page on Addendum # 1 details the RFP is for Pest Control Services. Please confirm the correct cover letter remains that of the original RFP dated August 7th, 2026
Answer: You are correct, the cover page for Addendum # 1 should have been for Phase 1 Archaeological Survey not Pest Control Services.
Question:
Can the Town provide an estimated number of artifacts expected to be collected and curated during this project.
Answer: The Town does not have an estimated number of artifacts expected.
Question:
Is the field portion of the APE currently plowed, seed-drilled, or fallow? Will any crops present be harvested prior to survey?
Answer: The field is currently in cultivation and will be during the survey unless work is performed after harvest.
Instructions for submission ask for: i) Copy of current business license, and j) State Corporation Commission Identification Number. Is it sufficient to submit the firms SCC identification number?
Answer: Yes, the SCC will be sufficient.
Please confirm that the Town does not expect any ground-penetrating radar survey for suspected cemetery locations?
Answer: At this point, the Town does not. We suspect that dependent on what is found, further investigation may be necessary. The Town does have some information about where some graves might be located, but it is unclear as to whether or not it is on Town property or the neighborhood’s.
Question:
Business License requirement for firms located outside of the Town. Would a statement in our RFP response suffice for this requirement, such as, stating that our firm does not currently have a Town of Smithfield license; however, would be willing to inquire about obtaining one once the project is awarded.
Answer: A statement in your proposal would be acceptable at this time.
