About this file

This document is Addendum 1 to an Invitation for Bid issued by the Town of Smithfield, Virginia, for Phase 1 Archaeological Survey services. The Town of Smithfield is seeking qualified Cultural Resources Management consultants to conduct a Phase 1 Archaeological Survey across approximately 60 acres of property formerly known as Pierceville and The Grange at 10 Main Street. The scope of work requires field and laboratory personnel with documented experience in historic-period plantation archaeology and artifact identification. According to the addendum clarifications, experience from Virginia, neighboring states, or Tidewater areas of Maryland is acceptable, and only supervisory-level personnel are required to possess documented expertise rather than all field and laboratory staff members. Sealed bids are due by September 11, 2026, at 3:00 PM via electronic submission. All inquiries regarding the solicitation must be directed to Lesley King, Town Official, at lking@Smithfieldva.gov, and respondents are prohibited from contacting other Town employees regarding the bid. A property survey map has been provided to bidders.

The addendum addresses several clarifying questions submitted by potential bidders, including corrections to submittal requirements that previously contained a reference to auto repair business experience, which has been removed from the final qualification criteria. The document does not specify pricing terms, contract award dates, or the term duration of the anticipated contract. No incumbent contractor information, set-asides, or specific funding amounts and sources are detailed in this addendum. The primary focus of this addendum is to refine and clarify the staffing and consultant qualification requirements to ensure qualified cultural resources management firms submit compliant proposals.

Addendum # 1 Question:

Under item 5., Staffing and Consultant Qualifications, the RFP requires field and lab personnel to have “documented experience in Virginia historic-period plantation archaeology and artifact identification.” Is only Virginia historic-period plantation experience acceptable, rather than from any neighboring state or Tidewater areas of Maryland?

Question:

Under item 5., Staffing and Consultant Qualifications, the RFP requires field and lab personnel to have “documented experience in Virginia historic-period plantation archaeology and artifact identification.” Down to what level must field and lab personnel possess the documented experience? Just the field and laboratory supervisors or each person involved in field or lab work?

Answer: Just supervisors are acceptable

Under Submittals/Qualifications, minimal information to include under number 2 e) is “Number of years business has been working in the Auto Repair business”. Is this meant to say something like “cultural resources management” or “archaeology” rather than Auto Repair?

Answer: Yes, this was a misprint and has been removed.

Question:

Do you have a map of the property?

Answer: Yes, attached you will find a survey of the property.
