THIS ADDENDUM IS HERBY MADE A PART OF THE CONTRACT DOCUMENTS TO
THE SAME EXTENT AS THOUGH IT WERE ORIGINALLY INCLUDED THEREIN.
BIDDERS MUST ACKNOWLEDGE RECEIPT OF ALL ADDENDA. BIDS THAT FAIL TO

Q1. Is there a page limit for the RFP?
A1: No
Q2. What is budget for design?
A2: No defined budget
Q3. Do anticipate BABA, Buy America funding requirements for construction
A3: Yes, at this time
Q4. Bypassing and shutdown plans required for the design
A4: Yes
Q5. Is the Town procuring commission agent?
A5: Besides the commissioning activities listed in the Scope of Work of the RFP, the Town’s wastewater plant operating contractor will act as the commissioning agent
Q6. For Construction Management scope, why is there a clause that it can be removed.
A6: In case construction is not funded or the Town feels a different consultant would be in the Town’s best interests.
Q7. Should design include support for bid phase?
A7: Town will bid the construction but likely need help from consultant for questions and supporting documentation.
Q8. Preference for project delivery?
A8: Design, bid, build
Q9. Dewatering system replacement, do we plan to do piloting?
A9: It is highly recommended that the consultant either do lab/bench-scale testing or onsite side-stream testing as part of their dewatering system selection design.
Q10. Format on proposal document, is 11x17 ok?
A10: Yes
Q11. If a contractor is on design team, can the contractor bid construction (integration and controls, specifically)?
A11: A contractor can be part of the design team as a subconsultant but contractor must separate themselves from the consultant Team after design is completed and prior to any bidding activities and construction. Consultant should explain in their proposal how they would accommodate this and avoid any conflicts of interest, including the construction management scope of work.
Q12. Do Town have a preferred integrator for SCADA?
A12: No
Q13. Does the scope include upgrading or changing the existing switch for backup power? Ask because scope specifically mentions switchgear.
A13: No, not included in the scope. That language is generic to try capturing all necessary electric components needed for upgrades.
Q14. Everything is using potable water even if labeled non-potable?
A14: Yes
Q15. Can splitter modification be a pumped system?
A15: Potentially, if there is good reasoning for it.
Q16. Does the Town prefer raw non-potable water versus UV treated non-potable water for plant use.
A16: UV treated non-potable is preferred and required anywhere it could become in contact with operators. Raw non-potable can be used for enclosed processes.
Q17. Gravity flow to plant?
A17: Yes, gravity flow into the plant. There are four lift stations throughout Town.
Q18. Construction staging area available?
A18: Yes, at the plant, recycle center, and trail parking lot.
Q19. Construction estimate available?
A19: Town has used the cost in the 2024 Wastewater Treatment Facility Master Plan that was included in Addendum #1 for estimates to date.
Q20. Can you explain the proposed plan for modifying the wet-well capacity?
A20: The Town does not currently have a proposed design or concept and will be relying on the consultant for guidance.
Q21. Has the Town changed the Odor Control Media?
A21: No.

A22: Believed to be microbiologic.

OVERVIEW
The Town of Lyons is seeking to procure an engineering consultant to provide permitting, design and analysis, and construction administration and management for the proposed WWTP upgrades as described in the RFP. In general, these upgrades include:
• Dewatering system replacement
• Increased blower capacity
• Modernized UV system and increased non-potable water capacity
• Replace use of potable water with non-potable water to the bio-scrubber, headworks spray system, and dewatering press
• Improved flow split structure
• Necessary odor control system repairs/upgrades
• Rerouting centrate return line realignment so that the centrate reenters the facility downstream of the influent flow meter
• Smaller WAS pumps in SBR basins
• Increase volume of wet well and add odor control for wetwell

CONTRACT AND BIDDING DOCUMENTS
1. Proposals are due Wednesday July 16, 2025, and need to be submitted to Town Hall at 432 5th Avenue, Lyons, CO prior to 2:00 P.M. (our clock).
2. Package must include one (1) original submittal, identified as “Original”, one (1) copy of submittal in PDF format on an external flash drive.
3. Project questions will be cut off at 4:00 P.M. Thursday June 26, 2025. Answers will be posted by 4:00 PM Friday June 27, 2024.
