About this file
This Addendum #2, issued October 7, 2026, by the West Virginia Department of Administration Purchasing Division on behalf of the Division of Natural Resources, provides vendor responses to questions submitted regarding the Centralized Request for Quote (CRFQ) for Coopers Rock High Voltage Power Construction Phase 2. The project involves the repair and replacement of phase 2 of the high voltage electrical distribution system at Coopers Rock State Forest. The solicitation closes October 13, 2026, at 1:30 p.m. The scope of work includes electric power line construction services with associated infrastructure work, including right-of-way clearing, pole installation, conduit boring, and cabling. The project site is located at Coopers Rock State Forest, 61 County Line Drive, Bruceton Mills, West Virginia, with invoicing directed to the Division of Natural Resources in Charleston, West Virginia. Bids should be submitted to the Department of Administration Surplus Property at 2700 Charles Avenue, Dunbar, West Virginia 25064-2236.
Key clarifications provided in the vendor question-and-response section address specifications and project requirements, including confirmation that two 5-inch HDPE conduits will be installed (not the 4-inch or 6-inch alternatives previously noted), that rock excavation costs must be included in base bids without exception, that no dwelling rewiring is required despite standard notes, and that conduit specifications permit SDR-11 or SDR-13.5 materials subject to West Virginia Department of Transportation approval. The existing electrical line must remain in service during construction with a minimum 3-foot offset from new infrastructure, and contractors must account for potential safety restrictions in a public recreation area. Vendors are required to acknowledge receipt of all addenda, including Addendum #1 and #2, with the acknowledgment form submitted alongside bids to avoid disqualification. Contact for additional information is Joseph (Josh) E. Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov.

ATTACHMENT A
RFI: Vendor Questions for CRFQ DNR 27*06 Coopers Rock High Voltage Construction Ph. 2
Q.1. I see that you stated the precise location of the 15-20 trees for the WV Div of Forestry. are not available. Is there any other information about these trees that you can share ?
A. They exist within the ROW area to be cleared, that is all the information we have at this time.
Q.2. In Addendum #1 under “Forest ROW Clearing” the statement is made that we must meet applicable DEP regulations for disturbance. Can you give any further details on exactly what the
DEP will require for this project ?
A. Should the method of clearing used by the contractor disturb the natural earth for an area typically larger than 1 acre, then the contractor is responsible for any and all permitting they might require.
Q.3. Are we able to include a “rock clause” in our proposal IF rock is encountered? Or are we to include rock excavation in our base bid?
A. In this region, installing poles and encountering rock are typical, as such, no rock clause will be included.
Q.4. Coax/telephone cable and pedestals in ROW to remain?
A. Yes, the existing coax and telephone cabling and pedestals are to remain and be undisturbed.
Q.5. Notes indicate rewiring of the dwelling outlets/ branch circuits. Are there counts on outlets in the dwellings?
A. No dwellings are being re-wired. The note is a standard note related to the NEC requirements for dwellings, disregard.
Q.6. How many dwellings to be rewired?
A. No dwellings are being re-wired. The note is a standard note related to the NEC requirements for dwellings, disregard.
Q.7. Can better clarification of the electrical notes 1-13 for the dwellings and branch circuits be provided/
A. The notes establish a general standard for electrical methods. If there is no work related to the notes in the project, the specific references in the note does not apply, as in Answer 5. For example the branch wiring note reference applies to any relocation of circuits due to service upgrades where a wiring may need extended for re-connection to establish a standard and expectation of quality and code compliance.
Q.8. Will Clearing LOD be marked by the Engineer/Owner? Or will there be a walk through with owner’s rep or a file provided for stakeout.
A. The LOD is as indicated on the project drawings and is 50' from the centerline (both sides) of the new overhead line which is offset from the existing. The contractor will stake out the
ROW and the Engineer/Owner will review it for any questions/ concerns.
Q.9. Will the contractor have access to all service roadways applicable to the ROW work?
A. Yes, but they must secure them from public access as directed by Forest staff either by signage or interlocked padlocks or some similar method.
Q.10. Will contractor SXS/ATVs be allowed?
A. Yes, but they must remain on the right of way or access roads and may not be used during non-work hours. They may not be driven in the wooded areas outside the ROW.
Q.11. Line will be hot during clearing and new infrastructure building? Can outages be coordinated for clearing and new cable installations?
A. The line is to remain in service as the cabins and public restrooms at the overlook are open year-around, hence the minimum 3 foot offset from new to existing to stand up the new overhead. Limited outages may be possible, depending on time of year and park activity for line installation, particularly cutovers as new sections/services are completed.
Q.12. In the event of an accidental damage to the existing line while clearing, boring or new infrastructure building will there be penalties for the outage period or is the contractor just to restore service as quickly as possible?
A. For the line and clearing work, if the line is damaged the contractor will remain on site and immediately begin repairs until such a time as it is restored. For the boring portion of the project, should the existing underground be damaged, the contractor will complete the bore as expeditiously as possible, which may well include continuous, round the clock boring. As indicated at the pre-bid 'if you're boring and you hit the existing underground power, bore faster', power will have to be restored ASAP. There is no alternate power feed available to the
Forest.
Q.13. Will the parks be helping with deterring the public from hiking/walking trails in these areas while we are working?
A. DNR will install signs generally indicating work is ongoing in the park and in specific areas where work is in progress and will attempt to monitor activity as they can. They will not have a full time presence in the work area. Contractor will provide a caution tape barrier for areas of the ROW where work is under by such means as moveable step-in posts to support a caution tape visible barrier. When working in more public areas, the contractor will, as indicated in the project documents, use all due care to protect the public and forest staff.
Q.14. Regarding the Addendum 1 for the project that was posted September 23, Project
Clarification #3 indicates that "two (2) 5" SD-9 conduits (correcting the indication of 4" DS11 at the pre-bid) by be either installed in separate bores or a common bore", but the print shows two
(2) 6" conduits. I'm assuming since the Project Clarifications on the Addendum were written to
"clarify", that the two (2) 5" conduits are what is the final intention. Can you confirm?
A. Addendum #1 clearly indicates two (2) 5" conduits will be installed.
Q.15. Can the 1.75" conduit be a 1.25" conduit? 1.25" will easily handle large count fibers.
A. 1.25" HDPE SDR 13.5 conduit inner duct may be used. Reminder that both the conduit and the inner duct must have a ¼" poly pull line installed.
Q.16. Can the 5" HDPE conduit be SDR-11 or SDR-13.5? Assuming the WVDOH will approve
(which they always have in the past). This will also allow more space inside the conduit.
A. SDR-11 would be acceptable, if WVDOH approves.
