About this file

This document is Addendum 1 issued by the New York State Office for People with Developmental Disabilities (OPWDD) for a project to supply and install 3 HVAC units at 1060 Cleveland Street in Brooklyn, NY. The addendum details responses to vendor questions from a mandatory site visit, clarifying specific technical requirements for the project. Key points include confirmation that heat pumps without optional electric heat strips are acceptable, existing thermostats are capable of heating and cooling, and the current thermostat is a three-wire system. The document specifies that the existing air handlers are Trane units located in the boiler room, electric closet, and attic.

The addendum provides important guidance for potential bidders, specifically noting that vendors must include ceiling opening and repair in their quote for the kitchen closet unit, and are not required to supply new copper refrigerant piping. However, vendors must warranty against any refrigerant leaks and be responsible for repairs if leaks occur. The solicitation is not a service-disabled veteran-owned set-aside, with a bid due date of 07/24/2025. The project involves replacing existing HVAC units with new Trane systems, and vendors must comply with New York State prevailing wage requirements and be registered with the NYS Department of Labor.

Addendum 1

Supply & Install 3 HVAC Units 1060 Cleveland Street Brooklyn, NY, 11208

Solicitation Date: 06/25/2025 Bid Due Date: 07/24/2025 Date of update: 07/15/2025

Good morning, Below you will find the questions submitted by multiple vendors who were in attendance for the mandatory site visit and the answers (in red) from the PSES team, Jose Lugo.

1. The units Trane quoted resulting from the descriptions in the scope of work are heat pumps with no optional electric heat strips. Is this acceptable? Heat pumps with no optional heat strips are permitted.

2. Are the existing thermostats capable of heat/cool operation. If not how many wires are run to each thermostat. The existing thermostats are capable of cooling and heating. It is currently a three wire system.

3. Are the existing 2 air handlers hung below ceilings make & model #’s available. I was not able to see that info during walk thru.

a. Trane 1 – unit in boiler room

b. Trane 2 - unit in electric closet

c. Trane 3 – unit in attic

4. The ceiling opening above the kitchen closet does not appear large enough to accommodate removal and installation of replacement A/H unit. Is this something OPWDD will perform or is this to be included in quote? Maintenance will not accommodate opening of the ceiling. Vendor can include the opening and ceiling repair in their quote.

5. Do we need to install a new copper refrigerant Piping for each Unit inside to outside. Please Clarify.

Vendor does not have to supply new copper refrigerant piping for each unit. However, the vendor must warranty against any leaks. If it leaks, they are responsible for the repair and the refrigerant.
