Addendum #1 to RFP PSTC-2025-001 State of New Hampshire Police Standards & Training Council
Request for Proposals for De-Escalation and Decision-Making Simulation Training Devices
State Responses to Vendor Questions
Question 1 State Response What is the deadline for vendors to submit proposals?
Please refer to the Schedule in Section I, B.
Vendors must submit proposals by 4 p.m. on Friday, March 28. The deadline in Section VII is incorrect (March 22).
Question 2 State Response Is it possible to submit a response without initialing the Appendix Form P-37, and instead negotiate the terms and conditions during the sale process?
Please review Sections II, D, and IV, B. The Standard Terms and Conditions of the State of New Hampshire (Form P-37), attached to the RFP as Appendix A, will be required to be executed by the selected vendor. To the extent that a vendor believes that exceptions to the contract terms in Appendix A will be necessary for the vendor to enter into the contract, the vendor must note those issues during the Vendor Inquiry Period. The P-37 is not signed in the proposal submission.
Question 3 State Response What make/model and quantity of firearms are required for the “firearms training simulators” and “realistic weapon handling, including inert firearms with recoil simulation”?
Please refer to the Proposed Scope of Work, Section II, B. Proposals should include Glock, Sig Sauer, and Smith & Wesson pistols and rifles and provide the price per unit.
Question 4 State Response What make/model and quantity of electronic control weapons are required?
Section II, B. Proposals should include the most recent two Taser models and provide the price per unit.
Question 5 State Response What quantity of oleoresin capsicum (OC) spray and flashlights are required?
Section II, B. Proposals should include the price per unit for both OC spray and flashlights.
Question 6 State Response What is the required capacity for the number of recruit and/or in-service trainees using the simulation system at the same time?
Section II, B. The system shall be required to accommodate from one user up through eight users simultaneously. Please provide the cost per user in each scaled scenario.
