About this file

This is Addendum 1 to a Request for Qualifications (RFQ) issued by Brevard County, Florida's Purchasing Services department for professional engineering design and construction support services related to the South Central Regional Water Reclamation Facility (SCRWRF) Advanced Water Treatment (AWT) Conversion and Improvements project, along with reclaimed water system improvements. The RFQ seeks a qualified consulting firm to provide planning, technical analysis, engineering design, permitting, funding assistance, and construction support services, including County representation for construction oversight. The qualification opening date and time is May 19, 2026 at 11:00 am. Proposers are required to submit three hard copies of their proposals and must acknowledge receipt of this addendum with their submittal.

This addendum provides clarifications on submission requirements and formatting specifications established in the original RFQ package. Digital signatures are acceptable for all submitted copies in lieu of original wet signatures. The Approach section schedule must fit within the three-page limit for that section. Organizational charts may be submitted on either 8.5" x 11" or 11" x 17" pages at the proposer's discretion, provided the information remains clear and legible. Font size requirements allow for reduced fonts in graphics and tables as well as captions, so long as readability is maintained. Page limits are calculated as total pages regardless of single-sided or double-sided printing. Project experience submissions allow up to two pages maximum per project type, with four project types requested for a total of up to eight pages, with at least one project sheet submitted with specific information as outlined in the RFQ documentation. The qualification opening date and all other terms and conditions of the original RFQ remain unchanged.

RFQ # 7-26-10

May 13, 2026 Addendum 1

TO ALL PROSPECTIVE PROPOSERS

This is an Addendum to and shall be considered as part of the original RFQ package for the above-mentioned RFP. Proposers are requested to acknowledge receipt of this Addendum with their submittal.

QUESTIONS AND RESPONSES:

Question 1: When it says to submit "three (3) hard copies" - does one copy need to be an original with wet signatures or are all three copies with digital signatures?

Answer 1: Digital signatures are acceptable for all submitted copies. An original hard copy with wet signatures is not required.

Question 2: In the approach section, can we submit a schedule outside of the 3 pages or would it need to fit within the 3 pages?

Answer 2: The schedule should be included within the allotted three-page limit for the Approach section.

Question 3: Part 2: Purpose and Scope of Services Section references Exhibit 1, but no such exhibit is included in the RFQ documents. Can you please provide Exhibit 1 (page 18)?

Answer 3: Please see attached Exhibit 1.

Question 4: Part 3: Tab 3 requests a one-page organizational chart and specifies that it is to be 8.5" x 14". To simplify printing and binding of the proposal, would the County permit one 11" x 17" page organizational chart instead (page 20)?

Answer 4: Yes, that is acceptable. A one-page organizational chart submitted on an 11" x 17" page in lieu of an 8.5" x 14" page will be permitted, provided the chart remains clear and legible.

Question 5: Would the County permit respondents to utilize a reduced font size within graphics and tables included in the proposal? In addition, is the use of narrow or condensed fonts acceptable in such graphics and tables?

Answer 5: Yes, this is acceptable, provided the information remains clear and legible. Respondents may utilize a reduced font size within graphics and tables included in the proposal, and the use of narrow or condensed fonts within those graphics and tables is also permitted, so long as readability is maintained.

Question 6: We understand the minimum 12 pt font requirement for this pursuit. Can font size for captions be smaller (as long as it's still readable)?

Answer 6: Yes, captions may be in a smaller font size, provided they remain clear and legible.

Question 7: The Submittal Format instructions state that both sides of the page may be printed. Each tab then gives a maximum page limit. Is a two-page limit considered two pages front and back (total of 4 text pages) or two pages of text (one page front and back)?

Answer 7: A two-page limit means two pages total, regardless of whether printing is single-sided or double-sided. Therefore, if printed front and back, the submission would be limited to one sheet of paper containing two pages of content.

Question 8: Page 18 indicates that BCUSD is seeking master planning services within the SCRWRF service area. Please confirm whether the County is requesting a formal Reclaimed Water Master Plan (e.g., system investigation, condition assessment, and CIP evaluation) in addition to the Preliminary Engineering Report focused on AWT improvements at the SCRWRF.

Answer 8: There is potential that services as described above could be requested as part of the Engineering Services.

Question 9: The RFQ says "For each of the following project types, provide up to a two-page summary of the depth of experience of the Consultant, including but not limited to, work completed or ongoing from 2018 to the present:

Wastewater treatment facility rehabilitation Wastewater treatment facility AWT conversion Drainage and site plan development Reclaimed water system master planning, modeling, disposal, and wetland treatment"

Answer 9: The correct limit is two pages maximum per project. Since four projects are requested in this case, a total of up to eight pages may be submitted

Question 10: If I am now understanding the Project Experience section set up correctly, for each of the four categories - the first page should be a summary of our experience in that specific category and the second page should be a project sheet that details the requested info for that representative project?

Answer 10: For each of the project types up to a two-page summary of experience may be submitted.

For at least one project type submit from Tab 4 Section 1. Provide the information described in Tab 2 with a maximum of one page per project.

Question 11: The RFQ asks that the Org Chart be on an 8.5" x 14" page. We can certainly do that but then the hard copy versions would have that one page "folded in" ? Do you rather that or can we develop an Org Chart that fits on an 8.5" x 11" page like the others?

Answer 11: Yes, you may provide the Org Chart on an 8.5" x 11" page instead of 8.5" x 14", as long as the information is clear and legible.

Please note that the qualification opening date and time remains May 19, 2026 @ 11:00 am.

All other terms and conditions remain unchanged.

Sincerely, Mary Bowers Purchasing Manager
