About this file

This Addendum #1 to IFB 26JB0908-C000972 is a Question and Answer document issued by SUNY Plattsburgh regarding bus transportation services for intercollegiate athletics during the 2026-2027 academic year. The addendum addresses a bidder inquiry concerning fuel price adjustment mechanisms during the contract period. In response, SUNY Plattsburgh clarified that the contract operates on a fixed-rate basis for the entire term running from October 15, 2026, through June 29, 2027, with no renewal options and no rate escalation permitted. The University acknowledged current market volatility in fuel costs but requires the awarded vendor to absorb any additional fuel cost increases while retaining full profit margins should fuel costs decrease below current pricing levels.

The pricing structure mandates that all quoted rates remain fixed throughout the contract term, with the contractor responsible for bearing all operational costs including fuel, repairs, driver meals, tolls, and traffic fines, with SUNY Plattsburgh reimbursing only actual tolls, parking, and ferry charges supported by receipts. The incumbent contractor is Premier Coach Service, a Disabled Veteran-Owned Business (SDVOB). This procurement includes participation goals of 2.00% for SDVOB, 15.00% for Minority Business Enterprises (MBE), and 15.00% for Women Business Enterprises (WBE). Award will be made to the lowest responsible bidder meeting all mandatory requirements, with award notification anticipated October 5, 2026.

Addendum #1 Q&A

Athletic Transportation

26JB0908-C000972

Question #1: Given the current record high fuel prices, is there any mechanism available by which the billed rates could adjust during the contract period should fuel costs rise additionally or return to more typical levels?

Response: This opportunity is being offered under a fixed rate basis for the duration of the contract.

Plattsburgh understands the current market volatility can impact ongoing operations, however given the shortened term for this agreement, we ask that the awarded vendor absorbs potential rate spikes, but conversely retains full profit margin should fuel costs drop below the current prices.
