About this file
This addendum to the Brigham Road Water and Sewer Replacements contract documents issued by the Orange Water and Sewer Authority modifies the original bidding documents dated September 14, 2026. The project scope encompasses replacement of approximately 560 linear feet of existing 8-inch AC water mains with 370 linear feet of 8-inch ductile iron pipe and 150 linear feet of 2-inch PVC pipe, along with associated appurtenances, pavement, curb, and gutter replacement. The sanitary sewer component includes replacement of 1,480 linear feet of existing mains with approximately 325 linear feet of 16-inch ductile iron and 1,170 linear feet of 16-inch PVC sanitary sewer pipe, including three manhole replacements and four new manhole installations. A mandatory pre-bid meeting was held on September 30, 2026, at 2:00 p.m., with bids due October 20, 2026, at 2:00 p.m. Substantial completion is required within 180 calendar days from Notice to Proceed (anticipated April 2027), with final completion within 30 additional calendar days (anticipated May 2027). Liquidated damages are assessed at $1,500 per day for both substantial and final completion milestones.
Key modifications include deletion of Allowance A3 (Town of Chapel Hill Street Cut Allowance) and an increase in the estimated quantity of Asphalt Repair (Mill and Overlay) to 1,860 square yards. The addendum adds new requirements for water main testing and acceptance that exceed AWWA C651 standards, mandating pressure testing, disinfection, and day-one and day-two bacteriological testing before acceptance. New specification Section 33 01 30.72 addresses Cured-In-Place Pipe (CIPP) relining for sewers, with detailed requirements for product standards, quality assurance, installation methods, and field quality control. Pavement repair dimensions have been modified to conform to the Town of Chapel Hill Detail T-7.01. The asphalt open cut and replacement measurement maximum pay width was revised from six feet to five feet in the measurement specifications. Additional provisions address property coordination, tree identification and removal procedures, utility location responsibilities, existing structure protection, and specialized requirements for installations on private residential properties within easements.

3.02 CONSTRUCTION
A. Cured In Place Pipe Insertion:
1. Inversion Method:
a. Wet-Out: Designate a location where the uncured resin in original containers and the fiber felt tube will be vacuum impregnated prior to installation. A resin/catalyst system compatible with the requirements of this method shall be used. The quantities of the liquid thermosetting material shall be sufficient to provide the thickness specified herein and to fill the volume of air voids in the tube with additional allowances for polymerization shrinkage and the loss of resin through cracks and irregularities in the original pipe wall. The tube shall be transported to the Site and maintained in a refrigeration truck until ready for installation.
b. Inversion using Hydrostatic Head: The resin-impregnated felt tube shall be inserted through an existing manhole by means of an inversion standpipe capable of applying the hydrostatic head required to fully extend the tube to the next designated manhole or termination point. The tube shall be inserted into the inversion standpipe with the impermeable plastic membrane side out. At the lower end of the inversion standpipe, the tube shall be turned inside out and attached to the inversion standpipe so that a leak-proof seal is created. The inversion head shall be adjusted to be of sufficient height to invert the tube from manhole to manhole and to hold it tight against the existing pipe wall, producing dimples at side connections and flared ends at the manhole. Care shall be taken to prevent damage or failure of the felt tube as a result of overstressing due to the elevated curing temperatures prior to completion of the final cure.
c. Inversion using Air Pressure: The resin impregnated tube shall be inserted thru an existing manhole by means of an inversion process utilizing air pressure sufficient to fully extend the tube to the next designated manhole or termination point. The tube end shall be connected by an attachment so that a leak-proof seal is created with the impermeable plastic membrane side out. The inversion pressure shall be adjusted to cause the impregnated tube to invert from manhole to manhole and hold the tube tight against the existing pipe wall, producing dimples at side connections and flared ends at the manhole. Care shall be taken to prevent damage
Orange Water & Sewer Authority 33 01 30.72 - 8 and Sewer Replacements or failure of the felt tube as a result of overstressing due to the elevated curing temperatures prior to completion of the final cure.
d. Curing using Circulating Heated Water:
1). After the inversion is completed, Contractor shall supply approved heat source and water recirculation equipment capable of delivering heated water throughout the section to uniformly raise the water temperature above the temperature required to achieve a final cure of the resin. This temperature shall be as recommended by the resin/catalyst system manufacturer. The heat source shall be fitted with suitable monitors to gauge the temperature of the incoming and outgoing water supply. An additional gauge shall be placed between the impregnated felt tube and the host pipe in the downstream manhole at or near the bottom to determine the temperatures during cure.
Water temperature in the line during the cure period shall not be less than 150 deg F nor more than 200 deg F as measured at the heat source return line.
Initial cure shall be completed when inspection indicates the exposed portions of the pipe to be hard and sound and the remote temperature sensor indicates that an exotherm has occurred. The recirculation of the water and cycling of the heat exchanger to maintain the water temperature shall continue for the duration of cure recommended by the resin manufacturer, modified for the specific installation process chosen.
2). After completion of the heated water cure, cool the hardened pipe to a temperature below 100 deg F before relieving the static head in the inversion standpipe. Cool-down shall be accomplished by the introduction of cool water into the inversion standpipe to replace water being drained from a small hole made in the downstream end. Care shall be taken in the release of the static head so that a vacuum will not be developed that could damage the newly installed pipe.
e. Curing using Steam:
1). After the inversion is completed, Contractor shall provide steam generating equipment to distribute steam throughout the section and uniformly raise the temperature within the…
