Performance Work Statement Special Boat Team TWENTY

Vessels for Small Boat Interdiction Support

1. BACKGROUND

1.1 Special Boat Team TWENTY (SBT-20) requires support vessels for training requirements.

2. OBJECTIVES

2.1 The objective of this training requirements is to lease two vessels in support of

Coastal Troop 1’s Unit Level Training.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, equipment and facilities (not otherwise provided by the Government) to support requirements as defined in this Performance Work Statement (PWS).

4. REQUIREMENTS

4.1 Contractor shall provide two vessels (fully staffed, with captain) to support SBT-20’s three (3) day exercise:

4.1.1 One vessel, no less than 30 feet and no greater than 50 feet in length capable of transiting in open ocean-going vessel with a variable to low freeboard profile. The Vessel shall have the ability to make speeds up to 16-18 knots with a cruise speed of approximately 10kts as required to perform the desired movements on the navigational track routes.

Aluminum hull preferred (US Gov’t prefers aluminum hull over fiberglass to reduce risk to cosmetic damage). Vessel must have at a minimum, one state room, and allow boarding by personnel and discharge of blank ammunition and/or sim-munition on board. This vessel may be utilized for up to 8 hours of on-station time not to include transit to and from the Area of Operations.

4.1.2 One vessel, no less than 50 feet and no greater than 70 feet in length capable of transiting in open ocean-going vessel with a variable to low freeboard profile. The Vessel shall have the ability to make speeds up to 18 knots with a cruise speed of approximately 12kts as required to perform the desired movements on the navigational track routes. Vessel must have at a minimum, one state room, and allow boarding by personnel and discharge of blank ammunition and/or sim-munition on board. 4.1.3 The Contractor shall be in compliance with up-to-date Coast Guard regulations and inspections and has necessary insurance coverage to support training or real-world mishaps.

4.1.4 Vessels must have current US Coast Guard certification and inspection to operate in open oceans out to 50 nautical miles.

4.1.5 The Contractor shall provide Captains and crew to operate the contractor-provided vessels.

4.1.6 The Contractor shall accept US Navy personnel on board to oversee and facilitate training event.

4.1.7 All crew and personnel must be US Citizens.

4.1.8 Crewmembers must have prior NSW SOF experience.

5. QUALITY ASSURANCE

5.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. USG personnel shall only perform a limited visual inspection of the proposed vessel. Due to the limited visual inspection, vessel inspection will not include any determination or finding with respect to whether the vessel or any of the vessel’s equipment or systems are fully operational as required under the resulting contract. The responsibility of ensuring the provided vessel meets the requirements of paragraph four of this PWS, in addition to ensuring the vessel complies with all applicable local and maritime law, is the responsibility of the contractor.

5.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

6. PLACE OF PERFORMANCE

6.1 Training shall be conducted in the Virginia Capes area. Additional details about location will be provided upon contract award.

7. PERIOD OF PERFORMANCE: Period of performance may be subject to change due to

COVID-19, the below dates are provided as an estimate and the successful awardee shall coordinate with the technical representative (provided upon award) in order to solidify performance dates:

19Nov (1500 - 2300)

20Nov (1500 - 2300)

8. COVID 19 REQUIREMENTS: Contractor shall follow all CDC and DOD guidelines for COVID prevention. Contractor is responsible to provide all required Personal Protection Equipment (PPE). PPE includes: N95 masks, disposable nitrile gloves, and hand sanitizer for their employees. Contractor personnel may be subject to quarantine periods at certain locations and shall comply with any federal, state, or local quarantine requirements. Any contractor personnel traveling to the exercise area from out of state is recommended to quarantine 14 days prior to departure to exercise location. All employees traveling from outside the area may be examined by SBT20 medical department prior to start of tasking.
