Performance Work Statement Version: 20241104

Naval Special Warfare Command Support Vehicle Maintenance and Repair Contract

1. BACKGROUND

1.1 Maintenance and Repair Services to support All-Terrain Vehicles (ATV)s, Side by Side Vehicles, Jet Skis, and Golf Carts that require routine maintenance and repairs as needed.

2. OBJECTIVES

2.1 To establish a 5-year indefinite delivery indefinite quality (IDIQ) contract through issuance of task orders. This IDIQ will provide ATV, Side by Side Vehicles, Jet Skis, and Golf Cart maintenance and service to keep equipment operational during this contract award period.

3. SCOPE

3.1 The Contractor shall provide all labor, materials, and supervision necessary to service all items included on the Inventory List.

3.2 The Contractor shall perform mechanical and body repair services on the equipment listed on the

Inventory List.

3.3 The Contractor must possess the capability to perform both scheduled preventive maintenance and corrective repairs with flexibility regarding the location of service to include Field Service Capability to support multiple on-site preventative maintenance and repairs.

3.4 The Contractor shall ensure that all personnel are adequately trained and certified to perform maintenance and repair services on the specified equipment.

3.5 The Contractor shall provide a warranty for all parts and labor associated with repairs and maintenance.

3.6 The Contractor shall offer post-service support to address any issues that arise after the completion of services.

3.7 The Contractor shall provide the pick-up and drop-off of all equipment. The Government location will be identified at the task order level.

4. REQUIREMENTS

4.1 The Contractor shall conduct maintenance and repairs in accordance with the PWS.

4.2 The Contractor shall use only high-quality parts, fluids, and materials that meet or exceed manufacturer specifications.

4.3 The Contractor shall follow all manufacturer-recommended procedures and guidelines for all maintenance and repair services.

4.4 The Contractor must have the necessary vehicles and equipment for safe transportation of ATVs, side-by-side vehicles, and golf carts.

4.5 The Contractor shall communicate with the designated Government representative regularly to provide updates on the status of ongoing repairs and maintenance.

4.6 The Contractor shall immediately notify the Government representative of any unexpected issues or delays that may impact the timely completion of services.

4.7 The Contractor shall maintain detailed records of all repairs and services performed, including parts used and labor hours for each serialized vehicle.

SECTION A: ATVs, Side by Side Vehicles, and Jet Skis

4.8 ATVs and Side by Side Preventative Maintenance and Repairs:

4.8.1 The contractor shall provide technical personnel with a minimum of manufacturer-based certifications to complete routine preventative maintenance in accordance with the manufacture recommendations to all inventory of ATV/Side by Side vehicles as identified at 4.8.2.

4.8.2 The Contractor shall perform the following routine preventative maintenance:

4.8.2.1 Change all fluids in machine to include:

a) Engine oil

b) Transmission oil

c) Differential oil

d) Brake Fluid

4.8.2.2 Change:

a) Spark plugs

b) Fuel filter

c) Oil filter

d) Transmission filter

e) Air filter

f) Fuel vent breather filter

4.8.2.3 Inspect, adjust, lubricate, or replace as required (Multi Point Inspection):

a) Tire pressure and wear

b) Coolant

c) Wheel alignment

d) Throttle free play

e) Idle speed

f) Windshield wipers and washer fluid (If applicable)

g) Grease chassis, driveline, suspension, and pivot points

h) CVT belt, CVT pulleys, and clutches for damage or wear

i) Brake system for damage, wear and proper operation

j) Suspension and related components

k) AWD system for proper operation

l) Battery voltage and charging system for proper operation

m) Safety equipment for proper operation (Seat belts, lights)

4.8.2.4 Test ride machine

4.8.3 Upon Completion of repairs, Contractor shall provide a maintenance report. Over and

Above repairs found during annual maintenance shall be submitted along with a cost estimate to the Government POC. If approved, they shall be funded and incorporated via separate mod or task order request.

4.9 Jet Skis – Preventative Maintenance and Repairs:

4.9.1 The Contractor shall provide technical personnel with a minimum of manufacturer-based certifications to complete routine preventative maintenance in accordance with manufacture recommendations to all Jet Skis as identified in 4.9.2 or similar assets agreed upon at Task Order level.

4.9.2 Performs routine preventative maintenance on Jet Skis to include:

4.9.2.1 Manufacturers’ periodic maintenance recommendation for 100 hour or 12-month time frames. Contractor shall check the following for damage:

a) Fuel line / Fuel hoses

b) Fuel filler cap/water separator O-rings

c) Fuel tank installation and straps

d) Water inlet strainer for clogs/damage

e) Cooling water hoses

f) Engine oil to be replaced

g) Oil filter to be replaced

h) Intermediate housing to be lubricated

i) Spark plugs

j) Terminals for battery leads

k) Steering mater operation

l) Steering cable exterior connections and to be lubricated

m) Electric trim rod exterior, connections, and to be lubricated

n) Shift rod and reverse gate exterior, connections, and to be lubricated

o) Air filter element

p) Air intake hoses

q) Throttle body valves to be lubricated

r) Exhaust system

s) Breather hose

t) Impeller

u) Jet thrust nozzle to be lubricated

v) Jet vacuum bilge check hoses/clamps and clean

w) Electric bilge pump check operation, hoses, and clamps; clean strainer

x) Stern drain pump check operation, hoses, and clamps; clean strainer

y) Anode check and clean

z) Rubber coupling

aa) Engine mount

4.9.3 Upon completion of repairs, Contractor shall provide a maintenance report. Over and Above repairs found during routine preventative maintenance (or on an as-needed basis) shall be submitted. If Over and Above work is needed, a cost estimate shall be submitted to the Government POC.

SECTION B: Golf Carts

4.10 Golf Carts– Preventative Maintenance and Repairs:

4.10.1 The Contractor shall provide technical personnel that can provide complete routine preventative maintenance in accordance with manufacturer recommendations to all Golf Carts as identified in 4.10.2.

4.10.2 The Contractor shall perform the following annual maintenance:

a) Inspect wiring and check for obvious electrical issues that could pose problems

b) Inspect battery fluid levels and fill as needed

c) Inspect and clean battery terminals and cables and apply protector as needed

d) Inspect that the charger or starter-generator are functioning properly

e) Inspect brushes on electric motors

f) Inspect speed controller and lubricate contacts as needed

g) Inspect brake shoes, drums, cables, and fluids and adjust/refill as needed

h) Inspect operation of fuses, lights, horn and warning buzzers

i) Inspect tire condition and air pressure and fill as needed

j) Inspect safety equipment for proper operations

k) Tighten front end and joints and align as needed

l) Test ride machine

4.10.3 Upon Completion of repairs, Contractor shall provide a maintenance report. Over and Above repairs found during annual maintenance shall be submitted along with a cost estimate to the Government POC. If approved, they shall be funded and incorporated via separate mod or task order request. See 4.6 for more detail.

4.11 Other ATV/Side by Side and/or Golf Cart not identified under Addenda 03 – Inventory List:

4.11.1 The Contractor shall provide technical personnel with a minimum of manufacturer-based certifications to complete routine preventative maintenance in accordance with the manufacture recommendations to all other ATV/Jet Ski and/or Golf Cart.

4.11.2 All maintenance and repairs on other ATV/Side by Side and/or Golf Cart is subject to negotiation prior to performance of the work.

4.11.3 Upon completion of preventative maintenance or corrective repair, Contractor shall provide a maintenance report.

4.12 If Over and Above services are approved, they will be funded and incorporated via separate mod or task order request. At any time, the equipment listed under Addenda 03 or other equipment not identified in Addenda 03 needs body repairs/services, the Contractor shall provide the following:

4.12.1 Perform mechanical repairs as needed by:

a) Diagnosing the item brought in for mechanical repair/service

b) Preparing and sending the POC listed on the task order a quote for the mechanical repair/service

c) Over and Above work is subject to negotiation prior to performance of work

d) In accordance with 252.217-7028, Over and Above Work, you must have approval prior to the performance of work.

e) If Over and Above repairs are approved, they will be funded and incorporated via separate mod or task order request.

4.12.2 Body repairs shall be performed as needed by:

a) Inspection of body damage

b) Preparing and Providing cost estimate and inspection report for body repairs/services.

c) Over and Above work is subject to negotiation prior to performance of work.

d) In accordance with DFARS 252.217-7028, Over and Above Work, you must have approval prior to the performance of work.

e) If Over and Above repairs are approved, they will be funded and incorporated via separate mod or task order request.

4.13 Upon Completion of Over and Above work, Contractor shall provide a maintenance report.

6 CONTRACTOR MANPOWER REPORTING

6.1 The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for NSWC via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://sam.gov. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk on the sam.gov website.

7 CONTRACTOR TRAVEL

7.1 Contractor travel is not authorized.

8 SECURITY CONSIDERATION

8.1 Pick-up and delivery will be provided at task order level. Dates and times will be coordinated through the Contracting Officer Representative. The Contractor will be escorted on and off base.

9 QUALITY CONTROL

9.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

10 QUALITY ASSURANCE

10.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’ compliance to the contract terms and performance of the requirement in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in a objective, fair, and consistent manner.

10.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

* No more than 2 valid complaints per year.

PRS # 3 Administrative Tasks. The Contractor provides the necessary management and oversight necessary to comply with the administrative requirements of the PWS.

This includes logistic support functions and timely submission of deliverables and invoicing.

Collateral functions are conducted in a manner that Government property is always safeguarded to avoid loss or damage to property and quality personnel replacements are arranged in a timely manner such that there is no degradation of services.

Contractor submits deliverables and invoices in a timely manner.

* Collateral duties are performed in a manner that maintains the routine maintenance/ repairs and no instances of damage or loss to Government property due to contractor negligence are reported.

* Deliverables, inclusive of maintenance and repaired equipment and reports, are submitted in the time frame and in accordance with the procedures of the PWS.

* No more than two complaints relating to timely submission of deliverables.

13 PERIOD OF PERFORMANCE

13.1 The contract shall have a 5-year ordering period. Per FAR 52.217-8, the Government may extend the ordering period up to 6 months.
