NAVAL SPECIAL WARFARE COMMAND

SPECIAL OPERATIONS TACTICAL MEDIC PROGRAM

PERFORMANCE WORK STATEMENT

GENERAL: This is a non-personal services contract to provide specialized Emergency Medical Technician (EMT)- Paramedic Training to NSW personnel. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government and Commander Naval Special Warfare Command (COMNAVSPECWARCOM).

1. BACKGROUND:

1.1. Special Warfare Operator (SO) and Special Warfare Boat Operator (SB) rated personnel no longer attend the Special Operations Combat Medic (SOCM) Course at the Joint Special Operations Medical Training Center located on Fort Bragg in order to be trained, designated and serve as primary combat medics for Naval Special Warfare (NSW) and United States Special Operations Command (USSOCOM). Naval Special Warfare Special Operations Tactical Medic schoolhouse (NSW SOTM) is now the sole source of NSW Medics utilizing the nationally recognized paramedic certification as a standard, along with other DOD recognized protocols and standards of care for Special Operations Forces (SOF) Medics. The Nationally Registered Paramedic qualification is foundational in the development of competent SOF battlefield medics.

2. OBJECTIVE:

2.1. This course of instruction has been modified to meet the requirements set out by WARCOM and has leaned on nationally accredited certifications for curriculum, learning objectives and learning outcomes validated through accredited national standardized and controlled testing to establish a baseline capability to then further develop NSW personnel organically as capable SOF Medics.

Presently, the USSOCOM Instruction 350-29 is in the process of update and validation. Currently the SOTM schoolhouse cannot issue a Special Operations Advanced Tactical Paramedic (SO- ATP) card for which SOCOM wide is accepted as a standard requirement for primary SOF medics. Until the revision of the 350-29 is completed and the SOTM schoolhouse can grant that qualification the command relies on the Nationally Recognized Paramedic (NRP) standards because of the universal acceptance of training standards, requirements, and qualifications of senior health care providers and health treatment facilities. The NSW SOTM Paramedic COI is designed as a blended Paramedic level COI focused on tactical combat casualty care and tailored to NSW operational requirements while satisfying nationally recognized certification and training for Paramedics. The NSW SOTM Program is currently established and authorized by the Louisiana Bureau of Emergency Medical Services (LABEMS) to provide EMT Basic through EMT Advanced COI. The SOTM Paramedic COI will leverage an existing accredited Paramedic program to facilitate future NSW SOTM Program accreditation and the establishment of appropriate recertification mechanisms for State and NRP certifications.

3. SCOPE OF WORK:

3.1. The Contractor shall possess all required authorities and accreditations to support the NSW SOTM Program/Schoolhouse and personnel to deliver a condensed and accredited Paramedic COI with associated re-certification for cadre when needed consistent with the LABEMS, National Registry Paramedic (NRP), and NSW tactical combat medic requirements. This shall also include those requirements needed to successfully facilitate future accreditation of the NSW SOTM Program by the Commission on Accreditation of Allied Health Education Programs (CAAHEP). The Contractor shall provide appropriately qualified personnel, services, materials, equipment, supplies and facilities necessary to meet all learning objectives and requirements for State and National Registry Paramedic (NRP) certification for NSW SOTM students. This shall be accomplished in coordination and support of the NSW SOTM personnel providing SOF tactical medic, EMT, and Paramedic training on location at the NSW SOTM Schoolhouse/facilities on board the John C. Stennis Space Center. All training provided to meet NRP certification for students and re-certifications for cadre requirements shall be in accordance with applicable local, state, and nationally recognized authoritative agencies, organizations, standards, and guidelines.

These requirements include certification, accreditation, training and programmatic standards as recognized by CAAHEP, Committee on Accreditation of Educational Programs for the Emergency Medical Services Profession (CoAEMSP), National Registry of Emergency Medical Technicians (NREMT), Louisiana Bureau of Emergency Medical Services (LABEMS), The Department of Transportation (DOT) National Highway Traffic Safety Administration (NHTSA), National Emergency Medical Services Education Standards for Paramedic and National EMS Scope of Practice Model. Requirements may expand in the future to adjust to changing certification, accreditation, training and programmatic standards.

4. REQUIREMENTS: The Contractor shall possess all programmatic authorities and provide qualified personnel, services, materials, equipment, supplies and facilities necessary to meet all learning objectives and requirements. The contractor shall have adequate MOA/MOUs (Third Party Clinical Rotation Agreement) in place to support clinical rotations with hospitals and ambulance services. A templated version of required agreement language pertaining to NSWC personnel is in Attachment 01 and contractor shall ensure execution of these agreements as required prior to commencement of COIs.

The contractor shall provide a copy of third-party agreements within thirty calendar days before any clinical rotation begins. Execution shall at all times be in coordination with and in support of the appropriate NSW SOTM Staff and/or teaching cadre.
