About this file

This is Addendum #3 for a Request for Qualifications (RFQ) for On-Call Engineering Services issued by the Town of Basalt, Colorado. The addendum documents a pre-proposal conference held on November 18, 2024, at the Basalt Town Hall, with proposals due on January 6, 2025, at 2:00 PM MST. The Town seeks a primary on-call engineering firm to support multiple municipal departments, including work on projects related to the municipal water system, street improvements, small drainage projects, construction inspection, occasional surveying, and development review. The selected firm will also be asked to support projects outlined in the recently completed Water Utility Master Plan (WUMP), with the Town maintaining separate contracts for hydrology, water rights engineering, and GIS support.

The addendum clarifies that the Town is flexible regarding in-person versus remote work and expects bidders to provide cost estimates for travel and meeting arrangements. The selected firm will primarily support the planning department through development review of individual projects, with larger planning efforts to be contracted separately. The Town reserves the right to engage alternative firms if conflicts of interest arise. The attached Capital Improvement Plan (CIP) outlines water system improvement projects spanning from 2024 to 2044, with a total estimated capital project budget of approximately $12.3 million, including initiatives for wells, springs, hydro plant, water treatment plant, distribution system improvements, and general infrastructure upgrades.

Addendum #3

Request for Qualifications for On-Call Engineering Services

Bid Due Date: January 6, 2025 (unchanged)

Addendum Date: November 19, 2024

A pre-proposal conference was held at 2:00 PM, on November 18, 2024, in Town Council Chambers, Basalt Town Hall, 101 Midland Avenue, Basalt, CO 81621. During the meeting the following questions were asked and responses provided. Answers and clarifications are provided in italics following each question:

1. The following clarification was made to the Procurement Timeline:

RFQ Issued October 30, 2024 Pre-Proposal Meeting November 18, 2024, at 2:00 PM RFQ Questions Close December 19, 2024 RFQ Questions Reply December 23, 2024 Proposals Due January 6, 20242025, at 2:00 PM MST Interviews with top teams TBD Town Council Approval January 14, 20242025

2. The scope of work mentions that water engineering and GIS will not be part of this contract, is that still the case?

Yes, the Town will maintain existing contracts for both hydrology and water rights engineering work. GIS support has also been contracted separately, but please identify whether your firm has someone capable of support the Town’s GIS needs on staff.

3. Is there a preference for in person versus remote work?

The Town is flexible around this item. Please provide your estimate of costs associated with travel to Basalt for meetings and/or site visits, and what your expectations would be around in person versus remote meetings.

4. What types of projects might the selected firm work on?

Historically the Town’s on call engineering firm has supported staff with projects associated with the municipal water system, street improvements, small drainage projects, construction inspection, occasional surveying, and in development review. This work will continue; however, the Town recently completed a Water Utility Master Plan which prioritizes capitol projects for the next 10 years. The selected firm will be asked to support the Town in completing many of these projects.

The WUMP can be found here: LINK And the associated CIP is attached to this addendum.

5. Are we considering more than one consultant should there be a conflict?

The Town would like to identify a primary firm to be identified as the Town’s on-call engineer.

The Town also realizes that there may be instances when a conflict of interest is identified. In these cases the Town will have flexibility to reach out to alternative firms for assistance.

6. What sorts of projects are identified in the WUMP?

See the response to question 4.

7. To what extent are planning services included, comprehensive plans, and other planning efforts?

The selected firm will primarily support the planning department through development review of individual planning projects. Any larger planning efforts will be contracted separately.
