Further, the testing must be performed - when an adequate steam load is present to prevent the need to blow steam to the atmosphere.

3.4 CANCELLATION AND RESCHEDULING

Cancellation of testing is defined as a termination of a scheduled inspection service.

Direct costs are defined as labor cost and actual incurred per diem expenses for the day of the originally scheduled inspection.

Rescheduling is defined to be a postponement, or delay of a scheduled inspection without seven (7) calendar days' notice.

When cancellation or rescheduling is due to errors or omissions by the Contractor, the DFD shall not pay for any costs incurred by the Contractor. In addition, the cancellation or rescheduling may be cause for termination of the Contract.

If cancellation or rescheduling occurs at the request of the DFD such that a scheduled test date on the contractor's work schedule remains unfilled, the Contractor may bill for direct costs associated with the delay. Cancellation or rescheduling billings shall not exceed the bid cost of the schedule test as stated in Section 2 of Attachment A - Cost Sheet.

The DFD shall not pay a rescheduling penalty when another test site is substituted for the originally scheduled test location.
