About this file

This is a Sole Source Justification document issued by the Greater Orlando Aviation Authority in Florida for an Access Control Computer Based Training (CBT) system upgrade. The Aviation Authority seeks to upgrade its existing AirTera CBT system, which is used to train new employees and retrain badged employees in compliance with TSA 1542 regulations (49 C.F.R. Part 1542) covering SIDA and non-movement area training. The proposed upgrade includes adding foreign language capabilities, incorporating a new badge design, and integrating the Aviation Authority's updated branding. The Sole Source Notice was posted on February 4, 2026, with a response due date of February 25, 2026, at 12:00 p.m., submitted electronically through the OpenGov e-Procurement Platform. The contract term is 12 months, and no renewal options are specified in the document.

The estimated contract value is $249,000, with the incumbent vendor being NATACS Acquisition LLC, operating as AirTera. The Aviation Authority justifies the single-source procurement based on the proprietary nature of the AirTera CBT system, AirTera's position as the original designer and installer, and the system's integration with the Aviation Authority's badging identification management system. The Authority contends that competitive procurement would require complete system replacement, which would be cost-prohibitive and disruptive to badging operations. Responses are solicited to determine whether competitive procurement is in the Authority's best interest, though this notice is explicitly not a solicitation. The Chief Executive Officer has authority to award contracts up to $250,000, placing this procurement within that threshold. Respondents are required to provide company information, contact details, a statement of capability, and an authorization letter if applicable.

Access Control Computer Based Training (CBT) Upgrade

1. Sole Source Justification

1.1. Summary

Procurement Details: The Aviation Authority is currently using AirTera's Access Control

Computer Based Training (CBT) system. This system is used to train all new employees and retrain all currently badged employees to ensure compliance with TSA 1542 regulations, outlined in 49 C.F.R. Part 1542 (SIDA and non-movement area training).

This upgrade includes adding foreign languages, incorporates the new badge design and the Aviation Authority's new branding.

Estimated Value: $249,000

Term (Years): 12 Months

Vendor: NATACS Acquisition LLC DBA AirTera

Justification: The AirTera CBT system is proprietary. AirTera is the original designer and installer of the Aviation Authority’s existing CBT system and AirTera has the technical knowledge to support and upgrade the system. AirTera hosts and maintains the system on their servers, and it is integrated with the Aviation Authority's badging identification management system.

Because the AirTera CBT system is proprietary, other contractors would not be able to access the information necessary to support and upgrade this system. Therefore, the use of other companies to perform this work may jeopardize the CBT system's integrity in its entirety.

A new competitive procurement will require replacement of the existing CBT system, which would be extremely cost prohibitive and disruptive to the badging process.
