About this file
This Statement of Work outlines requirements for supplying and installing two 45kVA Buck Boost step-up transformers at DLA Distribution Warner Robins, GA Building 351. The transformers are needed to correct a voltage mismatch with recently installed Ingersoll Rand 30HP air compressors, which require 230V but are currently connected to 208V power sources. The project involves installing the transformers between existing 208V, 100-amp disconnects and the compressors, along with new 100-amp fused disconnect switches on the secondary side.
The transformers must be Square D Model Q-5421928 or equivalent, three-phase, with primary voltage of 208V Delta and secondary voltage of 240V Delta. The contractor must provide all labor and materials for a turnkey installation compliant with NEC standards, including documentation, installation diagrams, and maintenance manuals. A one-year warranty is required after final acceptance. The installation is needed for Building 351's Box Shop operations, where two new air compressor systems were installed in September 2024 to replace 30-year-old units.

STATEMENT OF WORK
FOR STEP-UP TRANFORMERS FOR NEWCOMPRESSED AIR SYSTEM
AT BLDG 351
DLA DISTRIBUTION WARNER ROBINS, GA
1. Background:
A. Requiring Organization: DLA Distribution Warner Robins, GA (DDWG), Building 351
B. History: Two Ingersoll Rand 30 horsepower (HP) air compressors systems were installed as part of the Box Shop in Bldg. 351 in Sep 24. The previous compressors were installed over 30 years ago and these new units are the replacements. The compressed air system supplies the air required to operate all wood working equipment within Bldg. 351. The existing two100 amp disconnects were labeled as 240 volt, 3 phase to power the two compressors. The problem encountered was that the disconnects were mislabeled and the old compressors were mislabeled because the building power disconnects were actually two 208 volt,100 amp, 3 phase. This is causing the compressors to trip the breakers during peak demand because incorrect voltage is being supplied. Also, over the long term, this problem could damage the compressors.
C. Scope of This New Contract: Supply and install two new 45kva Buck Boost or Equivalent Dry Type Step-Up Transformers (one for each compressor) (hook these to the existing 208 volt, 100 amp disconnects for each compressor on the primary side of the transformers then supply and install two 100 amp fused disconnect switches for the secondary side of the transformers. Then the contractor shall hook up the two new compressors to the secondary side of the transformers to convert the power from 208 volt to 230 volts, 3 phase power.
Specifications for the transformers are as follows:
Provide 2 each SQUARE D Co. Model Q-5421928 or equivalent transformers
· Designation: 45 KVA Buck Boost Transformer

B. Contractor supplied and installed two (2) each new compressed air supply systems (including air compressor, air dryers and filters) designed to provide compressed air to the box shop equipment in Bldg. 351. All equipment furnished was be designed and rated by the manufacturer for “continuous industrial use”. All required piping, valves, filters, separators, regulators, gauges, lubricators, and auxiliary components were provided by the contractor. The compressed air supply system shall include:
1) The compressors were designed to work such that each unit works on alternating days to ensure equal utilization. In addition, the second compressor was designed to activate in the event that the primary compressor for that day does not have sufficient capacity for the all the air requirements for the equipment at that particular time until the peak demand is satisfied. Salient characteristics of the compressors were as follows:
- Tank Style: horizontal

3. New Requirements to be provided under this contract:
A. All work and equipment shall comply with applicable requirements of OSHA, NEMA, NEC, NFPA, and ANSI codes and standards. Contractor shall also comply with all Federal and installation rules and guidelines while working on site.
B. Modification Required Under This Contract is to correct wrong voltage specified in the contract: Contractor shall supply and install two (2) 45KVA Step Up Boost Transformers (208 v to 230 v). The building disconnects were marked wrong. It said the disconnect was 100 amp 240 power source. Ingersol Rand discovered the power was marked wrong on the disconnect when they went to install the new compressors. The contractor shall supply and install the transformers and install two 100 amp fused disconnect switches for the secondary side of the transformers. The contractor shall also provide all necessary labor and electrical supplies to ensure a turnkey installation of the Step-Up Transformers in accordance with NEC so the correct voltage is supplied to the compressors.
