2.0 BACKGROUND
2.1 The contractor must provide the Drug Enforcement Administration (DEA) with services to replace a single-ply roof. The location for the performance of work is at Fort Worth, Texas 76177-5300. The building has approximately 125,630 square feet of roof, including the second-floor office space, hanger and guard room.
2.2 The existing roofing system currently installed is a single ply EPDM membrane with granular over rigid insulation on a metal deck. A Moisture and Water Intrusion Assessment Report was conducted and found failures in the existing roofing system. A roof inspection found deteriorating roofing materials; including flashing and seams failures on roof and parapet wall;
ponding; cracking; and surface degradation throughout the main and guard roof.
2.3 The Contractor must provide all labor, material, equipment, transportation, supervision, and building permit(s) necessary to perform the Scope of Work. The contractor must perform all work as necessary to complete the contract in a satisfactory and acceptable manner and adhere to all applicable federal, state and local codes and regulations. The contractor must be responsible for protecting work in place and protect the facility from any damage related to uncovered or partially covered work.
3.0 SCOPE
3.1 WORK PHASES
Work must be broken down into manageable sections, with close coordination with the DEA Facility Manager, in such a way to minimize impact on the ongoing operations inside the building, and to minimize exposure of the building interior to any possibility of exposure to the elements. WORK MUST BE MADE WEATHER-TIGHT AT END OF EACH DAY.
3.2 INITIAL BID FOR DESIGN AND CONTRACT INTENT
The following work items form the basis of the design & intent of the project. Each item will contain a minimum requirement or product name utilized as a basis of design serving only as a guide to establish a level of quality expected for the feature of work. Each feature of work will be more specifically defined, as stated in the scope of work and specifications to be generated for this project. Alternate materials may be utilized with justification that adhere to the intent to provide a quality product and will meet or exceed warranty requirements provided elsewhere in this document. Any substitution must be approved by the DEA Project Manager with justification in advance of any changes to the scope of work.

The escort personnel do not need to have a security clearance but will maintain accountability for personnel and be in a position to provide oversight for reporting, safety, quality control and security requirements.
3.5 INSPECTIONS
The contractor, as part of his obligation for administrative reporting, will also have work inspected by DEA approved personnel related to certain phases of the work. There will be milestone inspections related to areas of work progress. The contractor must include inspections as a part of the schedule for consideration and planning. Upon completion of demolition, surfaces and conditions prepared for new product installations will be inspected. All inspections and conditions if required for warranties will be included on the schedule.2
