About this file

This is a Single Source Justification form (FWS Form 3-0034) for a purchase under the Simplified Acquisition Threshold (SAT) from the U.S. Fish and Wildlife Service regarding urgent repairs needed at the USFWS hangar in Fairbanks, Alaska. The justification addresses the replacement of a failing backup pump in the facility's hydronic heating system, which is critical for maintaining operations when temperatures can drop to -50°F.

The document outlines that market research consisted of internet searches for pump costs and local labor rates, with previous repair bid requests showing limited vendor interest in the Fairbanks area. The selected vendor has proven experience, having worked on the same heating system within the past year with excellent performance. Pricing has been evaluated against similar utility repair contracts and deemed fair and reasonable. The justification is approved by Program Officer James Fox and Contracting Officer Chelsea Devivo in February 2025, authorizing sole source acquisition procedures under FAR Part 13 due to the urgent nature of the requirement and the vendor's ability to respond quickly to the emergency.

Text3: Recent heating system repair request for bids highlighted lack of interest in the Fairbanks vendor pool
Text2: Internet search for pump cost plus recent labor rates for Fairbanks heating system repairs
Text1: The USFWS hangar in Fairbanks Alaska is a multi-million dollar facility with multiple aircraft. The facility has plumbing and heating system that must be functional. The heating system is critical in the winter when temperatures can drop to -50F. Currently, the hydronic system pump has failed. The system is functioning on the backup pump. The backup pump is old and could fail at any moment jeopardizing the function and very expensive damage to the faciilty. A replacement pump must be special ordered thus creating delays and greater threat to the facility.
Text4: There are no barriers to competition. This vendor can react quickly to this emergency.
Text6: Pricing has been evaluated based on urgency and previously approved utility repair contracts for similar services and pricing has been determined to be fair and reasonable.
