1.0 BACKGROUND AND EXISTING CONDITIONS:

The Ocracoke Maintenance Yard fence is in place to protect the National Park Service property on site and to maintain park operational activities. This currently installed fence is a chain link type, 6 feet tall from the surface and has signs of significant wear and tear. Some places of the fence have completely fallen. This project will replace the entire fence, the manual double swing gate and two single-entry swing gates with a new 6 feet tall, after installation, hot dip galvanized, and vinyl coated chain link fence, a new double gate, and two single entry gates. The existing fence was installed in 1991 and has an estimated design life of 15 years; this fence is 21 years old. The new fence will be installed in the same exact location as the old fence is currently situated in Ocracoke North Carolina.

2.0 OBJECTIVE:

Replace the current approximately 550 linear feet of 21-year-old chain link fence with a new galvanized and vinyl coated 6 feet tall, 8 gauge, with 2” mesh openings chain link fence. Replace the 6 ‘tall manual double swing gate with a pinch rolling gate. Also replace the two single-entry 6’ tall swing gates in the same location with new 6’ tall single entry commercial swing gates that are galvanized and vinyl coated.

This installation includes securing all support posts 24” – 36” deep with freshy poured 3000 psi cement.

All intermediate line posts and end posts will have caps. All end types will be knuckle twisted. Tie wires shall be 9-gauge galvanized and vinyl coated. All Tension wires shall be 7-gauge, galvanized coil spring tension wire that is vinyl coated. Ensure the finished installation height is 100% consistent with all entry doors, gates, and the finished height of the newly installed fence shall be 6’ above the ground. The work shall consist of furnishing and installing a new galvanized and vinyl coated chain link fencing complete with all posts, braces, gates, and all other appurtenances. All fence hardware and fittings shall be heavy duty and galvanized. All gate hinges shall be commercial duty and galvanized and welded in place. All gate frames shall be constructed with 1 7/8” diameter, schedule 40, galvanized steel pipe (minimum) and vinyl coated.

3.0 PLACE OF PERFORMANCE:

Cape Hatteras National Seashore, Ocracoke Maintenance Yard – 100 NPS Road, Ocracoke, NC 27960

4.0 TASKS/SPECIFICATIONS:

4.1 Remove and dispose of existing chain link fence approximately 550 linear feet.

4.1.1 Remove and dispose the currently installed chain link fence approximately 550 linear feet and all components (Posts, post footings, supports, tension wire, gates, and top rails etc.) offsite. Do not abandon in place any portion of the existing fence or gates.

4.2 Install Intermediate Supports, Line, Gate, and Corner Posts.

4.2.1 All 6’ tall fence line posts footings shall be 10” diameter (minimum) and shall be buried 24 inches deep.

4.2.2 All 6’ tall corner posts footings shall be 12” in diameter and be buried at a depth of 36 inches deep.

4.2.3 All 6’ tall gate posts footings shall be 12” in diameter and be buried at a depth of

36 inches deep.

4.2.4 Unless otherwise specified, line posts shall be 2 3/8” diameter, schedule 40 galvanized steel pipe that is vinyl coated, and they shall be placed at maximum intervals of ten (10) feet measured from center to center of adjacent posts. In determining the post spacing, measurement will be made parallel with the ground surface.

4.2.5 All gate posts shall be 2 7/8” diameter schedule 40 galvanized steel pipe and vinyl coated.

4.2.6 Secure all support line poles with 3000 psi concrete, dome finished (crowned) top of footing concrete, above adjacent finished surface.

4.2.7 All corner posts, end posts, gate posts, and pull posts shall be embedded, braced, and trussed in accordance with appropriate industry practice if not otherwise shown or specified.

4.3 Install all gates.

4.3.1 Install new 6’ tall cantilever double wide gate in the same location as the old gate that shall open to a 12 feet total clear passage entry way.

4.3.2 Install two new single entry 6’ tall gates in the same location as the old gates.

4.4 Install Top and Bottom Rails

4.4.1 Install top and bottom rails that shall be 1 5/8” diameter schedule 40 galvanized and vinyl coated steel pipe.

4.5 Replace all fence and gate hardware.

4.5.1 This includes all gate hinges, tension bars, tension bands, rail ends, eye tops, hog rings, ties, etc.

4.5.2 All new hardware shall be galvanized, and vinyl coated.

4.5.3 Chain link wire shall be 9-gauge core and vinyl coated with top and bottom knuckle twisted finish.

4.5.4 All nuts, bolts and washers are to be galvanized and painted to match the vinyl coating after installation.

5.0 WARRANTIES

5.1 A One-Year warranty is required on all contractor and sub-contractor labor, which does not include the individual manufacturer’s part or product implied warranties.

5.2 At least a One-Year manufacturer’s warranty is required on all parts installed. All generator and UPS parts will be installed and applied in accordance with the manufacturer’s instructions/specifications to obtain full manufacturer’s warranty

6.0 DELIVERY:

6.1 Deliver materials to the project site in original containers with seals unbroken and labeled with manufacturer's name, product brand name and type, date of manufacture, approval or listing agency markings, and directions for storing and installation

6.2 Delivery of materials to the park will be left outside within the fenced location. Items stored outside will be done at the Contractor’s own risk. Use and storage of a work trailer may be coordinated with the COR.

7.0 GOVERNMENT-FURNISHED EQUIPMENT:

7.1 No Government equipment will be provided. Water is available at the maintenance buildings via exterior hose bibs. Electricity is also available via exterior receptacles.

8.0 SECURITY:

8.1 All access to the site will be during normal business hours (M-F 7:00AM to 5:00 PM) unless temporarily pre-approved by the COR. An escort will be provided during any necessary entry into non-public or secure areas. No work will be accomplished during federal holidays, during inclement weather, in advent of an emergency or during planned park events.

9.0 SPECIAL MATERIAL REQUIREMENTS:

9.1 The Contractor must submit for the government approval all products to be used on this project prior to purchase or installation.

10.0 OTHER UNIQUE REQUIREMENTS:

10.1 This site is part of the Cape Hatteras National Seashore. Therefore, additional care must be taken while working around visitor areas. No obscene language on clothing will be allowed. Appropriate clothing and shoe wear must be worn inside of the park’s areas.

No smoking or tobacco products in or around the buildings (within 50 feet of buildings or entrances). The COR will show the crew members where the established smoking areas are located. No inside lunch areas are available. Clean-up will be accomplished 45 minutes prior to schedule closing time. No trash or debris will remain in the work site overnight. Dumpster locations if needed will be coordinated by the COR and is the sole responsibility of the contractor. Contractor’s vehicles will be parked at the discretion and coordination of the COR to prevent impact on the visiting public or on-site park staff.

10.2 During the demolition and construction phases of the project, work will be done to prevent the greatest impact on the staff operating in this area. Areas that need to be closed will be coordinated with the COR.

10.3 The contractor will provide all technical support, materials, tools, equipment, and manpower required to complete the project. The contractor is responsible for verifying existing conditions and ensuring that all parts used are correct.

10.4 Contractor is to provide porta-potty and wash station facilities and trash receptacles for his/her employees for the duration of the project. Trash receptacle is to be emptied daily and the wash station 7 toilet(s) maintained as specified by the vendor. Location of these items on site is to be approved by the COR.

10.5 This project site is in Ocracoke North Carolina. It will require transportation on a ferry from the Hatteras Ferry Terminal located at 59063 North Carolina Hwy 12, Hatteras NC

27943 to the Ocracoke North Ferry Terminal. You can see their schedule and costs at www.ncdot.gov/divisions/ferry

11.0 QUALITY ASSURANCE:

11.1 Contractor shall maintain a qualified crew throughout the duration of the project and ensure quality control. Only qualified journeypersons shall be engaged in work.

Apprentices may be used, provided they work under the direct supervision of a qualified journeyperson. A qualified crew will consist of the project manager, journeymen, and apprentices.

11.2 The services to be performed by the contractor shall be inspected by the Contracting

Officer Representative, the COR.

11.3 All work shall comply with the policies and standards of the governing bodies and applicable regulations, which include but are not limited to:

11.3.1 State and Local Codes (latest addition)

11.3.2 International Building Code (IBC, latest addition)

11.3.3 Occupational Safety and Health Act (OSHA, latest addition)

11.4 The contractor shall have a minimum of 3 years’ experience and expertise of successfully completed projects in:

11.4.1 Chain Link Fencing Installation

11.5 The Contractor must submit proof of experience by providing a list of references for projects completed on chain link fence replacements, installations, or other related work like this project.

12.0 SUBMITTALS:

Submittals shall be submitted to the CO/COR and approved prior to contract award.

12.1 Work schedule delineating the various stages of work by phase (milestones).

12.2 Submit the manufacturer’s available colors/styles and specifications for approval by the

CO/COR for all products.

12.2 Contractor shall provide copies of product specifications, manufacturer’s literature and installation instructions of materials and products to be furnished and installed.

12.3 The Contractor must submit for the government approval all products to be used on this project.

12.5 The following submittals will-be required to-be submitted before final payment is made:

12.5.1 All work warranties and product guarantees.

12.5.2 Manufacturers recommended care, operation manuals, and recurring maintenance requirements.

12.5.3 As built drawings to included dimensions, quantities, make, model, and materials.

13.0 BARRIERS & RESOURCE PROTECTION MEASURES:

13.1 Protect all exterior/interior surfaces of the building and adjacent landscaping, walks, drives, walls, signage, all adjacent buildings, and Government equipment from damage by project operations. Use suitable protective means.

13.2 Erect temporary construction barriers to protect visitors, employees and restrict pedestrian access as needed. The contractor shall work with the COR to avoid or minimize interruptions to employees working on site. Minimum is OSHA standards.
