Replace Fence at Ocracoke Maintenance Yard

1. Question: Would the ferry be the only method of transporting materials, equipment, and field labor to the project site after contract is awarded?

Answer: The only way to get to the island of Ocracoke is to take the ferry. There is a site on NCDOT with times, and two ferry's that go to Ocracoke and multiple schedules. (see link below). You can have them search the site or call NCDOT with specific questions about the Ferry.

2. Question: What all can be carried on the ferry to the island?

Answer: The ferry will allow you to coordinate with them directly - Call them if you have more questions at NCDOT: Ferry Contacts and just so we are clear, they will allow you to bring all of the maintenance supplies, materials and tools you need. It's a ferry that will carry cars, trucks, supplies and passengers. Also, there are local Hatteras and Ocracoke companies that you can rent the porta potty's, wash stations and garbage dumpsters.

3. Question: Contractor is to provide porta-potty and wash station facilities and trash receptacles for his/her employees for the duration of the project. Trash receptacle is to be emptied daily and the wash station 7 toilet(s) maintained as specified by the vendor.

Location of these items on site is to be approved by the COR. Please clarify how many wash stations contractor must provide?

Answer: The vendor must supply as many wash stations as needed for their crew.

4. Question: This project site is in Ocracoke North Carolina. It will require transportation on a ferry from the Hatteras Ferry Terminal located at 59063 North Carolina Hwy 12, Hatteras NC 27943 to the Ocracoke North Ferry Terminal. The times for the walk through at 10:30am on 3/20/24? Does this mean to be on site by 10:30am at

Ocracoke? It appears the only ferry option to this location is below and the earliest time of departure is @10:30am until 3/25/24.

Answer: The vendor can access Ocracoke from other ferry terminal locations, I would not recommend using the Cedar Island terminal. I would recommend they use the Hatteras

Terminal location to get on the ferry to Ocracoke. The schedule is much more frequent. Yes, the site visit is on March 20th at 10:30 am for 1 hour. Ocracoke going back to Hatteras. We highly recommend that the vendor should leave from Hatteras on the 8 or 9 am ferry to Ocracoke from Hatteras.

5. Question: Vinyl coating what is the color of the fence is it galvanized or is it going to be another color?

Answer: The Scope of work says the fence and all hardware shall be hot dip galvanized

AND coated with vinyl (both). The color selection of the vinyl coating will be determined at submittals (most likely a green).

6. Question: How many gates there are and their type in the solicitation, it states that the cantilever is double wide is it a cantilever or a double gate?

Answer: There are a total of 3 existing gates being replaced in this scope of work.

1. Double Swing Gate - Replaced with a Cantilever - Pinch Roller Gate

2. Single Swing Gate - Replaced with New Single Swing Gate

3. Single Swing Gate - Replaced with New Single Swing Gate

The scope of work also states that the existing manual double swing gate is to be replaced with a new pinch rolling cantilever type gate. The new cantilever gate must open to a

12 feet total clear passage entry way.

Additional Questions:

7. Question: can we demolish all the fencing at once? This would be faster but leave the compound unsecure for 6-10 days. The SOW is silent on restrictions.

Answer: We would like to make sure that the area is safe and secure - at least with temporary fencing or the contractor may do the work in small sections at a time. We cannot leave the area unsecure. Section 13.1 and 13.2 require the contractor to maintain the security. It advises them to erect temporary construction barriers as needed. They may have another way of doing this, but if they remove the fence entirely and don't put up a temporary fence, how will they maintain security. Perhaps they have another plan. A simple safety fence should be sufficient. Also, OSHA standards are the minimum requirement. OSHA temporary construction fence requirements dictate that temporary fencing must be on site to prevent or limit access to hazardous areas (like high-voltage areas or areas with fall risks).

Temporary fencing keeps pedestrians and vehicles from entering the construction site and causing damage or injury. Temporary fencing also serves as a theft deterrent if that’s a concern in your area. OSHA would require temporary fencing in this project.

SOW - 13.1 Protect all exterior/interior surfaces of the building and adjacent landscaping, walks, drives, walls, signage, all adjacent buildings, and Government equipment from damage by project operations. Use suitable protective means.

SOW - 13.2 Erect temporary construction barriers to protect visitors, employees and restrict pedestrian access as needed. The contractor shall work with the COR to avoid or minimize interruptions to employees working on site. Minimum is OSHA standards

8. Question: Is fence to be galvanized or black? Packet has hot dipped galvanized and black vinyl coated. These are 2 separate products. (2.0)

Answer: Yes, the fence is to be galvanized AND vinyl coated. We want the fence to be both galvanized and then vinyl coated. The sturdiest and best chain-link fencing has both galvanized wire and vinyl. The vinyl adds yet another layer of protection to the galvanized steel. Vinyl also enhances the visual appeal of a chain-link fence. The standard color for a chain-link fence is black, but green is another option.

9. Question: If black, is SS-40 (Domestic) 50,000 PSI yield acceptable in place of SCH-40

(Imported) 30,000 yield? SS-40 has a smoother finish and gives better adhesion when powder coated.

Answer: -40 and SCH-40 are both acceptable. Propose your preferred option and justify why it's the better choice on your proposal.

10. Question: Is the cantilever a bi-parting gate or a single gate? (4.3.1)

Answer: Single Gate or Double Gate are both possible. Please provide your best options. We could use either one.

11. Question: Does this project require bottom tension wire or bottom rail? Both are listed in packet but only one can be installed. (2.0, 4.4.1)

Answer: The bottom rail is required. Tension wire should only be used anywhere a bottom rail is not possible.

12. Question: Is temporary fence needed? If so how much of the project needs to be covered?

Answer: Yes, the entire area needs to remain secured. You should erect temporary fence in the fenced for all areas where the permanent fence is removed until the new fence is installed. 100% of the fence line should be covered and protected at all times. The approximate SQFT of all fenced areas is 550 linear feet

13. Question: 8 gauge vinyl coated fused and bonded Or just an 8 gauge vinyl coated

Answer: The SOW says and we are wanting to have 8-gauge hot dip (zinc coated), also known as galvanized, and vinyl coated. The vinyl coating color should not make any significant difference in price.

So, it's an 8-gauge galvanized fence that is vinyl coated.

14. Question: The color is very important being that huge price difference between black and green color ask if the black is ok or is the green mandatory the green is extremely expensive.

Answer: Provide quote for black and green color seperate if there is a significant difference in Price.

15. Question: What color of vinyl coating is required to meet contract specifications? Can 9 gauge vinyl coated be used?

Answer: We will use Black or Green. Also, in the scope of work is states clearly that the fence needs to be 8-gauge with 2" mesh openings in section 2.0. We would not accept 9-gauge fencing.

16. Question: Can you give more specification and description of the “pinch roller gate”?

Answer: The gate is a cantilever pinch rolling gate. It's a very common gate.

Here are some pictures of a cantilever gate and the associated rollers.

17. Question: I noticed that the ferry times for that day are 10am and 4:30pm with a 60-minute transit time. Being that the site visit is scheduled from 10:30-11:30 is there any way that the site visit timeframe can be extended or adjusted to accommodate? The earliest we would realistically arrive is approximately 11:10

Answer: The vendor can access Ocracoke from other ferry terminal locations, I would not recommend using the Cedar Island terminal. I would recommend they use the

Hatteras Terminal location to get on the ferry to Ocracoke. The schedule is much more frequent. This is the way I will get to Ocracoke. Yes, the site visit is on March 20th at

10:30 am for 1 hour. I will remain on site until 11:30 only since I will need to catch the

12-noon ferry that is leaving Ocracoke going back to Hatteras. I highly recommend that the vendor should leave from Hatteras on the 8 or 9 am ferry to Ocracoke from Hatteras.
