Supply Specifications

Introduction Whiskeytown National Recreation Area (WHIS), a division of the National Park Service, requires a vendor to supply and deliver specified road base aggregate. The materials provided will be utilized in maintaining and repairing various unpaved roads throughout WHIS.

Location Whiskeytown National Recreation Area is approximately seven miles west of Redding in Shasta County, California. All identified delivery locations can be accessed from maintained dirt roads within WHIS or paved roads.

Objective The vendor shall supply, deliver, and unload the specified aggregate at the designated locations.

The materials provided must meet the minimums standards set by the California Department of Transportation and the National Park Service. The material must be free of invasive non-native plants or plant seeds. Delivery and offloading schedules must be coordinated with the Contracting Officer (CO) or Contracting Officer's Representative (COR).

Evaluation Criteria The bids will be evaluated based on the "Best Value" criteria. All bids must meet minimum specifications and the delivery timeframe to be considered for an award. Vendors must be registered in the System for Award Management (SAM) at the time of award.

Specifications The vendor is required to supply the following:

• 2000 tons of 3/4” Minus Class II Aggregate Base

• 1000 tons of 1-1/2” minus Aggregate Base

These materials must meet all requirements set by the California Department of Transportation and National Park Service. The road base rock must be free of limestone, round-face crushed rock, and non-native invasive plants and/or noxious weeds.

Place and Delivery Dates All materials supplied by the Contractor shall be delivered to the designated drop locations within WHIS. The anticipated Delivery Dates shall commence and be completed between the Time of Award and December 30, 2023. Delivery dates and times will be provided to the vendor post-award.

Delivery Locations The Contractor shall deliver the specified quantity of material to the following selected locations within the coordinated delivery date and time:

Drop Location Coordinates (X, Y) ¾” Base (approx. tons) 1-1/2” Base (approx. tons)

Whiskeytown Dam -122.535, 40.599 1000 500

Requirements and Limitations

• Deliveries shall occur during normal business hours: Monday – Friday, between the hours of 0700-1730.

• All construction equipment will be pressure washed/steam cleaned before entering the parks to ensure that all equipment and machinery are weed-free.

• Haul trucks bringing fill materials from outside the parks will be covered to prevent seed transport and dust deposition along the road corridor.

Prevention of Invasive Species Introduction All aggregate sources must be approved as "noxious-weed-free" before acceptance. This is to prevent the introduction of invasive non-native species into the park. The vendor must implement mitigation measures where necessary, such as stripping the top 12 inches of source material, requiring fresh material stored for less than one week, or sterilizing the material.

Government-Furnished Property No Government-furnished property will be provided to the contractor for this project.
