Request for Quotations #140P8122Q0043 Great Basin National Park Attachment 1: Statement of Work

Section 1: GENERAL

1.0 DESCRIPTION: The Lehman Caves Visitor Center (LCVC), approximately 9,750 square feet, was completed in 1962. It is located at an elevation of approximately 6800 feet and is exposed to weather extremes. High elevation sunlight, freezing temperatures, strong winds and driving snow. This visitor center is the primary park visitor center and sees over 75,000 people annually and serves as the park's main headquarters and office space. During the summer months the LCVC is open from 8:00am to 5:00pm. The Great Basin Visitor Center (GBVC) and Resource Center, a combined 8,508 square feet, was opened to the public in 2005 and is located at an elevation of 5300 feet. Weather conditions are like the LCVC but is often more sunny and much warmer at the GBVC in the summer months.

This visitor center sees about 40 to 50,000 visitors a year and has variable hours but is typically open during the summer months from 9:00am until 4:30pm.

1.1 PROJECT SUMMARY: This contract consists of painting and repairing the exterior surfaces of the Lehman Caves Visitor Center located at Great Basin National Park, Baker, Nevada. A Bid Option will also be considered for painting and repairing the Great Basin Visitor Center / Resource Center buildings. Contract bid options may be exercised at the time of award. Maps and park information may be found at www.nps.gov/grba.

1.2 CONTRACT LINE ITEM 1: Lehman Caves Visitor Center (exterior only).

Prepare, sand, clean; repair, patch, or replace; paint T1-11 boards, eaves, soffits, fascia, doors, jams, windows, trim, roof beams, metal handrails and uprights. Apply two coats finish containing a primer additive, to all previously painted wood and metal surfaces.

• 1.2.1 All surfaces shall be cleaned and properly prepared before applying any coats of paint.

• 1.2.2 Paint must be latex water based; low VOC. Oil paint will not be allowed to be used.

• 1.2.3 Sherwin-Williams, Dunn Edwards, Benjamin Moore, or equivalent, shall be used.

• 1.2.4 Paint products can only be rolled or brushed applied. Spraying will not be allowed.

• 1.2.5 Contractor will be allowed to obtain water from the park but must perform clean-up of rollers and brushes outside the park. Contractor shall legally dispose of all paint products.

• 1.2.6 Paint colors must match existing colors.

• 1.2.7 Gutters & Downspouts: not included.

• 1.2.8 Signage mounted to building: not included.

• 1.2.9 Café area and cave overhead entrance: included.

1.3 OPTION ITEM 1: Great Basin Visitor Center / Resource Center (exterior only).

1.4 GENERAL CONDITIONS and INFORMATION:

• 1.4.1 The Contractor is responsible for taking their own measurements, dimensions, and quantity of materials required to complete the job. Approximate square footages listed in Section 1.0 are only to give potential bidders a general idea of the overall size of the project.

• 1.4.2 All work is subject to Davis-Bacon Prevailing Wage and will be performed Monday through Friday, no earlier than 6:00 AM (unless otherwise noted).

• 1.4.3 All work shall be done in a timely, safe, clean, and professional manner. The Contractor will supply all labor, equipment, tools, and material necessary to complete the job.

• 1.4.4 All work described in Sections 1.2 and 1.3 shall be accomplished in accordance with the provisions of the NPS Contract and the Scope of Work. Any additional work required resulting in additional costs shall be carried out only when authorized in writing by the Contracting Officer (CO).

• 1.4.5 The Contractor will be responsible for removing and disposing of any debris generated during the workday. Disposal will not be allowed inside the park.

• 1.4.6 The Contractor will not be required to provide temporary restroom facilities.

• 1.4.7 The Contractor shall immediately notify the Contracting Officer of any ambiguities, inconsistencies, and errors discovered in this specification or between contracting documents and existing conditions.

• 1.4.8 The Contractor shall provide to the Contracting Officer a list of all Sub-Contractors, if any, prior to the commencement of work.

• 1.4.9 On-site staging of equipment and materials will be allowed and must be approved by the Contracting Officer’s Representative (COR).

1.5 SITE DESCRIPTIONS: Great Basin National Park is opened year-round. The work to be performed will take place while the visitor center(s) is opened. The Contractor shall pay close attention to vehicles and pedestrians in the area during construction, and at no time interfere with access. The Contractor is responsible for setting up warning cones, barriers, and signs in their immediate work areas.

1.6 SPECIAL CONSTRUCTION REQUIREMENTS: Great Basin National Park will be occupied during the performance period of this contract. Provide and maintain adequate egress at all times in accordance with the Life Safety Code (NFPA 101). No corridor, aisle, stairway, door, or exit shall be obstructed or used in a manner that interferes with egress. Work shall occur only between the hours of 6:00 a.m. and 5:00 pm (unless otherwise noted), Monday through Friday. No work may occur on weekends or Federal Holidays without prior written approval from the Contracting Officer.

1.7 GENERAL REQUIREMENTS: The Contractor must be licensed to provide qualified, professional painters. All work shall meet best industry standards in accordance with current Federal, State, and local Building Codes.

1.8 SUBMITTALS for Approval: Contractor must submit the following to the COR at least ten working days before start of on-site work. No on-site work may occur before the COR approves all submittals. All submittals become the property of the Government.

• 1.8.1 Manufacturer’s certification or other data substantiating that the materials and finishes comply with contract requirements for all materials used. The submittals must show manufacturer’s recommendations for installation and warranties.

• 1.8.2 Warranty certificates as specified in sections 1.2 thru 1.3.

• 1.8.3 Paint formulas to be used for the entire project.

• 1.8.4 Job-specific safety plan for the project. The safety plan must include emergency response and communication, fall protection, fire prevention, equipment on site, and response, ladder and scaffold safety, and all items in Sections 1.2 thru 1.3. Safety plan must include demonstration of how contractor will ensure safe and consistent egress to and from occupied buildings during construction. Contractor must fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry to the work area and to ensure the safety of pedestrians and vehicles. The safety plan must be submitted at least ten days prior to work on site. No on-site work may take place until the safety plan is accepted by the COR.

• 1.8.5 Upon completion of the contract, submit certificate(s) showing quantities of recycled materials with name and phone number of recycling facility.

1.9 PRODUCT HANDLING: Contractor must deliver all materials to the job site in original packaging. Contractor must implement all manufacturers’ recommendations pertaining to handling, storage, and installation of each product. Contractor must ensure all products are protected from any and all damage. Damaged products will not be used on this project.

1.10 CONTRACTOR’S USE OF PREMISES

• 1.10.1 Materials storage: Storage of construction materials will be allowed on-site, at a location designated by the COR. On-site storage of the Contractor’s materials does not imply acceptance or protection of them by the Government.

• 1.10.2 Preservation of natural features: Confine all operations to work limits of the project.

Prevent damage to natural surroundings. Do not fasten ropes or cables to existing trees.

Provide temporary barriers to protect existing trees, plants, and root zones. Restore damaged areas, by repairing or replacing damaged trees and plants, at no additional expense to the Government.

1.11 TEMPORARY SERVICES

• 1.11.1 Electricity and lighting: NPS will not provide any electrical service. Contractor shall use distribution materials provided at Contractor’s expense and installed, used, and removed in compliance with the National Electrical Code. Contractor and employees are expected to conserve energy.

• 1.11.2 Water: Contractor must furnish cool, potable water for construction personnel in locations convenient to workstations.

• 1.11.3 Sanitary facilities: Government restroom facilities will be available to Contractor's personnel.

• 1.11.4 Employee Parking: Contractor employees may park privately owned vehicles in an area designated by the COR. This area will be within reasonable walking distance of the construction site. Contractor employee parking must not interfere with existing and established parking requirements of the government facility.

1.12 FIRE PREVENTION AND PROTECTION:

• 1.12.1 Contractor shall provide all equipment and procedures for fire protection on site.

Contractor shall assign a capable and qualified person on site in charge of fire protection at all times. Responsibilities include locating and maintaining fire protective equipment and establishing and maintaining safe working procedures.

• 1.12.2 Hazard Control: Contractor shall take all necessary precautions to prevent fire during construction. Contractor shall not store flammable or combustible liquids in non-approved containers and provide adequate ventilation during use of volatile or noxious substances.

• 1.12.3 Spark Arresters: Equip all gasoline or diesel-powered equipment with spark arresters approved by the U. S. Forest Service. Locate internal combustion equipment so that exhausts discharge well away from combustible materials.

• 1.12.4 Smoking within buildings or temporary storage sheds is prohibited. Smoking allowed in designated areas. Contractor shall collect all cigarette butts and dispose of them off site.

1.13 BARRIERS: Contractor shall fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry to the work area and to ensure the safety of pedestrians and vehicles.

Barrier material may be new or used but must be suitable for intended purpose. Contractor shall post the construction site with caution signs to alert occupants and visitors of safety hazards.

1.14 QUALITY ASSURANCE: It is the Contractor’s responsibility to verify all measurements and quantities before starting work. It is the contractor’s responsibility to comply with specifications and ensure quality of installation.

1.15 WARRANTY: Contractor shall warrant their work for up to a period of one year. Before beginning work, report to COR if any specification requirements conflict with product manufacturer's warranty requirements.

1.16 SAFETY COMPLIANCE: The Contractor shall comply with all OSHA federal regulations (29 CFR 1910) and Nevada state regulations governing the safety of workers performing the type of work described in this contract, including providing adequate first aid facilities and posting telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site. At or before the pre-construction conference, the Contractor shall submit for approval of the Contracting Officer a written safety plan demonstrating compliance with all applicable federal and state safety regulations. It is the Contractor’s responsibility to require all those working on or visiting the site to comply with the Contractor’s approved safety plan including the use of hard hats, fall protection, and other necessary protective equipment at all times.

1.17 PRE-CONSTRUCTION CONFERENCE: Before the start of the project, the Contracting Officer (CO) will arrange a meeting with the Contractor to be held at NPS park headquarters in Baker, Nevada or by teleconference.

Section 2: PROJECT CLOSEOUT

2.1 CLEANING: Contractor shall remove all tools, equipment, surplus materials, and debris generated by the project. Restore or refinish surfaces of existing facilities that are marred, scratched, or damaged due to the work of this contract to match original condition, using materials as recommended by the manufacturer of surface to be cleaned. Remove grease, dirt, stains, and foreign materials.

Sweep paved areas and rake grounds. At time of final inspection, project must be thoroughly clean and ready for use.

2.2 SUBSTANTIAL COMPLETION AND FINAL INSPECTION: Submit written certification that project is substantially complete and request in writing a final inspection. Contracting Officer Representative will inspect within 10 days of receipt of request.

• 2.2.1 When Contracting Officer Representative (COR) determines that the work is substantially complete, s/he will prepare a list of deficiencies, if any, to be corrected before final acceptance.

• 2.2.2 If Contracting Officer Representative (COR) determines that the work is not substantially complete, s/he will immediately notify Contractor in writing, stating reasons.

After completing work, Contractor must resubmit certification and request a new final inspection.

2.3 ACCEPTANCE OF THE WORK: After all deficiencies have been corrected, if any, a Letter of Acceptance will be issued. A Letter of Completion will be issued to the Contracting Officer (CO) by the Contracting Officer’s Representative (COR).
