1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Identification: Pronghorn Fence Retrofit 2022, Arizona Strip Field Office
B. Purpose: Fences present complete or partial barriers to movements of pronghorn and have obstructed seasonal movements and travel to water or feeding areas. As a result, pronghorn populations have continued to decline on some rangelands. Extensive mortality has also occurred when animals became entangled or trapped as they attempted to negotiate these barriers. After more than 100 years of experience with fences, pronghorn primarily still go under rather than through or over fences. Fences with bottom wires at least 16 inches above the ground allow pronghorn to pass beneath and still exclude livestock.
C. Project Location: The project is located in Arizona within the geographical boundaries of the Arizona Strip District Office on public lands acquired and administered by the BLM Arizona Strip Field Office. The project site is within the Upper Clayhole Valley southwest of U.S. Highway 389.
D. Directions to Project Site (Refer to Project Location Map): Travel on U.S. Highway 389 heading southeast from Colorado City, Arizona. Turn right on Count Road 5 toward the Colorado City Airport and travel approximately 2.7 miles. Turn left before the airport to stay on County Road 5 and travel approximately 8.3 miles. Turn right on County Road 30 and travel southwest for approximately 2.4 miles to one portion of the project area. Refer to Project Terrain Map for fence locations. The one-way travel time from Colorado City, Arizona to the project site is estimated at 30 minutes.
1. Use of four-wheel drive vehicles is encouraged. 4WD is not required to access project site during times of sunshine/dry weather, but may be useful should inclement weather cause issues accessing the area.

SUMMARY - 01011
E. Scope of Work:
1. The Contractor shall furnish all labor, transportation, fuel, materials, equipment, and tools necessary to access and retrofit an existing livestock fence. This includes providing and delivering the materials, tools, equipment and personnel to 11 existing segments of barbed wire livestock fence located within the same area and totaling approximately 10.70 miles for removal of the bottom barbed-wire, replacing it with smooth wire at a new height in the panel and removing and repositioning the existing second barbed-wire strand up from the bottom to a new, higher location on the existing posts and stays. All of the fence alignment is 4-strand fence. Additional work includes collecting, hauling and disposing of removed wire; clearing vegetation along fence alignment necessary to complete the work; removing and reinstalling existing fence stays; maintaining contract documentation; and performing cleaning of work areas each day prior to leaving work areas.
a. Identify and document locations requiring fence repair that are discovered during the progress of the Work and submit list to Contracting Officer.
b. Proceed with work only when weather conditions are favorable. This includes limiting activities to periods when the soil and ground surface are not wet in order to avoid soil compaction and rutting.
| c. | Comply with manufacturers written instructions for products used. d. Vehicular Access Points (Refer to Project Site Map): |
| 1) | There are approximately 5 locations where the existing fence alignment can be accessed by vehicle. From there, access to the alignment may be by vehicle where terrain allows; otherwise, access shall be by foot, ATV, UTV, or pack animals. |
1.3 PROJECT/SITE CONDITIONS
A. Access to Work Site: Moderate terrain is described as rolling hills to steep mountains. Soil conditions are generally loamy with some rock, and some deep sandy soil areas. Rock outcrops and shallow soils are found at the higher elevations. Some tree and brush removal may be required prior to repair of fences in these areas. During favorable weather conditions, access to the immediate vicinity of the fence may be accomplished with high clearance four-wheel drive vehicles along approximately 20% of the entire fence line. Access to the remaining 80% of the fence line may require alternative means such as: ATV, UTV, foot travel, horses or pack- animals. The topography along the fence line may severely limit or possibly prevent travel by motorized means in some locations. Access is provided on existing, designated roads and trails. Crossing through pasture fences may be required prior to arriving at the project area. Contractor shall repair any damage to pasture fences caused by contract activities, in order to prevent unauthorized movement of livestock.
1.4 WORK UNDER OTHER CONTRACTS
A. Work under other contracts is not anticipated in the project area.
