303-503-2418 Diane_Emmons@fws.gov Statement of Work This Statement of Work (SOW) describes a general overview of the project and does not provide complete detail for finished appearance of the project. The Contractor must design and fabricate the project components in accordance with details provided in this SOW, and follow the project process, details, and performance intent of the SOW. The Contractor must ensure that all project components meet requirements of the Architectural Barriers Act and the Americans with Disabilities Act. If a conflict between any of the aforementioned rules, laws, or guidelines exists, the most stringent applies.
Overview of Project and Project Components The U.S. Fish and Wildlife Service (Service) will contract for design, fabrication, and delivery of one multi-media exhibit. The main objective for this exhibit is to provide visitors with information that pertains to Waubay National Wildlife Refuge (NWR) wayfinding (maps), cultural and natural history, visitor opportunities and regulations, wildlife species, habitats.
The project includes the design and fabrication of a multi-media exhibit with touch screen monitor/TV with central processing unit, listening device, exhibit design interface, design and order of the multi-media actions, interactive screen graphic design development, minor updates to Service-provided map files, hardware (monitor/TV), wall-mount frame or box housing with adequate ventilation, fabrication, and delivery. A DVD will be provided with a short video that will need to be converted to the correct format for showing on the system.
Upon completion of the project, project components are to be delivered to Waubay NWR at the address identified on page 1 of this SOW. Project components will be installed by the Refuge staff. The Contractor will not travel to the site during this project.
The Contractor’s Cost Proposal must include and reference all items identified in SOW. Please note that the Service will provide Flickr links or files (all public domain) for all photos. The Contractor will not search for photos.
The basis of award will be price and other factors. Factors will include:
· Contractor’s ability to demonstrate knowledge in their cost proposal submission that shows a full understanding of project components (a list of assumptions) described in this SOW.
· Contractor’s ability and expertise in developing multi-media exhibits.
· Contractor’s ability to ensure the multi-media exhibit meets accessibility requirements; include the requirements for hardware, software, reach range, captioning, etc., in the proposal.
· Contractor-provided examples of 2-3 recently completed multi-media projects
· Contractor’s ability to meet the project timeline of 15 months.
The project schedule should allow for the project to start (introductory meeting) within 3 weeks after project award. All work is to be completed no later than 15 months after project award. A Schedule of Checkpoints is located near the end of this document.
Project components include:
· Support structure – wall-mount frame or box housing with adequate ventilation; substrate to be determined by contractor.
· Hardware – monitor/TV (approximately 55”) and all associated devices necessary for interactive screens; hearing device to be used with video.
· Design of screen saver with photos and title, interactive screens with photos, video, maps, and brochures, and text. Draft information is provided by the Service; number of interactive screens is subject to change as the flow of the exhibit develops.
· Conversion of DVD to correct file format; development of closed captions for video; credits for video and all photos.
· Updates to map files (Service will provide existing files from recently designed brochures); Contractor may need to create a general map that shows the Lake Traverse Reservation boundary and proximity of Refuge.
· Accessibility requirements – Architectural Barriers Act and Americans with Disabilities act Specific Description of Project Components The multi-media exhibit will be mounted on a wall in the visitor center. An electrical outlet is available below the planned location.
The structure that supports the monitor/TV should have a sleek, slim, and modern appearance.
A Word document that includes a draft flowchart for the interactive screens is included as Attachment 1 to this SOW. Photographs, video, maps, and draft text is also included here. The Contractor’s expertise will inform the final design and flowchart of interactive screens. Please note that the number of proposed screens, actions, photographs and text amount may change during reviews.
This exhibit should allow for future expansion, insertion(s) of new photographs and updated brochures, future videos, etc. The staff should be able to make these changes as needed.
Items Provided by the Service The following items specific to this project will be provided by the Service PL or field station POC:
· Draft text for titles and body copy on each screen; draft labels and captions for photos to be used as a starting point for developing interactive screens.

Project Schedule The Contractor will produce a detailed project schedule that lists all required meetings, submittals, fabrication, delivery, inspection by Service, close-out submittals, and invoicing schedule. Development and review times (# of weeks), and actual dates, must be identified (please use the Project Schedule of Checkpoints located near the end of this SOW as a guide). The initial project schedule should be submitted to the PL with the introductory meeting notes and updated and resubmitted with new dates with each submittal.
