Statement of Work
Propane delivery for Mojave National Preserve
Part 1: Scope/Background/Objective
1. Background:
Mojave National Preserve (MOJA), Baker and Kelso, CA, includes offices, visitor contact areas, maintenance shops, storage facilities, and employee housing, many of which use propane for heating and/or cooking. We have an ongoing need for propane deliveries, particularly during the winter months.
2. Location:
The propane will be delivered to 4 quadrants with twenty-three (23) sites with various propane tanks located in: Kessler Springs/Valley View (5 tanks), Kelso (6 tanks), Hole in the
Wall/Rocking L Ranch (8 tanks) and Landfair Valley/OX Ranch (3 tanks) areas (2 tanks currently not hooked up), Baker HOUSING (1 tank). Tank sizes range from 250 gallons to 1150 gallons. (See location document for tank sizes per location)
The propane tanks to be serviced are easily reachable by 4x4 bobtail truck and hose for propane type deliveries, there are padlocks on the gates to the tanks and require NPS maintenance staff to be present to unlock or company can be vetted by COR for a key to be sign out. Tank details are shown in the table below. Mojave National Preserve is approximately 65 miles from Barstow in between 15 and 40 freeways. See attached map.
3. Statement of Work:
The product to be purchased and work to be performed under this contract consists of delivering liquid propane gas (LPG) to 23 NPS owned propane tanks at the locations listed in the below table, in accordance with federal, state, and county regulations.
Mojave National Preserve requires multiple deliveries of bulk propane, each location should be checked and filled on a weekly basis (locations to be split up over 4 quadrants, 1 quadrant per week) or “as needed/on call” basis, to the twenty-three (23) sites. The number of gallons per calendar year is approximately 14,000 – 17,000 gallons. Deliveries are based on need and usage of propane at each location. It is possible that a location may not need filled during the calendar year, if there is no usage at that location. If tank falls below 20% and requires inspection this shall be included in price of contract.
Performance standard that indicates contractor responsibility that the tanks shall not fall below
20% or more at all times.
Contractor shall deliver in quantities that are typically less-than-full-truckload, to remote locations
(some dirt roads) and deliver propane to each tank as often as required to keep them between 30% and
80% full. Tanks are to be topped off to 70% capacity in winter and 65% in summer to accommodate the fluctuation in temperatures here in the Mojave Desert, to keep tanks in proper working order. Delivery shall take place during regular business hours (7:00 am-4:30 pm, Monday through Friday). Deliveries must be made within 5 working days of the order date.
Upon completion of deliveries the driver must provide copies of delivery tickets for each tank.
Delivery shall be accomplished in a safe manner, in accordance with the regulations listed below, and without damage to National Park Service or other property.
Contractor shall report all defective regulators, potential hazards, and visible or suspect cracks in a pipe or other related connectors or components. The park has regulators on hand and will replace any defective regulators found by the contractor.
Contractor shall ensure all trucks are clean and free of invasive plant materials and comply with environmental conditions.

Contract Superintendence:
A superintendent needs to have 5 years of experience with direct superintendence similar to this scope of work (SOW). If prime contractor is self-performing the work, then daily direct onsite superintendence is not required. If the prime contractor is subcontracting the work out, the prime must have a superintendent physically available to be onsite, within two (2) hours of COR call out, during every delivery day when they are in the preserve. The contractor shall submit a letter to the Contracting Officer (CO) and Contracting Officers Representative on quoter’s experience that is related to the SOW.

Applicable Regulations:
Shipping and transfer of flammable gases are regulated by the California State Department of Transportation and the Federal Motor Carrier Safety Administration. Specific licensing and permit requirements are codified in CFR, Title 49, Parts 100-177 and Parts 383-399 as well as elsewhere. The regulations pertain to the loading and unloading of flammable gas, accidents, inspections, certification of operators, drug testing, and other safety aspects of the transfer operation; it is the contractor’s sole responsibility to research and comply with all pertinent regulations. If requested the contractor must be able to furnish the Contracting Officer Representative (COR) acceptable evidence showing that required licenses and certifications have been obtained, including drivers’ state-issued commercial driver’s licenses with hazardous materials endorsement. If, during the contract performance period, there is a change in Contractor’s personnel, the Contractor must be able furnish evidence that new employees meet these requirements as well.
