Statement of Work

Audio, Video, and Exhibit Repair to Restore System Connectivity with All Exhibit Devices National Park Service: Brown v. Board of Education National Historical Park, Topeka, KS.

I. PURPOSE

Brown v. Board of Education National Historical Park (BRVB) intends to contract the repair of audio and video exhibit components with the existing exhibit system to restore the functionality of the controls to an iPad-controlled device. A recent update to the exhibits cut wires or added new hardware, such as TV’s or A/V receivers, that need to reestablish network connections to various exhibit components. Currently, the exhibits can be manually turned on or manually adjusted by physically pushing the power on/off buttons on the TVs or other A/V equipment, however, that equipment may not sync to the established network exhibit system or other exhibit hardware. The Contractor chosen to complete this work will reestablish the audio and video capabilities of the exhibit system with the updated TVs, projectors, and other A/V exhibit equipment.

II. DESCRIPTION OF THE AUDIO/VIDEO EQUIPMENT

BRVB has identified in its exhibits and server room audio and video equipment of various forms as follows:

· Projectors: Panasonic DLP PT-DX810ULK, Panasonic PR-RW430UK, Panasonic PT-EX600U

· Media Interfaces: Bright Sign Media Player, AMX EXB-IRS4 Control Module, AMX IRS 4 Netlinx Expander, AMX COM 2 Netlinx Expander, AMX NL-3100, AMX NL-3100 Netlinx Controller, AMX Precis DSP, Alcom Mcbride Binloop Player

· Audio Amplifiers: Stewart Audio AV25-2 RS232, RDL ST-DA3

· Audio/Video Receiver: Denon DN-700AVP

· Speakers: Polk Audio RC55i, Polk Audio Atrium 55 4091 B, JBL MODEL C67/P

· TVs: LG MODEL 75SM8670PUA 75”

· Transmitters/Receivers/Extenders: Assisted Listening Transmitter Listen Tech LT 800, Listen Tech LR-400-072 Receiver, RS232 CAT5 Extender

III. SCOPE OF WORK

The Contractor shall perform all work at Brown v. Board of Education National Historical Park. The Contractor shall provide all labor, materials, and equipment required for the repair of audio and video capabilities at the park in the following locations, the auditorium, gallery A, gallery B, and server room. Below are the specific issues for the locations:

A. Auditorium: The auditorium space is currently using 7 projectors (Panasonic DLP PT-DX810ULK or Panasonic PT-EX600U) and 6 speakers (Polk Audio Atrium 55 4091 B) for a looping video that runs every 30 minutes. The space is also used for ranger programs, formal gatherings, guests’ speakers, and performances.

a. Issues: Brightsign media players were installed on or near each projector in the auditorium, however, they were intended to be installed in the server room to replace the video bin loop player (Alcorn Mcbride). The Brightsign media players were also installed without proper signal wiring to the GPIO controls ports. The assisted listening transmitter for this space is no longer working due to the location of the Brightsign player being in the stage rack and using port “Game 1” on the Denon Receiver. Previously, the audio came from the bin loop player in the server room rack through the Precis Digital Signal Processor (DSP). There is a pair of unbalanced RCA wires hanging in the rack for the assisted listening transmitter but no equipment to provide audio to it. The control system can no longer switch the exhibit video on the Denon receiver for the main show from the iPad. The programming is missing for the recent changes to the media player hardware.

To restore the intended operation of this exhibit and equipment located in the auditorium, the following changes are recommended:

· Reconfigure wireless microphones to use inputs 1-4 on the SCM800 mixer and inputs 5-8 to the wired microphone ports in the stage rock.

· Remove SCM410 mixer entirely.

· Reprogram the control system to use the Denon receiver in the stage rack to control program audio for “main show” (Game 1 Input)

· Reprogram the Precis DSP to mirror room audio to the Assisted Listening Transmitter in the server room.

· Replace the coaxial cable that feeds the GPIO inputs with the proper wiring for input control (Belden 9451 or similar).

· The Brightsign players need to be synchronized through the master control system. The control system should be reprogrammed to “sync” to the Brightsign players via network commands.

b. Additional Tasks: a new Panasonic projector has been purchased for the stage screen in the auditorium. The projector needs to be installed and attached to the existing A/V equipment located on the auditorium ceiling. The projected image from the device should be centered on the stage screen. An electronic scissor lift should be used to install the projector.

B. Gallery A: A few exhibits in the gallery have been updated or some existing hardware has failed or been damaged. Below are the exhibit descriptions and known issues:

a. The Five Lawsuits: This audio video exhibit contains 6 videos controlled by 6 buttons. The TV and amplifiers are controlled by the master controller and the TV can be turned on/off by the iPad. For the most part, the exhibit is functioning properly, but some wires were damaged when a new map was added to the structure of the exhibit. As a result, the volume controls from the iPad are not working.

To restore the intended operation of this exhibit and equipment located in this exhibit, the following changes are recommended:

· The amplifiers control wiring needs to be checked and repaired to restore proper control system operation.

b. The Hall of Courage: This audio video exhibit consists of 4 projectors displaying looping videos with audio. The volume levels are triggered by two motion sensors to turn the audio on and off as visitors enter and leave the exhibit. The amplifiers along with their programming and serial communications are in working order. However, the power on/off commands for the projectors are working intermittently after a network component failed.

To restore the intended operation of this exhibit and equipment located in this exhibit, the following changes are recommended:

· Another AMX-IRS4 should be added to the exhibit with additional control ports for the projects to ensure proper power on/off commands are working properly.

c. They Gave Us Good Dreams: This audio video exhibit has a video with audio that is triggered by a motion sensor located inside the exhibit. The video had been displayed by projector but was updated with a 75” LG TV MODEL 75SM8670PUA. The master controller should control the video on/off commands and the amplifier volume controls from the iPad. However, the new TV is now manually turned on/off by the staff. The audio system is still working but the audio control is no longer operated by the iPad.

To restore the intended operation of this exhibit and equipment located in this exhibit, the following changes are recommended:

· The audio wiring needs to be verified and repaired before making programming changes.

· The TV will need to have wiring added for serial control and programming modified (remove projector control and add TV control) to restore power on/off functionality with the iPad.

· The non-functioning project in the exhibit space should be removed to reduce system complexity and improve aesthetics.

C. Gallery B: Multiple upgrades to this exhibit space has removed functionality of the master control and iPad or a new exhibit has been installed which needs to be programed to work with the master control and iPad. Additionally, some of the upgrades do not use the existing speakers or hardware. Below are the exhibit descriptions and known issues:

a. Protest Music: The exhibit has been upgraded to include a Samsung TV that displays lyrics and two headphones. The prior exhibit used the overhead JBL MODEL C67/P speaker. In the prior configuration, the staff could control the audio from the iPad. After the upgrade, that functionality has been lost.

To restore the intended operation of this exhibit and equipment located in this exhibit, the following changes are recommended:

· The headphones will still be the main source of audio for this exhibit, but the staff would like to be able to use the speaker above the TV for occasional use.

· The master control system will need to be programmed to control the TV (via Infrared or Serial) for power on/off.

· An amplifier will also need to be installed and connected to the master control for volume controls of this exhibits through the ranger iPad.

· Wiring for the control of the TV and amplifier will need to be re-installed.

· Programming changes will need to be made to control the TV power on/off commands as well as the amplifier volume control commands.

· The iPad will need to have changes to remove the dual exhibit controls from the prior setup add to the programming to allow occasional use of the speaker above the TV.

b. Our Nation Now: Video display exhibit the runs a looping video on a Samsung TV. The audio from the video currently plays on the TV. The TV is manually turned on/off by the staff. There are no current connections to the master control and the exhibit is not programmed into the iPad. The audio bleeds into the surrounding areas and distracts from the visitor experience. A JBL MODEL C67/P speaker hangs directly above the TV, and it should be used for the program audio of this exhibit.

To restore the intended operation of this exhibit and equipment located in this exhibit, the following changes are recommended:

· The master control system will need to be programmed to control the TV (via Infrared or Serial) for power on/off.

· An amplifier will also need to be installed and connected to the master control for volume controls of this exhibits through the ranger iPad.

· Wiring for the control of the TV and amplifier will need to be re-installed.

· Programming changes will need to be made to control the TV power on/off commands as well as the amplifier volume control commands.

· The iPad will need to have changes added to the programming to reflect the new exhibit name: “Our Nation Now.”

c. Wall of Courage: The exhibit displays video oral histories played on demand from the press of a button. It includes a TV with wall mounted speakers and two ceiling JBL MODEL C67/P speakers. This exhibit has been completely updated and no longer supports control from the master controller. Most of the hardware has changed. The exhibit is currently working with audio and video after the staff manually turn on the exhibit by powering on the CPU inside the exhibit walls.

To add functions for ease of use, the following changes are recommended:

· The master control system will need to be programmed to control the TV via infrared or serial to power on/off.

· The amplifiers located in the exhibit will also need to be controlled for via serial for volume controls of this exhibit through the iPad.

· Wiring for the control of the TV and amplifiers will need to be re-installed.

· Programming changes will need to be made to control the TV commands as well as the amplifier volume commands.

· The iPad will need to have changes to the programming to add the new exhibit name: “Wall of Courage”.

d. Pass It On: This exhibit displays a video with audio that is triggered by a motion sensor located inside the exhibit. Originally, the video played from a projector, but the projector was replaced with a 75” LG TV MODEL 75SM8670PUA. As a result, the master controller video power on/off commands do not work and staff manually turn the TV on/off. The system audio is still working with the master controller.

To restore the intended operation of this exhibit and equipment located in this exhibit, the following changes are recommended:

· The audio wiring has been modified and should be verified and repaired before making programming modifications to the master control.

· The TV will need to have wiring added for serial control and programming modified (remove projector control and add TV control) to restore power on/off functionality with the iPad.

· The audio and video controls are still located near the projector, but since the project is no longer functioning, those controls should be moved to the exhibit closet area directly behind the TV for easier service and maintenance.

· The projector should be completely removed after the audio and video equipment is reestablished in the closet.

D. Server Room/Master Control System: The master controller is a networked control device that integrates all the exhibit spaces. It was designed to turn on/off all projectors, TVs, amplifiers, and rack equipment for daily operations. This system was put in place to simplify the staff’s daily operations and ensure they had full control of all the exhibit A/V needs.

Many of the exhibits had been replaced or upgraded since the master control system was installed. This has created a break in operation of the master control system. To restore functionality, all non-essential wiring needs to be removed to ensure space in the cable trays, rack, and conduits located in the exhibits to reduce system complexity. The master controller will need reprogrammed to control the equipment listed in the auditorium, gallery A, and gallery B. All the TVs and projectors should be controlled to have power on/off commands, as well as force the correct default input when powered on. All amplifiers should be programmed to control volume and mute audio levels. The power distribution units should be all programmed to power on/off the entire exhibit space “morning power on” and evening power off” programs. All programs should be controlled by the iPad in the visitor center.

It was recently discovered that the master controller was failing when staff use the main “System Power” tab on the iPad. Something in the master controller has failed, tripping the electrical system in the server rack. As a result, power is lost to all the exhibit A/V equipment. There is no recommended solution to this problem.

E. iPad/Visitor Center: The iPad had been upgraded from an older iPad and it has caused some issues with displaying the buttons properly. The touch panel software will need to be edited to ensure correct display of all exhibit titles and functions of buttons. Each control page should be legible. Icons on the page should not be changed unless necessary. The app will be able to run on the AMX control platform and be stand-alone, not cloud based. Each exhibit should be properly named and match the physical space titles. Each gallery space should be properly named and match the physical space title to reduce user complexity.

F. If a question arises regarding a particular item, the contractor shall communicate such questions to the Contracting Officer’s Representative (COR) before beginning the work.
