STATEMENT OF WORK (SOW)

Wastewater/Water Line Replacement Project Balsam Mountain Campground/Heintooga Picnic

Area Swain County, NC Great Smoky Mountains National Park

3/28/23

1. General Information The Great Smoky Mountains National Park (GRSM) is located in Tennessee and North Carolina and consists of nearly 521,000 acres. The park was established by Congress on June 15, 1934.

The Park’s mission is to protect, preserve, and interpret the natural, cultural, and historical resources for the benefit and inspiration of present and future generations. There are over 9 million visitors annually.

2. Facility Background Balsam Mountain Campground and the Heintooga Picnic Area are located in a relatively remote part of GRSM in North Carolina. Balsam Mountain Campground is located close to the end of Heintooga Ridge Road on Balsam Mountain at 5,310 feet elevation. Heintooga Picnic Area is located at the end of Heintooga Ridge Road. Heintooga Ridge Road intersects the Blue Ridge Parkway just northwest of the intersection of the Blue Ridge Parkway and Highway 19. Due to the high elevation, both sites are closed in the winter months.

Balsam Mountain Campground offers approximately 43 small campsites with wood-framed, gravel pads for pitching tents, fire rings, and picnic tables. The campground includes a dish washing station and restrooms with flush toilets and drinking water. There are no hookups or showers at the campground and no electricity is available in the restrooms or campsites. There is also a Ranger Station structure at the entrance to the campground. Heintooga Picnic Area has 41 picnic sites, each with a table and charcoal grill. The picnic area also has restrooms with running water, but no electricity or pavilions.

EXISTING WATER SYSTEM

The existing water system consists of a well, a pump house, a 30,000-gallon water storage tank and a water system consisting of approximately 2,740 linear feet of 4-inch PVC, and 7,900 lf of 2-inch waterline. These lines have reached the end of their service life and need to be replaced.

The water storage tank is the original in-ground concrete water storage tank built back in 1960. .

EXISTING WASTEWATER SYSTEM

There are two comfort stations at the Balsam Mountain Campground and two comfort stations at the Heintooga Picnic Area. The campground has a sewer collection system that drains several hundred feet through the woods to a 5,000-gallon septic tank. The septic tank in turn, drains to a dosing tank which alternately discharge to two separate sand filters. The effluent disperses underground with no discharge. The Heintooga Picnic area has a sewer collection system from each comfort station that drains to a single 3,000-gallon septic tank located between the two comfort stations, deep in the woods. The system has a drain field that works fine, but since the septic tank is so far in the woods, it is very difficult to pump it out on a regular basis.

3. Scope of Proposed Work The scope of work for each system is as follows:

WATER SYSTEM IMPROVEMENTS

1. Waterlines The scope of work includes replacing the existing 2-inch waterline to the Heintooga Picnic Area; and the 4-inch PVC waterline to the Balsam Mountain Campground with new High- Density Polyethylene (HDPE) waterlines. The 2-inch water services to the existing Comfort Stations will also be replaced with 2-inch HDPE waterlines. The service lines will be installed up to the existing valve boxes outside of the Comfort Stations. The valve and box for the Comfort Stations will also be replaced as part of this work. The 3/4-inch service lines from the main to the original drinking fountains are also included in the scope of work. The service lines to the Ranger Station will be completely replaced all the way to the building, including all pipe, valves and valve boxes.

It is preferable, but not required that the existing waterlines be replaced by using the pipe-bursting method. Open-cut method of installation is also acceptable. see attachment #2: under WASTEWATER SYSTEM IMPROVEMENTS Optional Item:8 Open Cut Trenching. A decision will be made based on available of funds.

Open-cut method involves trenching of the overlying grade to the depth required to install new waterlines.

WASTEWATER SYSTEM IMPROVEMENTS

1. Balsam Mountain Campground Wastewater Collection System It is proposed to pipe burst the existing 6-inch wastewater collection system; and replace it with new 8” HDPE sewer lines. The existing manholes will be replaced where noted on the plans.

2. Septic and Dosing Tanks In addition to the pipe replacement, the septic tank and dosing tank will be serviced and partially refurbished. New access castings and dosing pumps are to be provided.

3. Grading and Drainage Improvements There is a drainage channel located above the eastern sand filter that is to direct stormwater runoff around the sand filter, which has been breached. The drainage channel and the area above it needs to be re-graded to divert stormwater around the filter.

4. Contractor Responsibilities Contractor Shall Provide the Following Materials and Services:

(All materials and installations shall be in accordance with the North Carolina Department of Environment and Conservation standards and specifications)

WATER SYSTEM IMPROVEMENTS

4-INCH HIGH DENSITY POLYETHYLENE WATERLINE:

The proposed 4-inch waterlines are to be installed in the same trench or in the same general area as the existing lines wherever possible. It is preferred, but not required that the lines be replaced through “pipe-bursting”; and will be a factor in bid selection. The existing 4-inch waterlines are to be removed and disposed of off-site at the contractor’s expense (only as necessary when it is in the way of the new line).

2-INCH HIGH DENSITY POLYETHYLENE WATERLINE:

The proposed 2-inch waterlines are to be installed in the same trench or in the same general area as the existing lines wherever possible, or in the location as shown on the plans where the waterline follows a different route than the existing line. It is preferred, but not required that the lines be replaced through “pipe-bursting; and will be a factor in bid selection. 2-inch waterlines and valves will also be installed to each of the comfort stations.

3/4-INCH HIGH DENSITY POLYETHYLENE WATER SERVICE:

The water service lines to the existing drinking fountains are to be replaced as part of the work.

VALVES, AND FITTINGS:

All valves and fittings shall be provided and installed as noted on the plans and specifications.

PRESSURE TEST AND DISINFECTION:

All installed pipes, valves and fittings shall be pressure tested and disinfected in accordance with the plans and specifications.

AREA RESTORATION:

All areas disturbed by the contractor shall be restored to original condition. Any pavement areas which must be crossed will be removed and replaced to original conditions in accordance with the plans and specifications. Areas outside of paved areas shall be graded, seeded with the approved Park seed mix, and mulched with approved matting. Areas outside of the immediate work area shall not be disturbed.

WASTEWATER SYSTEM IMPROVEMENTS

WASTEWATER COLLECTION LINE REPLACEMENT:

The wastewater collection lines at the Balsam Mountain Campground are to be “pipe-burst” and replaced with new 8-inch HDPE collection lines. Manholes shall also be replaced where noted.

SEPTIC AND DOSING TANK:

The existing septic tank and dosing tank shall be partially refurbished. New castings shall be provided for each, and new dosing pumps are to be provided in the dosing tank.

DRAINAGE CHANNEL REGRADING/RESTORATION:

The area damaged by stormwater runoff, as noted above, shall be stabilized, and the cut-off swale around the sand filter shall be restored to re-route stormwater around the sand filter.
