LOCATION:
This project is located in Florida, a refuge of the U.S. Fish and Wildlife Service (USFWS). Below are the coordinates for the new self-supporting tower.
Latitude: 29-22-23.93N – Longitude: 83-02-36.85W
The new tower location is indicated by the red dot
OVERVIEW
The following is an overview of this project. Details relating to each part are described in the “Project Details” section of this document:
At the Lower Suwannee HQ Site:
150’ Self-Supporting Radio Communications Tower
· Contractor shall install one new 150’ self-supporting tower per the customer’s requirements.
· Contractor shall perform a geotechnical investigation study of the proposed tower location and issue a report prior to the design of the tower foundation. A copy of the report shall be submitted to the customer.
· Construction of the new tower shall include all design and engineering of the tower and foundation, materials, fabrication, transportation costs, and installation (labor and mobilization of crew)
· The tower and foundation design shall be designed and stamped by a professional engineer licensed in the state of Florida.
Pedestal Enclosure (Outdoor Cabinet)
· The Contractor shall furnish all necessary materials and construct a 5ft. x 8ft. x 1ft. concrete pad, with two GRC conduits built into the pad and routed to a buried handhold enclosure next to the pad. The Contractor shall install the government furnished pedestal enclosure cabinet on the newly installed pad. See Diagram 1.
· The Contractor shall furnished all necessary materials and using methods in accordance with Motorola R56 to ground the newly installed outdoor cabinet.
Diagram 1
Site Grounding
· All site components (exterior and interior) shall be properly bonded to a common buried grounding grid around the tower and cabinet’s concrete pad in accordance with Motorola R56 guidelines.
Waveguide Bridge Kit
· Contractor shall furnish and install a 10ft. waveguide/ice bridge kit (including three hanger trapeze) to support and protect the transmission lines routed from the tower’s vertical waveguide ladder to the entrance panel of the outdoor cabinet.
Radio Antenna Installation
· Contractor shall re-install five existing antennas (one VHF vertical 4-element folded dipole antenna and four VHF Yagi antennas) on the new tower per the customer’s requirements. These five antennas are currently located on the existing 80ft. tower. The old 80ft. tower is not safe to climb, therefore a boom lift will be needed to remove the existing antennas.
Transmission Line Installation
· Contractor shall furnish and install one run of new 7/8” coax transmission line, and four runs of ½” coax transmission lines along with associated attachment hardware and grounding components on the new tower per the customer’s requirements.
Radio Infrastructure Equipment Installation

· Three grounding kits shall be Contractor furnished and installed on each of the coax runs. One near the base of the antenna (grounded to the vertical tower leg with a bronze ground clamp, e.g., Harger CPC1.5/2), the second at the vertical to horizontal transition (grounded to the tower mounted ground bar), and the third at the cabinet’s entry port panel (grounded to the cabinet’s external ground bar below the panel) per Motorola R56.
· All Contractor furnished hardware used to fasten ground conductor lugs to ground bars shall be made of stainless steel.
· A bulkhead type coaxial protector (Polyphaser model IS-B50LN-C2 or approved equal) shall be Contractor furnished and installed inline on each of the coax runs near the interior side of the cabinet’s entrance panel. Each coaxial protector shall be properly connected to the Master/Primary interior ground bar using #6 stranded green insulated wire as per Motorola R56.
Radio Equipment Installation – The Contractor shall use qualified personnel to install the government furnished radio (repeater) in the outdoor cabinet.
· The government furnished Motorola Quantar radio is pre-programmed and configured and the Contractor shall relocate it from the maintenance shop location over to the new pedestal enclosure cabinet. The Quantar repeater operates in the VHF band (136 to174 MHz range).
· The government furnished VHF duplexer is pre-tuned to the desired operating frequencies. The Contractor shall relocate it from the maintenance shop location over to the new pedestal enclosure. The duplexer shall be installed near the top of the cabinet with the Quantar mounted below it. No equipment shall be installed within 16” of the floor.
· Any appropriate length jumper cables needed shall be constructed of ½” Superflex Heliax type coax cable (Commscope FSJ4-50B or approved equal) and matching new connectors.
Performance Testing - The Contractor shall possess the necessary RF test equipment to verify the proper operation of the radio system and provide a written document with the findings, measurements, and observations:
· [Pass/Fail] Sweep each of the newly installed coax cables and verify there is no excessive return loss measurements. If any abnormal measurements are observed, investigate and take the necessary steps to correct the issue.
· Measured forward and reflected power of the repeater into its antenna system.
· Measured transmit frequency error.
· [Pass/Fail] Verify good receiver sensitivity (VHF: better than -119 dBm).
· [Pass/Fail] Verify there is no excessive insertion loss (greater than 2 dB) associated with the duplexer.
· [Pass/Fail] Verify there is no repeater receiver desense.
· [Pass/Fail] Verify that subscriber radios (programmed with frequencies for this repeater) are able to communicate with each other through the repeater.
Radio System Cut-Over “System Cut-Over” describes the actions associated with the period of time from when the old existing repeater is turned off and the new radio equipment is turned on and made operational. Since this radio system is used for public safety operations, the time allowed for the System Cut-Over process has to be as short as possible.
· The refuge shall not be without a fully operational radio system for more than a 48 hour period.
· The Contractor shall create and submit a detailed System Cut-Over plan to USFWS personnel two (2) weeks prior to the event for approval.
Removal of Existing 80’ Guyed Tower Separate Line Item Cost - The cost for dismantling and removal of the tower shall be a separate line item which can be deducted from the price proposal if the government so desires.
Tower Demolition – The Contractor shall dismantle and remove the existing 80’ guyed tower from the site.
· Because of the proximity of the existing tower to the building, plus with the tower being unsafe to climb, a boom lift will be needed to dismantle the tower.
· Any and all dismantled tower parts shall be recycled or properly disposed of by the Contractor.
