2022 CONSTRUCTION IDR FOR
ROADS/REC SITE/ADMIN SITE MAINTENANCE
Description of Work The project includes, but is not limited to, the following work: Road and parking area reconstruction, construction and maintenance; road obliteration; recreation and administrative site maintenance; clearing and grubbing; culvert installation and repair; sign installation and repair; installation and maintenance of erosion controls; cattle guard installation and repair;
material haul; haul and placement of imported material and other related work as described in the Statement of Work to be issued for each Task Order.
Location of Project The projects will be issued by individual Task Orders and will be within the individual Field Office boundaries as delineated on the attached maps.
Performance of the Work All work shall be conducted in a safe and expedient manner and in conformance with the specifications referenced in the Task Order. When applicable, traffic control shall be in accordance with standards set forth in the most current edition of the Manual on Uniform Traffic Control Devices (MUTCD). All work shall be conducted by personnel fully qualified to perform the tasks assigned, and shall be supervised by a designated Contractor’s Representative. A pre-work meeting will be conducted for each task order to agree upon limits of work and methods.
Equipment All equipment shall be in good repair, and capable of accomplishing assigned tasks in a safe and acceptable manner. Where applicable, all equipment shall be fitted with approved spark arrestors. All equipment shall be cleaned of earthen and vegetative materials that may contain weed seed prior to delivery onto Public Lands, equipment inspection may be required.
Equipment and Materials Storage & Staging Upon concurrence from the Contracting Officer’s Representative (COR), certain areas on the BLM may be used on a case-by-case basis for storage of equipment and/or materials during active construction and/or maintenance periods. The Contractor shall be responsible for protection of items stored on Government property, and shall ensure adequate safety measures are maintained at such sites.
IDR Awards and Task Orders By design, an IDR contract allows the Government to respond to various emergencies and project needs rapidly, without committing to a specific quantity or type of work at the award of the Contract. The award process “pre-qualifies” the Contractor for the work and sets unit prices.
When a specific project is initiated, a task order will be offered to the Contractor that outlines the schedule of items for the work, associated fee, directions and maps, equipment needs, dates, and project location.
The minimum and maximum task order amount is outlined in the Contract Documents.
Urgent and Emergency Work:
For task orders that require short response time due to urgent or emergency needs, a unit price multiplier (as shown on the Contactors bid) will be applied to contract unit prices to compensate for the Contractors adjustment of schedule, overtime, overhead costs and other costs associated with short response. Emergency work will be considered work requiring the Contractor to be on site and working within 24-hours of notice to proceed, Urgent Work will be considered work requiring the Contractor to be on site and working within 14 days of notice to proceed.
