About this file
This document is a Statement of Work (SOW) for the annual inspection and testing of water-based fire sprinkler systems at the Curecanti National Recreation Area facilities. The SOW outlines the scope of work, which includes performing NFPA inspections and testing on six fire sprinkler systems located across two park areas. The work is to be performed annually between September 1 and August 31, with the contractor coordinating the inspections at least 72 hours in advance with the Contracting Officer's representative. The SOW specifies the inspection and testing requirements, which must be performed by NICET level II certified personnel. The contractor is required to provide detailed reports, including a combined discrepancy report, for each system tested. The related federal contract opportunity is Solicitation Number 140P1224Q0061 for "CURE PROVIDE ANNUAL FIRE SPRINKLER INSPECTIONS" issued by the Department of the Interior National Park Service Intermountain Region.

STATEMENT OF WORK
Annual Fire Sprinkler Inspections at Curecanti National Recreation Area Facilities
Scope of Work Perform Annual NFPA Inspection and Testing of park water-based fire sprinkler systems. This proposal includes Six (6) water-based fire sprinkler systems. Locations are spread across two park areas with 5 systems at the Elk Creek area and one location at the Lake Fork area . All systems use commercial electrical power.
The U.S. National Park Service Director’s Order 58 states: “The National Park Service hereby adopts, and will enforce as minimum standards, the most current version of the National Fire Protection Association’s (NFPA) Fire Prevention Code (NFPA 1), Life Safety Code (NFPA 101), and all other associated structural fire codes and standards. The purpose of these codes is to prescribe minimum requirements necessary to establish a reasonable level of fire safety, and to protect property from the hazard created by fire. NPS adopted standards may be at variance with state and/or local fire safety codes. Where conflicts arise in the codes and standards, the Service will adhere to the more stringent requirements.
Each inspection and test report must identify each building by description, building number, and location. Follow the same identification format as used in this proposal.
For annual inspection of water-based fire protection systems, the requirements of 2014 edition of NFPA 25 must be met. Inspection and Testing personnel shall be qualified as NICET level II in Inspection and Testing of Water-Based Systems and on-site personnel shall be on site at all times during the work. Individual NICET certification numbers must be listed on each inspection report and will be verified by the NPS. Every device must be tested and listed on the report or in an attachment to the report. Devices not tested must be listed on the report and approved by the Contracting Officer.
In the final annual report provide:
(1) Two full sets of hard-copy documents of the reports;
(2) One electronic copy in PDF format;
(3) Combined Discrepancy Report of all deficiencies found;
(4) Each sprinkler system tested will be in a single document per system. Each requiring the inspector and contracting officer representative signature.
The contractor will be accompanied through the inspections by a representative of the National Park Service.
The inspecting company is not required or authorized to perform maintenance, immediate repair, alterations, replacement of parts, or make any field adjustments. Report identified issues found to the Contracting Officer in the Discrepancy Report. If the company determines immediate correction work related to life and safety is required, report this condition immediately to the Contracting Officer.
