About this file

This document is a Description of Requirement (DOR) for a federal contract opportunity related to the procurement of a thermomechanical analyzer (TMA) for the U.S. Army Engineer Research and Development Center (ERDC).

The DOR specifies that ERDC requires a TMA capable of performing a range of tests, including temperature ramp, force ramp, iso-strain, stress/strain, creep, stress relaxation, dynamic TMA, and modulated TMA. Key requirements include the ability to reach temperatures from -70°C to 1000°C, stable heating rates from 0.1 to 100°C/min, 15nm resolution, and force range from 0.001 to 2N. The TMA must interface with TA Instruments TRIOS software and include a 3-year loyalty/support plan. The government intends to award a contract to the responsible offeror with the lowest price that is determined to be technically capable of meeting the minimum requirements. Offers are due by June 12, 2024 at 1:00PM CST and must be submitted via email. This is a 100% small business set-aside procurement under NAICS code 334515.

Description of Requirement

Thermomechanical Analyzer

Specifications:

The Geotechnical and Structures Laboratory (GSL) of the U.S. Army Engineer Research and Development Center (ERDC) is engaged in an ongoing Military Engineering research and development program to develop new methodologies for manufacturing large infrastructure components utilizing additive manufacturing. To accomplish this, GSL has previously acquired a variety of polymer characterization equipment. Currently, GSL has no capabilities to characterize the coefficient of thermal expansion with high precision, which is very significant in understanding the deformation of polymer additively manufactured parts.

The GSL requires a thermomechanical analyzer to measure the coefficient of thermal expansion and strain of a material dependent on temperature. The system must be able to perform temperature ramp, force ramp, iso-strain, stress/strain, creep, stress relaxation, dynamic TMA, and modulated TMA tests.

The thermomechanical analyzer must be capable of, with add-ons if needed, reaching 1000 C and have a cooling mechanism to reach -70 C with controlled cooling, be delivered, installed, and have any necessary calibrations for the system completed by the installer. The thermomechanical analyzer must be capable of stable heating rates from 0.1 to 100 C/min. The system must have a 15 nm resolution. The force must be able to range from 0.001 to 2 N.

The system must come with probes to measure the linear coefficient of thermal expansion, the volumetric coefficient of thermal expansion, penetration behavior, macro-expansion, tension, 3-point bending, and hemispherical penetration.

All shipping cost and any travel expenses must be included in the price quoted for this system.

Installation by the supplier is required and the cost of installation must be included in the quote.

Technical support during the initial testing process must be provided within 2-3 business days and additional support outside of the initial testing process must be provided within five (5) business days.

The Thermomechanical Analyzer must interface with TA Instruments TRIOS software. Included in the quote, there must be a loyalty or continued support plan for the instrument for three years which ensures an annual maintenance visit for cleaning, inspection, and calibration where worn items are replaced at no additional cost, free software updates, and all repairs’ related purchases are free of charge.

The system must be provided to ERDC on or before 90 days from the contract is accepted.

Shipping costs must be included in the quote with a delivery address of

Delivery Location:

U.S. Army Engineer Research and Development Center 3909 Halls Ferry Road Bldg. 6000 Vicksburg, MS 39180
