The primary requirement is acquisition of a Carrier 30RC or equivalent 30-ton air-cooled scroll chiller with specific technical specifications including 460-3-60 power supply, R-32 refrigerant factory charge, stainless steel brazed plate evaporator, minimum EER of 10 BTU/W-hr, PIC6 factory controls, and a 4-inch control panel display. The unit must be manufactured in the USA, weigh no more than 2,500 pounds, and meet dimensional constraints (90-110 inches length, 85-90 inches width, maximum 66 inches depth). The chiller will replace an existing Carrier Model 30RAN035 611KA unit (Serial # 1707Q07123). All work must be completed by May 31, 2026, at the USACE Vicksburg Harbor dock located at 2577 Haining Road, Vicksburg, Mississippi 39183.
The contractor shall provide all labor necessary for startup, testing, adjustments to control circuits, and refrigerant charging, with Carrier providing installation and technician labor to ensure warranty qualification. The government assumes responsibility for removing the existing unit, positioning the new unit, and completing all electrical and plumbing connections. The chiller includes a standard first-year parts warranty with compressor coverage extending through years 2-5 for parts only. Comprehensive security requirements apply to all contractor personnel, including DoD security awareness training completion within 30 days of contract award, compliance with Force Protection Condition (FPCON) and Health Protection Condition (HPCON) measures, and personnel security clearance requirements consistent with NISPOM standards.
