PERFORMANCE WORK STATEMENT

MOWING SERVICES

STOCKTON LAKE PROJECT OFFICE

1. General: This is a non-personnel services contract to provide Mowing Services at Stockton Lake in accordance with the specifications and maps in this Performance of Work Statement. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Park Mowing Services as defined in this Performance Work Statement except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract. All acreages are estimated. The Contractor shall be responsible for determining exact acreage and conditions affecting performance of work. Many areas consist of slopes, rocky terrain and heavily wooded areas, and may require an extensive amount of trimming and hand mowing where larger mowers cannot maneuver satisfactorily. Trimming shall include the removal of sprouts and heavily weeded growth. Prospective bidders are encouraged to visit and fully inspect all areas, accesses, locations, terrain, etc. prior to bidding. The Government shall not be held accountable for conditions at the site which were not considered by prospective bidders. All mowing and trimming shall be completed in an area prior to moving to another area.

1.2. Background: Stockton Lake is a flood control reservoir located on the Sac River in southwest Missouri, tucked into the foothills of the scenic Ozark Mountain range. The lake spans three county boundaries: Cedar, Dade, and Polk. It is approximately 50 miles northwest of the metropolitan area of Springfield, Missouri, and approximately 130 miles south of Kansas City, MO. A map of Stockton Lake can be found on the Internet at: http://www.nwk.usace.army.mil/st/. Stockton Lake provides flood protection for downstream areas and is part of a network of Corps of Engineer Lakes that help control flooding in the Missouri and Mississippi River basins. Stockton Lake encompasses approximately 25,000 acres of surface water. Federal land surrounding Stockton Lake totals 36,047 acres, of which 16,572 acres are leased to the Missouri Department of Conservation (MDC) for management. Land management practices used by the Corps of Engineers and MDC are engineered to preserve their natural value, providing benefits to the nation in areas of flood damage reduction, recreation, fish and wildlife management, hydroelectric power, and water quality improvement. Eight parks around the lake are managed and maintained by the Corps of Engineers. These parks include roads, utility systems, campsites, beaches, boat ramps, picnic grounds, and playground areas. In addition to Corps-managed areas, the Corps also maintains active lease agreements with the Missouri Department of Natural Resources and private entities. The lessees provide a full range of marina services, restaurants, and camping to the public. Additional services contracted to the private sector include mowing, refuse collection, facility cleaning, and park attendant. The Corps manages the contracts and conducts inspections to ensure that the services are provided for visitors to the lake.

1.3. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. Actual mowing services will be performed from 1 April through 31 October in accordance with contract schedules.

Base Year FY26: April 1, 2026, through March 31, 2027 Option 1 FY27: April 1, 2027, through March 31, 2028 Option 2 FY28: April 1, 2028, through March 31, 2029

SPECIFIC TASKS

5. Specific Tasks:

5.1. General: Mowing equipment shall be commercial grade, with appropriate roll over protection and safety belts, chutes, and discharge guards in place always while mowing operations are being performed. All mower blades shall be kept sharp, and mowing equipment shall be maintained in good condition to provide a high quality, uniform cut. Tractors with batwing or other pull behind type finish mowers have been successfully used in the past on large opens areas such as portions of the dike and backslope and along roadways where applicable.

5.1.1. Mowing Activity:

5.1.1.1. Park Mowing: Critical Element

5.1.1.1.1. Park area mowing includes the following areas: Cedar Ridge, Crabtree Cove, Greenfield Access, Hawker Point, Hwy Signs, Highpoint, Masters, Mutton Creek Access, Mutton Creek Group Camp, Orleans Trail North, Orleans Trail South, Ruark Bluff Day Use Area, Ruark Bluff East, Ruark Bluff West, and Stockton Park mowing also includes mowing of roadways, lagoon areas within parks and highway sign mowing. These special areas are detailed in the sections below. Mowing all the areas listed above constitutes one complete round of park mowing.

5.1.1.1.2. Areas shall be completely mowed to a uniform height between 3 to 4 inches, free of windrows or piled clippings, uncut vegetation, rutting, or scalping, skips or gaps. The mowing areas are delineated on the attached area maps, which includes many park areas that extend to lake water’s edge.

5.1.1.1.3. All asphalt, concrete or graveled parking areas on Government property shall be maintained on edges by mowing a minimum 10’ (+/- 1’) from all perimeter’s outer edges of paved or gravel parking surfaces or to established tree line, whichever is the closer distance of the two. In no case will the Contractor be required to mow beyond 10 feet unless the larger area is indicated to be mowed on the mowing maps.

5.1.1.1.4. Mowing around occupied facilities such as campsites shall be accomplished with caution and at a safe distance. It may be necessary to postpone mowing in an occupied area until it can be completed safely and without endangering people. Mowing such areas later will be considered a part of the mowing cycle and no separate payment will be made.

5.1.1.1.5. A major defect in this element would be evidence of failure to cut to a uniform height, windrows or piled clippings, uncut vegetation, rutting, or scalping in one or more locations within a mowing area totaling 1 acre in size or greater. (Critical Element)

5.1.1.2. Roadway Mowing: Non-Critical Element

5.1.1.2.1. Roads are indicated by bright green lines on mowing maps. The Contractor shall mow 10 feet (+/- 1’) on either side of roads, from the road edge outward.

5.1.1.2.2. Roadways encompass and include mowing and trimming a minimum of 10 feet (+/- 1’) around all right of way areas, park signs, fee vaults, traffic counters and other structures within the area specified above along either side of the roadway.

5.1.1.2.3. If the common tree line is less than 10 feet from the road edge, Contractor shall mow up to the tree line. Steep road ditches (45 degrees or more) less than 10 feet from the edge of the road shall mowed/trimmed to the bottom of the ditch.

5.1.1.2.4. In no case will the Contractor be required to mow beyond 10 feet unless the larger area is indicated to be mowed on the mowing maps.

5.1.1.2.5. Contractor shall not be required to mow any woody vegetation within the ditch that is over one-half inch in diameter.

5.1.1.2.6. Areas along roadways can rough, steep and rocky. Historically mowing these areas with a batwing style finish mower has been successful.

5.1.1.2.7. A major defect in this element would be evidence of failure to cut to a uniform height, failure to mow the specified distance from the road edge outward, windrows or piled clippings, uncut vegetation, rutting, or scalping in one or more locations totaling 100 linear feet in length along a roadway within a mowing area. (Critical Element)

5.1.1.3. Sewage Lagoons/Lift Stations: Critical Element

5.1.1.3.1. Areas surrounding lagoons/lift stations shall be mowed a minimum of two mower passes (approximately 10 feet +/- 1’) on the outside of the lagoon fence and mowed completely between the lagoon fence and the entrance roadway.

5.1.1.3.2. Areas within lagoon fences shall be mowed and trimmed completely. All vegetation shall be trimmed to the water’s edge each time these areas area mowed. This may require cutting and trimming of vegetation by hand, as the slopes to the water’s edge can be steep.

5.1.1.3.3. Vegetation falling into the water during mowing and trimming operations, as well as any previously existing vegetation (floating up to 5 feet from water’s edge), shall be removed by raking, and shall be disposed of as directed by the Contracting Officer’s Representative.

5.1.1.3.4. A major defect in this element would be failure to meet the standards listed above in one or more lagoons within a mowing area. (Critical Element)

5.1.1.4. Highway Signs: Non-Critical Element

5.1.1.4.1. There are approximately 12 Corps of Engineers signs located along highways near parks and bridges that shall be mowed under this contract.

5.1.1.4.2. Quantities and locations are as follows: 2 “Stockton Lake” signs, one on each side of the Hwy 245 Bridge, 2 “Stockton Lake” and 2 “Mutton Creek” sings on Y Hwy near Mutton Creek, 2 “Ruark Bluff Park” sings and 3 park directional signs near Ruark Bluff Parks on H Highway, and 1 “Stockton Lake” sign west of the Hwy 215 Bridge.

5.1.1.4.3. The Contractor shall mow a triangular area around each sign. The Contractor shall mow the entire triangular area shown in Attachment 11 to the same standards described in paragraph 5.1.1.5.3 including trimming around all signposts at sign locations.

5.1.1.4.4. A major defect in this element would be failure to meet the standards described above at 2 or more highway sign locations. (Non-Critical Element)

5.1.1.5. Trimming: Non-Critical Element

5.1.1.5.1. Trimming shall be performed during each mowing cycle within all mowing areas.

5.1.1.5.2. This includes trimming around all trees, culverts, guardrails including vegetation within 3 feet of the backside of the guardrail, up against rock in rip rap areas, along sidewalks, structures/buildings, boulders, lantern hangers, fire rings, electrical pedestals, signposts, steep ditch lines, fence posts, along with trimming any other items within the mowing areas shown on the furnished park maps. This list of areas to be trimmed is not all inclusive.

5.1.1.5.3. Areas must be trimmed uniformly, without scalping or leaving uneven edges. Care must be taken by the Contractor so as not to injure or damage any mature or young trees, shrubs or other freshly planted vegetation. Replacement of damaged vegetation shall be the Contractor’s responsibility and at no extra cost to the Government.

5.1.1.5.4. In areas that are too wet, too steep or inaccessible to mow with zero turn mowers or other mowers, hand trimming shall be required.

5.1.1.5.5. A major defect in this element would be failure to properly trim around any combination of five (5) or more objects or structures within a mowing area. (Non-Critical Element)

5.1.1.6. Policing: Non-Critical Element

5.1.1.6.1. The Contractor is responsible for policing all mowing areas prior to and after mowing and trimming is completed for trash, tree limbs and other debris. All trash or other discarded man- made items shall be deposited in the refuse receptacle(s) located in each park.

5.1.1.6.2. All tree limbs shall be disposed of by depositing them into surrounding wooded areas. In the event that extremely large debris be encountered during mowing operations, (limbs over 10 ft. in length and over 4” in diameter) the Contractor must notify the COR prior to the next mowing cycle so the Government can schedule this debris for removal and that the continuous avoidance of this un-mowed section can be alleviated.

5.1.1.6.3. At no time will it be acceptable for the Contractor or Contractor’s employees to mow over trash located within a mowing area or leave areas where branches or limbs were lying on the ground left un-mowed.

5.1.1.6.4. A major defect in this element would be evidence of any combination of five (5) or more pieces of trash or limbs not being properly disposed of within a mowing area. (Non-Critical Element).

5.1.1.7. Cleanup: Non-Critical Element

5.1.1.7.1. Prior to leaving each area, the Contractor shall remove all grass clippings and other debris created during mowing operations from all sidewalks, curbs, paved roads, paved parking areas, campsites, picnic sites, concrete slabs and other structures or shelters. Grass clippings may be spread uniformly in the adjacent grassy area, to a depth of no more than 1 inch.

5.1.1.7.2. Contractor shall not leave mower tracks on sidewalks or other concrete features.

5.1.1.7.3. A major defect in this requirement shall be evidence of two (2) or more sidewalks not being cleaned and/or two (2) or more individual areas on paved roads, parking areas, concrete slabs, and other structures not being cleaned. (Non-Critical Element).

5.1.1.8. Timeliness: Critical Element

5.1.1.8.1. Once the notification to begin mowing has been delivered, the Contractor shall complete all required services within the following timeframes:

Park areas shall be mowed within the maximum time period of 5 consecutive days when ordered. A round of park mowing will be considered complete once all areas listed under scheduled park mowing have been satisfactorily completed within the specified timeframe.

5.1.1.8.2. Time extensions for unusually wet weather conditions may be requested by the Contractor and evaluated by the Contracting Officer Representative on a case-by-case basis.

5.1.1.8.3. A major defect in this requirement would be failure to complete mowing services within the required timeframes. (Critical Element).
