The solicitation seeks responses for Mobi-Chair floating beach wheelchairs, Mobi-Mat AFX RecPath wood-like accessible pathway mats, and related accessories or approved equal products. The contract is designed to improve public accessibility to beaches, waterfronts, and outdoor recreation areas throughout Minnesota. All responses must be submitted electronically through the SWIFT Supplier Portal, with the question and answer period closing at 3:00 P.M. Central Time on October 7, 2026. The anticipated contract term is from December 1, 2026 to November 30, 2028, with options to extend for up to three additional years in increments determined by the State. The estimated total dollar value for one year is $50,000.00 to $75,000.00, though this does not constitute a minimum or maximum obligation. Desired delivery is on or before December 30, 2026.

Responders must submit multiple required attachments including Responder Declarations, Exceptions to State's Terms and Conditions, and Workforce and Equal Pay Certification Forms. Pricing must be entered directly into SWIFT at the unit line level, with responders permitted to submit sample invoices, quotes, catalogs, and price literature. Responders must verify they are either Original Equipment Manufacturers, Authorized Distributors, or Authorized Representatives; brokers will not be accepted. Responders must confirm their ability to meet warranty requirements, including OEM 1-year warranty for the MobiChair floating beach wheelchair and Mobi-Tool, and OEM 2-year warranty for the Mobi-Mat AFX RecPath roll-out accessible pathway. Additional submissions required include end-of-life management options, packaging descriptions, prohibited substance disclosures (specifically PFAS), spare parts availability for at least 10 years, and recycled content documentation. Businesses executing contracts with State or Metropolitan agencies exceeding $100,000 must possess a Workforce Certificate, and those exceeding $500,000 must also obtain an Equal Pay Certificate.
